We are in a global village era where some words like "local" can be ambiguous if not contradictory . So what do u mean by local? Is it Tanga, Mwanza , or Tanzania or Zanzibar. etc
Also Try t bo be clear of the specific functionlity requirement u like the software to accomplish or manage becasuse sometime there could be four or five but each one has it do's and dont's or prons and cons
