Serikali imepiga marufuku Mabalozi wanaoziwakilisha nchi zao hapa nchini pamoja na mashirika ya Kimataifa kufanya shughuli zozote zile kama vile kukutana viongozi wa wa kisisiasa au kijamii bila ya idhini yake serikali, ikiwa ni pamoja na kukutana na Wabunge!

Kuanzia sasa mgeni yoyote yule ni lazima kama anataka kukutana na kiongozi wa kisiasa au kiserikali kwanza aombe ruhusa Wizara ya Mambo ya Nje ya nchi na wizara iridhie na kutoa kibali ndiyo aruhusiwe kufanya hivyo!

Hivyo ile misele ya Mabalozi wa Kizungu kuzuka tu Bungeni kwetu Dodoma sasa imefikia kikomo na ni lazima wapate kibali ktk Serikalini kwetu, waraka umeshasambazwa kwenye ofisi zote za Kibalozi na mashirika ya Kimataifa na yasiyo ya kiserikali hapa nchini!

The government has announced new restrictions on the movement of all diplomatic, consular missions and international organisations, it has emerged.

Foreign missions and international organisations will now have to seek government clearance for all their planned activities, including who and when they meet leaders of various political parties.

A circular issued by the ministry of Foreign Affairs last week, seen by The Citizen, also notes that the government would now have to approve all appointments between diplomats and political leaders and or Members of Parliament during the ongoing Bunge sessions in Dodoma.

The ministry of Foreign Affairs will be responsible for enforcing the rules spelt out in the notice issued to the institutions on January 28. The move has apparently took members of the diplomatic corps by surprise.

They are reportedly still not sure how to respond. The circular further directed members of the diplomatic corps to seek permission from the Foreign Affairs ministry before travelling upcountry, and meeting any local government authorities or grassroot organisations.

From now onwards, the government will not accept or process matters forwarded or copied to it from the embassies or organisations. The ministry will only accept and process original applications that should not also be copied beforehand to any entities.

“The ministry is charged with forwarding the same to the relevant authorities and providing feedback. With this notification, all communication that shall arrive at the Ministry bearing copied notification or that shall be submitted to the Ministry with notification of third party, not channelled through the Ministry as per procedure, shall not be accorded due diligence,’’ reads the circular in part.

Those breaking the rules, the notice warns, would be intefering with the internal affairs and politics of the the United Republic of Tanzania. It was not immediately clear why the notice was being issued right now even though it is not the first time that such pressure has been exerted on the foreign missions, except that the net has been cast wider.

The Minister for Foreign Affairs, Dr Augustine Mahiga, told The Citizen in an interview yesterday from Dodoma that the circular was issued as a reminder to government leaders and politicians on the normal standards of diplomatic practice.

He noted: “The government is concerned about some inexperienced politicians, who are not aware of diplomatic procedures. It is about time they were reminded on how to interact with the diplomatic community.”

Dr Mahiga cautioned, however, that there would be inconveniences as the government tries to implement the diplomatic standards, as some leaders and affected officials had begun questioning the motive of the directive. He said a public clarification would be made. But the government’s move has been met with a backlash from some opposition party leaders who questioned its timing and motive.

Chadema Deputy Chairman, Prof Abdallah Safari, termed the circular “a diplomatic joke”. Professor Safari said it was not the obligation of the government to determine who the diplomats should be meeting, where and how.

“I have worked at the Centre for Foreign Relations previously and I understand that all diplomats are aware of the rules on how to interact with government officials. So, why is the government coming up with such a directive at this time,” queried the academician-cum-politician.

Professor Safari asked the government not to act out of “fear” as it deals with the pressure exerted by opposition parties. “These could be signs that the government is acting out of fear. That does not help because this kind of bureaucracy is even undemocratic,’’ noted the former UDSM don.

There has recently been a flurry of meetings between diplomats and opposition parties, especially on the political crisis in Zanzibar. Civic United Front (CUF)’s Seif Sharrif Hamad, who claimed victory in the Zanzibar elections that have since been anulled, has met a number of envoys as he canvassed for opposition to a repeat election as announced by the electoral bodies.

The Chadema presidential candidate on the Mainland and former premier Edward Lowassa has also held meetings with scores of diplomats on several issues, including receiving donations for community development projects since the elections in which he also claimed victory was stolen in favour of President John Magufuli.

However, it was not immediately clear if the notice was directly targeting these leaders. Sources also confided in The Citizen that the notice followed a protest letter that some envoys sent over a week ago to President Magufuli to express concern over the manner in which the government had handled the Zanzibar election fiasco.

Indeed yesterday, the ACT-Wazalendo party leader, Mr Zitto Kabwe linked the government’s directive with the recent diplomatic community’s stance on the ongoing political impasse in Zanzibar.

Diplomats from 17 countries —including the European Union and the United States and several other foreign countries — issued a statement recently asking President John Magufuli to intervene in resolving the election controversy in the Isles.

“I have tried to read the directive and I think the government is concerned about the statement ambassadors issued about Zanzibar,’’ said Mr Kabwe, adding that the latest action by the government was leaving an “indelible’’ impression on the political affairs of the country.

There have been futile attempts to find a non-violent solution to the standoff in Zanzibar. The Zanzibar Electoral Commission(ZEC) has already announced the date for the re-run of the election as March 20.

President John Magufuli has on different occasions met with Zanzibar First Vice- President Mr Seif Sharif Hamad and Zanzibar President Dr Ally Mohamed Shein on the matter, but nothing concrete has come out of the talks.

Balozi hatakiwi kuzurura mitaani hovyo bila kutaarifu foreign affairs. Hivi akienda huko kuzurura akipigwa nondo na kibaka akafa atamlaumu nani? Si kutaka kuipa nchi yetu shida bure.Tamko liko sawa kabisa.
 
Hiyo kitu iko sawasawa kabisa na nadhani ndio utaratib wa nchi zote duniani but LENGO la hilo Tangazo ndio nina wasiwasi nalo. Halafu yule balozi wa China aliyezunguka na kina Nape na Kinana alichukuliwa hatua gani kweli?

Hamna, kuna vitengo ndio huekewa restriction for the sake of nationa security. Mfano usalama wa taifa na mengine kama hayo. Lakni kuzuia kiongozi wa chama chengine chochote kukutana na wanadiplomasia wa nje bila ya idhini ni udictator. Nchi zenye democracy hazina mfumo huo
