They are funded by the the central government ,and the tax that they collect from their area of jurisdictions.
Some of the proceeds from resources in these counties have to go the national govt in order to fund its functions, and the govt does not take the whole of the proceeds to the extent the counties are left with nothing. This is not the correct position. The national govt which you are calling central govt doess not fund Kenyan counties. Go read the Constitution. The money paid by Kenyan tax payers and entrusted to the national treasury in the consolidated fund is divided between the national govt and the county govt using a prescribed formula after commitment for debt payment.
