President William Ruto has congratulated President Samia Suluhu Hassan of Tanzania, two days after the Independent National Electoral Commission (INEC) declared her the winner of last week's election. Wearing a red head scarf and dark glasses, Ms Suluhu, 65, was sworn in at a ceremony in Dodoma where President Ruto was represented by Deputy President Prof Kithure Kindiki.
