Background

The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development, and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers;
In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities;
In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive.
Duties and Responsibilities

Under the direct supervision of the RCO Communications Specialist, and working with other team members as directed, the UN Volunteer will undertake the following tasks:

  • Help formulate and lead the implementation of the Partnership Strategy under COAP;
  • Repositioning the Partners engagement plan in the One UN initiatives;
  • Assist in drafting, writing, editing and publicize the joint partnerships results to the key donors namely the European Union, Norway and Sweden under the RCO funding window;
  • Support efforts to establish and maintain an open communication with partners to implement commitments;
  • Assisting the RCO Coms Specialist to generate a range of resource mobilization ideas and activities for each partner;
  • Assisting with the production, distribution and mailing of information;
  • Assisting with organisation of specific events, meetings and activities e.g. national campaign launches, co-ordinated resource mobilisation events;
  • Assisting the team in researching and gathering information about potential partners (including CSOs, private sector, etc);
  • Facilitate the overall reportage of the activities as assigned and all events associated with them and prepare briefing notes;
  • Team champion for RCO partnerships database;
  • Respond to various information requests;
  • Undertake various other communication-related tasks for the RCO as required, including administration of communication activities;
  • Assist the Communications Specialist in Sub nationalising DaO and community engagement through media.
Furthermore, UN Volunteers are encouraged to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV activities (for instance in events that mark IVD);
  • Get acquainted with and building on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submitting them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encouraging relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

Required Skills and Experience

Education:

  • Minimum of a Bachelor?s degree or equivalent;
  • Advanced Diploma in communications, journalism International business administration, or public relations.
Experience:

  • Minimum 2 years of relevant work experience ? in a similar full time job at national or international level;
  • Experience with development work will be an advantage, but not a requirement;
  • Proven experience in daily management of websites, and social media , preferably with a multilateral or international development organization;
  • Conversant with Content Management Systems, Joomla and the use of Windows computer applications;
  • Experience in Web Management and/or Social Media, will be an added advantage;
  • Outstanding drafting skills and creative story writer;
  • Ability to work independently and under tight deadlines.
Language:

The Volunteer Knowledge and Innovation Section (VKIS), based at the UNV headquarters in Bonn, Germany, is responsible for managing the Online Volunteering service and ensuring its smooth operations.
Through onlinevolunteering.org, UNV offers a leading engagement solution for the global citizen in peace and development work of the UN, Civil society and local governments.
After more than a decade-long experience on crowd source collaboration, the Online Volunteering service vision is to provide a more flexible, agile and innovative space that can allow an unprecedented number of people to engage and contribute to development and peace efforts through volunteerism, thus achieving UNV?s goal of doubling the number of UN Online Volunteers to 22,000 in 2017, as per its Strategic Framework, and contributing to achieving the broader mobilization targets of the organization.
The current www.onlinevolunteering.org site was developed by an external company in 2008 and since then has been maintained through several cycles of functional and technical updates. Following the standard lifecycle of web applications, a complete redesign and upscale of the Online Volunteering service site and platform is planned with a target date for deployment in the third quarter of 2016. This work package will be delivered by an external vendor (already selected). A Senior System Developer from the UNV Information, Communication and Technology Section (ICTS) is supporting the project as a technical lead and the Online Volunteering Programme Specialist as a business lead.
UNV is looking for an experienced project manager to manage the Online Volunteering IT Upscaling initiative.
Under the overall guidance of the Volunteer Knowledge and Innovation Section Chief and direct supervision of the Online Volunteering Programme Specialist, the incumbent manages the smooth delivery of the Online Volunteering service IT upscaling by serving as the prime liaison with the external vendor; coordinating the delivery of UNV inputs and performing quality control. The incumbent also advises the Online Volunteering service on digital innovation.
Duties and Responsibilities

Expected deliverables are:
Online Volunteering service IT upscaling initiative efficiently managed

  • Act as the primary point of contact for the external vendor;
  • Ensure that requirements are clear and necessary clarifications are provided to the vendor without delay;
  • Coordinate the business and technology teams as well as any relevant units for completion of internal deliverables, especially review, feedback, timely testing and sign off of delivered modules;
  • Monitor and report on the progress of the contract deliverables or any other related matters;
  • Advise and consult on any deviation from original assumptions and requirements;
  • Maintain the risk log and manage risks initially identified;
  • Perform quality assurance checks of vendor?s deliverables;
  • Facilitate and support delivery of the Online Volunteering service IT upscaling within scope, schedule and budget;
  • Capture lessons learnt during work package implementation.
Digital expertise provided and innovations piloted:

