Hizi ni kodi ambazo zinavuruga au zinahujumu uchumi. Kwa mtazamo usio wa kina zinaweza kuonekana kama kodi za kuchangia mapato ya serikali lakini ukichunguza vizuri utaona kwamba zinapunguza sana economic activity na mwishowe hupunguza kiasi kitakachokusanywa.
Nitoe mfano hai. Nimekwenda sehemu ya utalii, Chala Hotel, nikiwa na mke na watoto watatu. Karibu na eneo la hoteli kuna kizuizi (gate) cha Idara ya Wanyamapori kwa ajili ya kukusanya kodi. Walidai kodi ya shilingi laki moja na sabini na tisa elfu (sh 179,000) kwa ajili ya siku nne ambazo nilipanga kupumzika pale hotelini.
Walidai nilipe sh 10,000 kwa ajili ya gari kwa kila siku, sh 5,000 kwa kila mtu kwa siku kama kodi ya kitanda, na sh 2,000 kwa siku kwa kila mtu kama kodi ya hifadhi.
Hawana risiti za TRA lakini wana risiti za zamani za serikali ambazo walinipa na kuandika ni malipo ya "general wildlife activities and conservation". The irony of this is that there are no wildlife activities in the area and the only conservation work around there is that which done by the hotel.
To add insult to injury this Wildlife office did not have an invoice to give to me when they demanded the second and last installment of my payme to them as I was leaving. They forced me to pay, without being invoiced, otherwise I could not leave. They are probably armed, so I paid.
I shall of course never visit the place again. I know others who have adopted a similar resolution. You kill rather than promote internal tourism when your charges are unreasonable, and unjustifiable.

There is absolute stupidity in some places. You maximize your taxes by charging reasonable amounts to a lot of people and not by charging a few people huge amounts.
In the case of Chala Hotel, there is no need for a Wildlife gate there. There is no service that is provided by the Wildlife Department to those who visit the place. It seems to me that the gate is there only to kill the hotel, and that is sad.
