"Our challenge is not poor policies and intentions. The major challenge is the low level of economic development which has reduced our ability to quickly deal with problems facing us" JK
Policies and intentions are meant to deal with low level of economic development. Sustained low level of economic development, as such, is just an outcome of instituted policies and intentions. In other words, low level of economic development is a measure of how effective those policies and objective have been.
Do you really need a PhD for that?
As such, blaming Chadema for providing a timely feedback (i.e, not waiting until 2015) on how the instituted policies and intentions are working is just plain stupid.
