KCCA Cracks Down on Street Begging in Kampala

Kampala Capital City Authority (KCCA) has intensified operations against street begging involving children and sick people as part of the ongoing enforcement of the city’s trade order.

Speaking at the Uganda Media Centre on May 6, KCCA Executive Director Sharifah Buzeki said the authority is concerned about the growing number of people using children and visibly ill persons to beg on Kampala streets, saying the practice poses health, safety and exploitation risks.

Buzeki said the crackdown is targeting organised groups and individuals who bring vulnerable people, especially children, onto city streets to solicit money from motorists and pedestrians. She added that the operation is part of wider efforts to restore order in Kampala following recent enforcement against street vendors and illegal roadside trading.

According to KCCA, many of the children found on the streets are victims of trafficking and exploitation, with some reportedly brought from other regions and forced into begging by adults. The authority warned that using children for street begging is a criminal offence under the Kampala Capital City Child Protection Ordinance.

KCCA officials said rescued children are usually taken to rehabilitation centres where they receive counselling, care and support before being reunited with their families.
