The proposed piece of legislation is a revised version of the touchy Marriage and Divorce Bill 2009.

A customary marriage will be annulled if a husband or wife “unreasonably” refuses to consummate marriage (make marriage complete by having a sexual intercourse) for a period of three months from the time the couple married.

This is one of the grounds for terminating customary marriage in the Marriage Bill 2017. It can also be ended if either party to the marriage is unable to consummate marriage within six months.

Under the Bill which is expected to be tabled to Parliament for debate soon, the marriage will also be terminated if a wife proves that her husband is “permanently impotent” and that she did not know about his condition before marrying him.

The proposed piece of legislation is a revised version of the touchy Marriage and Divorce Bill 2009 that has previously been discussed in Parliament, but not passed due to its contentious provisions on cohabitation and dissolution of matrimonial unions.

The review process, which was undertaken by Uganda Law Reform Commission (ULRC), has seen the word divorce removed from the the Bill, but most of the proposals in the original Bill have been retained in the new draft.

The contentious clauses that would have made it mandatory for partners to share property acquired during cohabitation have been removed.

The Bill also lists grounds for an illegal customary marriage; if the parties are within prohibited degrees of relationship, either party was of unsound mind before marriage, either party has not attained 18 years of age.

It is also illegal if the consent of either party was obtained under duress or fraud and (if either) party had a living spouse under a different marriage type.

It is just a proposal bill, it will never pass to become a law Because it is absolutely ridiculous and childish. Unless the world has gone absolutely mad.

First of all how do you define unreasonably? Is it unreasonably

1. When women have children they don't like to have sex for sometimes they only want to look after new born baby. It is natural thing to do.

2. Men when they are stressed, lost their jobs, lost their income or depressed can also go off sex for sometimes.

3. How about if the partner is travelling for long period of time for example six month.

4. How about if he is sick can't perform,

Are these reasonably or unreasonably ground for divorce and who decide anyway what is reasonably and what is not reasonably? Because reasonably for you can be unreasonably for me.

People married for better or for worse, in health or sickness, in good time or bad time. This proposal trivialize marriage, marriage it is not all about sex, it is more than that (supporting each other, friendship, raising a family together,etc) . Sex it is just one part of it.

So was the anti homosexuality act, the anti pornography ban.....the ban on miniskirts.....UG MPs are just the idlest lot i know!

I have not read these acts may be you can provide some links.

But i think anti - homosexuality act is good thing. Africa need to discourage these unnatural practice. We as human species we have survived for thousands of years because of we follow nature:- Man and Woman live together and raise children together.

Homosexulity can become big threat to Africans Countries if we don't try to discourage and stop it. Therefore we should try to stop it. It will affect our communities in very significant ways:-

1. How we raised our Children.
2. Relationship between Man and Woman, family unit, communities and Our countries.
3. How we build strong communities. The basic foundation of our community is family unit Husband, wife, children and extended family. That will be eroded.
4. How do we make sure we don't become extinct especially we as Africans? There are many forces who would like to reduce our populations and our numbers and take over our continent. This is one of their latest latest innovation to achieve their goal. Look at their goal, strategy, tactic and plan to erode our moral values which have sustain us for so long, for thousands of years.

5. It is against African customs, traditions and Culture.

We don't need to follow everything from Europe and USA.

In terms of Ponography i think it good idea to somehow restrict it especially extremely form of it, like gang rape, homosexuality, child sex etc. This is where mind of the young ones boys and girls are corrupted.

Ban on miniskirts is not necessary, that can be achieved through family, community education on value of Modest, dignity and good manners.

If you get a chance you should go through the anti-homos act that was struck down by the constitutional court. It was a crime to know a gay person and not report; hell even parents of a gay person were liable for jail-time. It was just flat out the most stupid law in the history of laws.
We need to know what constitutes a crime. Two adults engaging in consensual, private and non-commercial sex shouldn't be a crime. Its their life!
Plus, the existence of homos (who have existed since the beginning of time) does not, has never and will never threaten the existence of humanity. People who identify as gay/lesbian are less than 5% of the global population, and even that 5% most of them engage in hetero sex as well.
And about copying the US and Europe, I think the laws we use to persecute gays and lesbians are colonial and unafrican.

Bro, what is the point of man behaving and acting like a woman? We have already got plenty of women in our society. We don't need more men to acts like women. If you are born male be male we need to stop this nonsense.
