Parliament has begun a four-day staff verification exercise to establish the authenticity of employees’ academic qualifications, recruitment records and suitability for their positions.

The exercise, which started on Monday, October 19, follows a directive by Speaker Jacob Marksons Oboth-Oboth. Employees who fail to comply risk disciplinary action.

The Speaker launched the exercise during a closed-door meeting with staff at Parliament, accompanied by Deputy Speaker Thomas Tayebwa and Leader of the Opposition Joel Ssenyonyi.

Susan Jolly Abeja, chairperson of the Parliamentary Commission’s Human Resource Sub-Committee, said the exercise would run until Thursday, October 22, with all employees required to follow their departmental schedules.

“We expect 100% compliance,” Commissioner John Baptist Nambeshe said, adding that the process was intended to strengthen accountability and professionalism.

The commissioners dismissed claims that the exercise was a witch-hunt, saying the Public Service Commission had been invited to oversee the process and ensure independence.

The verification will examine academic documents, recruitment procedures and whether employees meet the requirements for their positions. The findings will guide the Commission on any action needed where discrepancies are identified.

Staff Verification Schedule
  • Monday, October 19: Offices of the Speaker, Deputy Speaker, Clerk to Parliament, Leader of Government Business and Leader of the Opposition, alongside the Commission Secretariat and two other departments.
  • Tuesday, October 20: Finance, Administration, Transport and Logistics, and Human Resource.
  • Wednesday, October 21: ICT, Library Services, Legislative Services, Legal and Compliance, Hansard, and Research Services.
  • Thursday, October 22: Office of the Sergeant-at-Arms, Parliamentary Clerks, and Parliamentary Budget Office.