  • Advise the Online Volunteering service team on the technology trends and innovations that could be adopted to implement the upscaling initiative as well as long term enhancements identified for the service (i.e. inclusion of more languages; improved usage of information for a more personalized experience; direct communication between users on the platform; collaboration progress management and goal-based workflow; SMS communication and mobile volunteering). Recommendations should contain justifications;
  • Document specific requirements for each initiatives;
  • Coordinate the piloting of selected technology innovations through the Online Volunteering service;
  • Document innovation approaches, risks and lessons learned.
The consultant will have to submit a detailed methodological approach and work plan that will be commented on by UNV and then finalized by the consultant.
The consultant is expected to attend weekly coordination meetings with the Online Volunteering service team and to submit monthly status report listing detailed deliverables. S/he liaises with ICTS as necessary and may participate in meetings of ICTS. The consultant is expected to be based in Bonn, Germany in UNV Headquarters fulltime.
The selected candidate will commence work shortly after recruitment and commit to the above deliverables.
Milestones are as follows:

  • Detailed approach and work plan regarding the management of the Online Volunteering IT upscaling initiative: 31 January 2016
  • Monthly reports of project progress: 31 July 2016;
  • Final report on the management of the Online Volunteering IT upscaling initiative: 1st October 2016;
  • Summary of digital innovation research and recommendations: 1st Aug 2016;
  • Detailed approach, priority areas and work plan regarding digital innovations: 15th Aug 2016;
  • Report on digital innovation pilots: 31 December 2016;
  • Final Report on consultancy: 17 January 2017.

Required Skills and Experience

Education:

  • Master?s Degree in Software Engineering, Computer Science or other ICT-related studies. Professional certification software and database development required.
Experience:

  • Minimum five years of relevant experience, particularly in the management of web-based software development projects;
  • At least two years of experience in digital innovation, with demonstrated ability to apply and adapt technology innovation;
  • Proven ability to manage large and complex technical projects, involving globally distributed internal and external (outsourced) teams, with proven track record of successfully delivered projects;
  • Solid knowledge of PHP, PostgreSQL and MySQL, Adobe Dreamweaver, HTML, Javascript, OpenCMS, Drupal, Apache web server, Windows and Linux Redhat operating systems;
  • Accreditation in and demonstrated experience with a formal project management methodology such as Prince2 or PMI;
  • Demonstrated knowledge of Results Based Management (RBM);
  • Experience with international organizations an asset.
Language:

  • Excellent oral and written communication skills in English;
  • Knowledge of French and/or Spanish an asset.
Selection Criteria
The selection of the best offer will be based on the combined scoring method ? where the qualifications and skills will be weighted ? 70%, and combined with the price offer which will be weighted 30%.
Key selection criteria are as follows:

  • Approach and working experience in the field of management of web-based software development projects (30%);
  • Proven experience in digital innovation, with demonstrated ability to apply and adapt technology innovation (20%);
  • Proven analytical and writing skills (15%);
  • Professional experience in UN system and/or international organisations (5%).

Operational Context
? The incumbent normally receives guidance from more senior programme staff in the operation. S/he may receive indirect guidance from other sections and units relevant to the country programme(s). The International Fund for Agricultural Development (IFAD) is a specialized agency of the United Nations dedicated to eradicating rural poverty in developing countries. Working with rural people, government's donors, civil society and many other partners, IFAD supports innovative and country specific solutions which increase agricultural productivity and rural poor people's access to financial services, markets, technology, land and other natural resources. This post is located in IFAD at the Dar Es Salaam duty Station.

Under the overall guidance of the Country Director, IFAD, the incumbent will provide reliable and safe driving services and travel related services in the Country Office ensuring high quality and accuracy of work, highest standards of discretion and integrity, sense of responsibility, excellent knowledge of protocol and security issues. The incumbent promotes a collaborative, client-focused, quality and results-oriented approach in the delivery of services.
Specifically, the incumbent will perform the following:

  • Provision of reliable, timely and secure driving servicesby:(a) driving office vehicle(s) for the transport of IFAD personnel, other high-ranking officials and visitors and delivery and collection of mail, documents and other items to authorized personnel, (b) meeting official personnel and visitors at the airport, assisting with visa and facilitating customs and/or immigration formalities when/as required;
  • Ensure proper timely minor repairs, timely check/changes of oil, check of tires, brakes, battery, water, ensuring the vehicle is kept clean, etc;
  • Ensure cost-savings through accurate maintenance of daily vehicle logs, provision of inputs to preparation of the vehicle maintenance plans and reports;
  • Ensure availability of all the required documents/supplies including vehicle insurance, vehicle logs, office directory, and map of the city/country, first aid kit, and necessary spare parts in the assigned vehicle;
  • Ensure that all immediate actions required by UN and Tanzanian rules and regulations are taken in case of involvement in accidents;
