Justice Minister Norbert Mao has ordered the surrender of former Ugandan military officer and diplomat Michael Katungi Mpeirwe to the United States, where he is accused of participating in an international cocaine-trafficking and arms-supply conspiracy linked to a Mexican drug cartel.
In a warrant of surrender dated September 1, Mao directed the Commissioner General of Prisons to release Katungi to representatives authorised by the US government to receive and transport him to Virginia for trial.
“Michael Katungi Mpeirwe, presently in lawful custody in Uganda, shall be surrendered to the Government of the United States of America,” Mao said.
He said Katungi would be conveyed to the US “to stand trial in respect of the specific offences for which his extradition was requested and authorised.”
Mao ordered the prisons chief, or an officer acting on his authority, to “release and deliver Michael Katungi Mpeirwe into the custody of the person duly authorised by the Government of the United States of America to receive him.”
“The authorised representative of the Government of the United States of America receiving Michael Katungi Mpeirwe pursuant to this warrant shall be entitled to receive, hold in custody and convey him from Uganda into the jurisdiction of the United States of America,” the minister said.
He also directed police, prisons and other government agencies to support the handover.
“The relevant Ugandan authorities shall facilitate the lawful transfer and surrender of Michael Katungi Mpeirwe to the duly authorised representative of the Government of the United States of America,” Mao said.
