However, Aloys Mahwa, the Executive Director of the Interdisciplinary Genocide Studies Centre (IGSC) in Kigali, believes the proposal of the US sending in troops may not necessarily work, and instead blames the continued presence of the militia to lack of political will from the DRC government and the United Nations.
“We have seen US troops intervene in several countries, but we are yet to see tangible results of their interventions, so we cannot count on that. There are over 20,000 UN peacekeepers in DRC who have not only been reluctant to push out the FDLR, but have decided to let the group operate, which is a sign of lack of will. The US can only support through imposing influence on both the DRC and the UN peacekeepers,” he said.

Kwa Vyovyote namini SADC hawapo tayari Kupigana na FDLR , Nadhani ni wakati sasa Wamarekani wenyewe waje Kupigana nao na sio majeshi ya SADC.

Ben Saanane JK alishauri kwamba Rwanda na Uganda waangalie namna ya kuzungumza na waasi wa serikali zao waone namna ya kumaliza migogoro inayowakumba,hakuna sehemu JK aliwahisema kuwa FDRL wasiwe disarmed. Sasa kama marekani inasema kuwa hakuna room for negotiation ni Marekani yenyewe.Lakini kumbuka mgogoro wa DRC ni mgogoro ambao chimbuko lake ni la Wamarekani wenyewe baada ya kumsapoti Kagame kuipindua serikali ya Rwanda.Kwa hiyo Marekani inauma na kupuliza.Katiak watu ambao siwaamini ni wamarekani.
Not only that, if there is any track record of American success in solving regional conflicts( and igniting some for self interest) , try Afghanistan, Syria, Iraq, Libya and now Israel-Gaza.

Taliking to your enemy is the best way to solve the problems amicably.

Rwandan rebels responsible for the 1994 genocide must surrender by year's end or face “military action,” the US warned on Tuesday.
“There is a tremendous need to finish off the FDLR,” said Russell Feingold, US special envoy for the Great Lakes region. He was using the French acronym for the Democratic Forces for the Liberation of Rwanda, which has been carrying out atrocities in the eastern Democratic REPUBLIC OF CONGO (DRC) since being forced out of Rwanda 20 years ago.
Ambassador Feingold said the FDLR must “meet the same fate” as the M23 rebel group and the Alliance of Democratic Forces — two other rebel groups that have operated in the eastern DRC.

M23, which the United Nations and DRC have accused Rwanda of supporting, was defeated earlier this year by “a combination of military and diplomatic efforts,” the envoy noted. A United Nations-sponsored combat brigade deployed in eastern DRC is credited with routing M23 on the battlefield. Bosco Ntaganda, the Congolese warlord from the rebel group surrendered himself for prosecution at theINTERNATIONAL CRIMINAL COURT (ICC) in March 2013.

The Alliance of Democratic Forces, originally comprised of Ugandans seeking to overthrow President Yoweri Museveni's government, “has been significantly diminished,” Feingold added. He offered a guardedly optimistic overall appraisal of developments in the DRC since taking up his portfolio in June 2013.

“The situation in eastern Congo has been difficult and remains difficult but it is somewhat better than a year ago,” he said at a press briefing on the sidelines of the US-Africa summit. He said that FDLR fighters would be given a chance to demobilise, but that there had to be “significant surrenders in the near future or the military option must be exercised."

Feingold also offered an assessment of political conditions in Burundi that was similar to his comments on Rwanda. “We have seen progress over the years after some extremely tragic events,” he told reporters. But he also pointed to “growing CONSTRICTION of political space” in the run-up to national elections scheduled for next year.

Ila Issue ya FDLR na M23 sidhani kama zinafanana sana..kumbuka Congo walikuwa wakitaka kuwadhibiti M23 wenye silaha nchini kwao na Tanzania ,South Africa na UN wakatoa msaada.Kwa upande wa FDLR wanataka kurudi Rwanda kwao washiriki maendeleo ama siasa za kwao ,of course lazima waweke silaha chini ,lazima pia waamini watakuwa salama na hii inawezekana vipi bila mazungumzo?hapa ndipo napo stuck mimi naomba mtu anielezee...maana Kagame mwenyewe alishika mtutu kupata madaraka ...
 
I think the US is looking forward to more instability in the region, maybe they are targeting the period when the heads of Tanzania,DRC and Rwanda will be changing their madaraka. The US should let talks lead and not violence; afterall the US has failed in many countries with similar problems.
