Dar es Salaam. The official State House and Parliament websites are all behind the news, continuing to display the old cabinet line up despite the fact that a new list is in place for over a month now.

In January President Jakaya Kikwete named his new Cabinet members in a reshuffle that was necessitated by a fallout over the Sh306 billion Tegeta escrow scandal.

In the reshuffle, the President dropped Lands, Housing and Human Settlements Development minister, Prof Anne Tibaijuka while the Energy minister, Prof Sospeter Muhongo, resigned just a few hours into the unveiling of the new list.

But the Ikulu and Parliament websites still prominetnly display the names of these two and their respective dockets— as if nothing has happened. They have also not changed the old titles of the many other ministers who were moved to new dockets.

While the anomaly reflects widespread lethargy among employees in some government institutions, it is most surprising when the two sensitive arms of the government to continue displaying outdated information on the Cabinet which is central to their operations.

There has been remarkable improvement in the adoption of new technology in public bodies to facilitate easy access and information-sharing but concern remains that some ministries’ websites and those of several public agencies remain outdated or non-responsive for a long time. It is even more perturbing when one considers the fact that that Ikulu is the seat of the Presidency and the changes were announced from there.

The Parliament too is a most sensitive entity. Now that the Internet has become such a huge gateway to the world, publishing incorrect inforamation speaks volumes on how the government works; the right hand not knowing what the left is doing.

The last Cabinet reshuffle which was accommodated in both websites is that which saw Mr Lazaro Nyalandu become minister for Tourism and Natural Resources and Dr Titus Kamani replace Dr David Mathayo David (Livestock Development), Mathias Chikawe moved from Constitutional and Justice Affairs to Home Affairs.

Parliament website actually shows the number of ministers as 25 while in fact they are 29. New ministers who don’t feature are Mr George Simbachawene, Mr Samuel Sitta, Dr Harrison Mwakyembe, Mr William Lukuvi and Jenister Mhagama.

The site also fails to display the new deputy ministers. The swap involving EAC minister Samuel Sitta and his Transport counterpart Dr Harrison Mwakyembe is not featured in the Ikulu website.
