Important information for the Hon Prime Minister!
I just learned that you will be visiting Ngorongoro District this month of September and possibly talk about the land problems. As someone who has been there to research about the land conflict between the state, communities and investors I am compelled to write to you and provide my point of view with regards to the land problems facing the local communities. In everything I have seen and the people I have talked to have concluded that the land conflict in Loliondo is a scandalous project of a high profile individual in the state and in the legislature.
The people who are behind the taking of communities land are (in the ascending order):
1. District Natural Resource Officer – Mr. Masegeri Tumbuya Rurai
I have found that this officer spends about 70% of his time working for the hunting company more than he spends for the district council. He has worked to draw the map of 1500km/sq with the company. He has become the key link between the company and the Ministry of Natural Resources and Tourism. As his reward, the company has paid for his various personal things including a brand new Nissan Xtrail he was just bought by Isaack Mollel. Furthermore, Mr Tumbuya is the official informer and contact person of the company at the district level. To this end, the company's relationship with the local government authorities is skewed and cannot survive for a single day without Tumbuya.
2. Ngorongoro Member of Parliament – Hon Kaika Saning'o Telele
Recognising the effect the opinion of the Member of Parliament, the company struggled for many days to enlist the help of Kaika Saning'o Ole Telele. However, it was the Simanjiro MP who was used to convince Ole Telele to come on board. Saning'o Ole Telele driving in a vehicle belonging to NCAA ( a white Land Cruiser – the interviewees did not pick number plates), landed at the OBC camp one morning to meet Ole Sendeka and the Brigadier General waiting for him. He was rushed into a tent and a meeting started. It was not clear what they discussed but he was quoted as saying: it is time to assist the investor because we have served the communities for far too long without anything in return. He collected a briefcase full of US dollars and drove off. A good sign that this is indeed true, Ole Telele has been quiet throughout the land crisis surrounding his people. At one time when Ole Telele was addressing Maasai elders, women and leaders in Dodoma at CCM hall, he asked them to stand firm because the land is being taken by the top leadership of the country and he refused to be quoted. He said that the president's junior wife is residing in an Arab country and he too must give this land away to the Arab as a gesture of goodwill. Yet he refused to be quoted, but the people I talked to revealed this to me because of their frustration resulting from the refusal of the MP to help them.
3. Simanjiro Member of Parliament – Hon Christopher Ole Sendeka
Ole Sendeka was brought in to OBC camp by the company's car and spent the night over at the camp. He was treated like a king. The reason for bringing Ole Sendeka to ask for his help is attributed to his actions at the Parliament and his outspoken character. He insisted that Ole Telele must be brought in to avoid a backlash should he find out that he from the ‘foreign' land has struck a deal in his absence. Ole Sendeka too collected a briefcase and drove off quickly next morning. I was also informed that the Brigadier also bought him a new Land Cruiser Pick Up from Dubai. I was told that Ole Sendeka became a somehow employee of the company in the section of public relations and he started calling councillors and influential people in the district to advice and instruct them to leave OBC camp and hunting area. Ole Sendeka himself admitted one day that he visited the area secretly and accompanied by state agents to witness presence of animals, cattle and people. Surprisingly, Ole Sendeka has convinced the Maasai people that he is on their side, because no one knows of these little secrets.
4. Minister for Natural Resources and Tourism – Hon Khamis Kagasheki
The Minister for Natural Resources and Tourism went to Loliondo several times with order from the President. The company management that includes Abdulrahman Kinana, Isaack Mollel and the owner Brigadier General flew one morning to meet the President when he was in Dodoma chairing CCM meetings. The president instructed them to go and meet the Minister for Natural Resources and Tourism whom he will instruct what to do. When the President later called the Minister and told him: receive these people and do as they want. Fearing that this may bring a scandal, Kagasheki refused to meet them right away. Instead he chose to avoid them for while, but with the push from Kinana he agreed to go to the OBC camp. Surprisingly, he changed his plans while on air to go to Loliondo first to listen to the people, in a situation the people of Loliondo called a confused mission. I was told that the company engaged in a ‘kingly' reception for the minister and were very disappointed on learning that the plans changed. Hands were twisted and secret plans were made. Kagasheki was meeting with tourism sector stakeholders at the Mount Meru Hotel in Arusha. Little was known about his secret room and plans to meet with the Brigadier General upstairs. When the time came, he excused himself and went upstairs to meet him, for the first time. Everything changed after this time! His attitude, his stand and even the law changed. I was told by reliable sources that another briefcase was handed over to him, and then money talked, and has been talking ever since.
5. CCM General Secretary – Abdulrahman Kinana
He is the CCM General Secretary and shareholder of OBC. His ambition is to acquire the land for the Arab Royal Family. He has worked all his life to ensure that the company will maintain ownership of the land. In this recent saga he has used his position as CCM General Secretary and CCM campaign manager to twist the president and the president twisted Minister Kagasheki. It is believed that religion is also being used to facilitate this deal because the four of them are Muslims: president, Kinana, Kagasheki and Brigadier General of the Arab army.
I am writing to you because I have a feeling that you are being used and misguided in this situation. The thinking behind this land grab is that it is being taken for conservation of wildlife and habitat. The truth is that it is being taken to ensure peaceful haven and retirement plot for the Brigadier and Abdulrahman Kinana. If you are used and this land will be taken away, it will mean a gross abuse of executive powers, and denial of rights of the people of Loliondo. I can only write this statement to you anonymously. I have found you to be the only clean person in this scandal and I hope that you will remain so by refusing to indulge in this matter.
