In a bid to curb the dumping of Worn out goods and encouraging local textile manufacturing, the government has approved a 30% tax on Second hand clothes and items.
Amos Kankunda, Chair person of the Committe on Finance stated that the move is part of the broader government strategy to phase out importation of second hand clothing and to promote the Buy Uganda Build Uganda Policy (BUBU).
On April 22, 2026, Parliament passed the External trade Amendment bill, 2026 introducing a 30% environmental levy on all imported second hand clothes.
The bill however faced resistance from Members of the opposition who said it effects low income ugandans who rely on selling second hand clothes to get revenue.
