The elevated section is 11.1km, stop talking about things you don't know. The road also has a total of 10 interchanges which is more than the total number of interchanges in East and Central Africa outside Kenya.

I am just asking this out of curiosity because I am not an Engineer. In Engineering, when they say 4-lane dual carriageway do they mean 4 lanes on either side or four lanes total?

The project is already being constructed. Feasibility stufy was done and completed. Kenha source shows 11km viaduct so piss

4 lanes in total. The expressway has 6 lanes (4 normal and one emergency), the ground has 6 (4 normal, 2 BRT) a total of 12 lanes excluding service lanes.
