Serikali ya DRC imesema mashambulizi ya Septemna 9 2025 yalifanyika katika wilaya za Lubero na Beni, ambapo watu 71 waliuawa katika shambulio la kwanza mjini Ntoyo na wengine 18 katika vijiji vya Fotodu na Avey. At least 90 people were killed and several others injured after the Allied Democratic Forces (ADF) launched a deadly attack in North Kivu Province, eastern Democratic Republic of Congo (DRC).

The DRC government said 71 people were initially killed in the first raid, followed by a second attack that claimed 18 more lives, with fears the death toll could rise.

Tuesday’s attacks in Lubero and Beni territories were linked to the Ugandan-proscribed ADF, an ally of the Islamic State terrorist group.

In a late-night statement, the DRC government strongly condemned the attack.

“In Ntoyo, a town located about five kilometres from Mangurujipa, in the Lubero territory, the attack claimed the lives of 71 people, injured six, caused several disappearances and led to the burning of numerous homes and vehicles. In the villages of Fotodu (Bakila-Bakaiko locality) and Avey (Buloloma locality), in Batangi-Mbau group, Beni-Mbau sector, Beni territory, another attack left 18 people dead,” the Congolese government said in its statement.

The government noted that it “remains firmly committed to continuing military operations and the hunt for terrorists, which have already led to the neutralisation of several of them, the destruction of several of their bases and the release of civilian hostages.”

The executive “reaffirms its unwavering determination to strengthen its capabilities to protect the civilian population, restore security and work alongside regional and international partners to put a definitive end to the terrorist activities of the ADF, affiliated with the Islamic State, on its territory.”

A little over a month ago, in July, the same group killed more than 140 people in Ituri.

These attacks are being carried out while a joint operation is being conducted against the Ugandan extremists. The Congolese army (FARDC) and Ugandan forces (UPDF) launched a joint operation to track down the ADF on November 30, 2021.

According to various reports issued by the two armies, the joint operations had substantially reduced the Ugandan rebels' capacity to cause harm, with the rebels now believed to be “reduced to small groups, attacking civilians in retaliation”.

Despite these assurances, the ADF remains the deadliest armed group in the DRC, according to several sources. A media study shows it is responsible for 52 percent of all conflict-related civilian deaths in eastern DRC, with North Kivu and Ituri provinces the most affected.

Ninety-four percent of the group's victims are civilians. In 2023, the ADF set a grim record as the armed group responsible for the most civilian deaths, killing over 1,000 people, according to UN experts.

The peacekeeping mission in the DRC also published a report stating that between June and September 2024, the ADF caused the highest number of casualties, with 467 civilians killed, including women and children.
