The last time Russia mobilized its reserves was in the First World War and then in the Second World War when it was being screwed by both Japan and Germany.

Russia only mobilizes its reserves when things are getting out of control and they have been cornered.
Morale is important in the military, if your soldiers are demoralized, then what the hell are you fighting for?

Tanzania needs more mental and rehab centers than anything else.
As well as more counseling centers.
