Makerere University has come under scrutiny after Public Accounts Committee member Karim Masaba questioned why the institution recorded zero condom deliveries against a target of 100,000, despite reporting that the allocated funds had been spent.
During a committee session, Masaba sought an explanation for the discrepancy between the reported expenditure and the failure to record any deliveries.
Makerere University Secretary Yusuf Kiranda disputed the account, explaining that the activity fell under the university’s infectious disease institute. He said supporting documentation had been provided to account for the expenditure.
The discussion took another turn when Committee Chairperson Patrick Nsamba asked whether the condoms were intended for university students or communities surrounding the institution.
Kiranda clarified that the initiative was a community programme, correcting the earlier framing that suggested the supplies were meant for students.
The exchange raised questions about the reported expenditure, the delivery records and the implementation of the programme, with the committee seeking clarification on the university’s accountability for the funds.
