President`s visit to Oman bears fruit

Every year, 50 Zanzibar bachelor's and master's degree students, will receive full scholarships from the government of Oman, the Monarchy has pledged in a bid to end the crippling shortage of lecturers at the State University of Zanzibar (SUZA) and across the nation.

The announcement was made during the launching of, Sultan Kabous Academic Fellowship Programme fund, the financial pocket that will meet the scholarship needs and cover tuition costs as well as living expenses. The fund is but one of the fruits born of President Jakaya Kikwete's visit to Oman.

Launching the fund yesterday, Minister of Education and Vocational Training, Ali Juma Shamhuna, acknowledged the need for relief and accepted the hand so offered acknowledging that it is of big help to the development of Zanzibar.

SUZA, the only higher learning institution run by the State in Zanzibar, has been mandated to prepare and graduate more experts and academicians to work in the country and for starters, the Oman scholarship is a step in the right direction. Given the grand opportunity that it is, both students and assistant lecturers have been urged to seize the occasion and further their academic credentials.

"… the 50 students will be selected based on their qualifications as portrayed by their own applications…" the minister explained in an effort to allay any doubts towards biasness of any sorts that may occur should there be loop holes in the selection process.

"…a committee of six will be formed to evaluate the applications… three members from Zanzibar and three from Oman…" and as such, the Minister is confident that diversification of the committee will ensure no such corruption occurs.

What will ensure that the students deliver back to the society the education and experience thus communally afforded? The Ministry's Permanent Secretary, Abdallah Mzee, explained that the government is working on binding contracts to have the students return and serve in the country for a specified period before they are permitted to work and migrate at will.

SUZA Vice Chancellor, Prof Idris Ahmada Rai, availed data that summarizes the shortage of professionals at the center and across the country. Of 112 professors at the university, only nine hold PhDs, 50 have MAs and only about 40 per cent of the rest hold first degrees.

SUZA is carrying out various capacity building initiatives to avail all its instructors the opportunity to further their academic records and to in the process, improve their performance and even raise the institute's status to a model for the rest of East Africa. As such, 60 per cent of the institute's instructors are scheduled to, in the next three years, attend training in different universities around the world.

Prof Rai reiterated SUZA's position in the Island's socio-economic development efforts citing it is an economic pillar in Zanzibar. The institute offers commerce, engineering, medicine and tourism courses and plans are well under way to establish the global recognized ‘Sultan Kabus' Chair' accreditation that will be awarded to the, which would help to support different initiatives.

To achieve this aim, the Sultanate has so far established sixteen Academic Chairs and scholarships in honor of the architect of Oman's modern Renaissance, His Majesty Sultan Qaboos bin Said (May Allah guide and protect him). The Chairs are endowed at prestigious universities around the world that specialize in appropriate fields of knowledge including political, religious, cultural and economic studies.

The objective that is common to all the Sultan Qaboos Chairs, an honorary position that charges the holder to spearhead the objectives of the post, which may best be summarized as, sustainable higher education for all, is to encourage the creation of a contemporary global community living in peace and governed by mutual understanding and tolerance in this age of globalisation.

The establishment of the Sultan Qaboos Academic Chairs celebrates the contribution of the Sultanate's patronage in enhancing and developing higher education learning across the globe. Around the world, there are currently 16 Sultan Qaboos academic chairs.

There are four chairs in the USA, three in the UK, Bahrain, Jordan, Australia, China and Japan have one each while Netherlands and Pakistan have two each.
