Je, zinapata wapi fedha? Ni kutokana na mapato ya ndani ya Kaunti au Serikali Kuu inatoa?
Namaanisha fedha za Mishahara au shughuli za Kimaendeleo ya Kaunti kama Ujenzi wa barabara, Maji, Afya, Elimu n.k.!
 
According to the constitution the govt is required to give the counties 15% of all collected revenue...but the current govt gives them 30%... The counties also collect revenues within their jurisdictions. The CRA (commision for revenue allocation) is charged with coming up with a formular of how the funds are distributed. They also advise the Parliament/ treasuary how much to allocate.
Other sources are loans-being checked though at the moment to control debt
grants/...

That's breaking news to me, since when did the government begin taking oil from Turkana.
Appraise yourself with these issues before misleading with so much confidence.

This is not the correct position. The national govt which you are calling central govt doess not fund Kenyan counties. Go read the Constitution. The money paid by Kenyan tax payers and entrusted to the national treasury in the consolidated fund is divided between the national govt and the county govt using a prescribed formula after commitment for debt payment. Nowhere whatever you call central govt is funding counties. Ni kasumba potovu hiyo.

Some of the proceeds from resources in these counties have to go the national govt in order to fund its functions, and the govt does not take the whole of the proceeds to the extent the counties are left with nothing. You seriously think Turkana does not benefit from its oil, that's a big lie!

Good roads, schools, hospitals and many other social amenities have been developed in Turkana............mainly with the revenue funds from the govt btw, since they havent yet started extracting the oil.
So the reason Uhuru was so irked by the comment from the Governor of Turkana was that he felt being unfairly accused that he was abusing his position as the head of state to steal their oil, that he is corrupt. The governors allegations may have been wrong.

(1) There shall be established a Revenue Fund for each county government, into which shall be paid all money raised or received by or on behalf of the county government, except money reasonably excluded by an Act of Parliament.
(2) Money may be withdrawn from the Revenue Fund of a county government only--

(a) as a charge against the Revenue Fund that is provided for by an Act of Parliament or by legislation of the county; or
(b) as authorised by an appropriation by legislation of the county.

(3) Money shall not be withdrawn from a Revenue Fund unless the Controller of Budget has approved the withdrawal.
(4) An Act of Parliament may--

(a) make further provision for the withdrawal of funds from a county Revenue Fund; and
(b) provide for the establishment of other funds by counties and the management of those funds.
