If Kenya is paying for duty on its wheat into Tanzania, then it has every right to levy duty on wheat from said country. Basic reciprocity.
Besides, there seem to be 2 arguments here, wheat from outside the EAC and wheat from within the partner states. If Bakhresa is importing wheat from outside the country as claimed, then Kenya would be daft to allow the same into it's borders duty free.
