President Yoweri Kaguta Museveni has ordered an investigation into the management of approximately Shs231 billion that was allocated to compensate veterans and supporters of the National Resistance Army (NRA) liberation struggle, expressing concern that many beneficiaries have not received their payments despite the substantial funding.
Speaking during Heroes Day commemorations, Museveni recalled that the government had agreed in 2008 to pay Shs5 million to each veteran leader and Shs1 million to village-level supporters who contributed to the liberation struggle. However, he noted that numerous veterans are still awaiting compensation years later.
The President directed the State Minister for the Luwero Triangle and Rwenzori Region, Alice Kaboyo, to account for the funds that have been disbursed through her ministry. He questioned how such a large sum could have been spent while thousands of intended beneficiaries remain unpaid.
According to Museveni, if the money had been properly utilized, all registered veterans and supporters would likely have been compensated by now. He emphasized the need for full accountability and warned that anyone found responsible for mismanaging the funds would face consequences.
The President also reaffirmed his government's commitment to improving the welfare of veterans, including reviewing support programs, improving access to medical care, and strengthening other initiatives aimed at recognizing those who participated in Uganda's liberation struggle.
The directive was issued as Uganda marked Heroes Day, a national holiday dedicated to honoring individuals who contributed to the country's liberation and development.
