A: Background
The Centre of Excellence in Health Monitoring and Evaluation (COEHME) housed in the School of Public Administration and Management (SOPAM at Mzumbe University was established in 2015. The aim of COEHME is to coordinate and implement health monitoring and evaluation activities; including implementation science research; health data systems, generation, dissemination and use of data to contribute to health systems strengthening. The COEHME implements a variety of activities in the form of research and implementation science projects and technical assistance.

In September 2020, the COEHME was awarded a grant by the United States Centers for Disease Control and Prevention (CDC grant GH20-2063) to Provide Technical Assistance to the Government of Tanzania and Public Health Institutions towards Sustained Health Systems Strengthening. This project is being implemented in collaboration with and to support the Ministry of Health, Community Development, Gender, Elderly and Children, the Tanzania Commission for AIDS, President’s Office – Regional Administration and Local Government, and Ministry of Finance and Planning. The COEHME is seeking competent, experienced, dynamic, and qualified candidates to immediately fill the positions listed below.


Job Title: ECHO Resident Advisor
Duty Station: Centre of Excellence in Health Monitoring and Evaluation at Mzumbe University, Morogoro Region

Job summary:
The ECHO Resident Advisor will be responsible for providing overall technical guidance and support for timely implementation of Project ECHO, with specific focus on various phases including project implementation, coordination, monitoring and reporting. The successful candidate will review HIV ECHO Clinics cases and liaise with the Continuing Professional Development (CPD) Coordinator towards the accreditation of ECHO training for CPD points. The incumbent will also provide technical assistance to the government to support the coordination and smooth operation of Project ECHO in Tanzania

Roles and Responsibilities:
• Coordinate the overall implementation of the Project ECHO​
• Review of HIV ECHO Clinics cases​
• Ensure all HIV ECHO Clinics are prepared and delivered timely​
• Coordinate the establishment and maintenance of new ECHO hubs and sites/spokes including conducting site assessments, overseeing procurement of required equipment, overseeing installation of equipment, training relevant health staff on use of ECHO equipment, and providing ongoing support to ECHO hubs and sites​
• Collaborate with US Government Implementing Partners in Project ECHO activities​
• Participate in meetings with MOHCDGEC and Project ECHO stakeholders​
• Support a process to get ECHO clinics accredited as Continuous Professional Development (CPD) points.​
• Provide back up and make sure the Centre for Distance Education (CDE) is running as successful ECHO hub​
• Provide technical assistance to the government to support the coordination and smooth operation of Project ECHO in Tanzania​
• Perform such other duties as may be assigned by his/her supervisor​

Qualifications:
• Doctor of Medicine degree​
• Master’s Degree will be an added advantage​
• At least 3 years’ working experiences in coordinating an ECHO or related project​
• Experience in installation of video conferencing equipment and infrastructure, and training on video conferencing preferred​
• Experience with virtual learning programs is required​
• Experience in training and mentoring others required​
• Fluency in Kiswahili and English written and oral communication skills​
• Ability to both works independently and collaboratively with a variety of stakeholders, as well as the ability to work effectively using zoom and other virtual communication platforms​
• Ability to problem-solve in unexpected situations and flexibility to take on a variety of tasks​
• Experience with public health and/or medical projects preferred​
• Note that this position will require extensive travel throughout the country​
• Excellent interpersonal skills that enable constructive interactions with a variety of stakeholders​
• Good track record of working in similar programs funded by PEPFAR, USAID or US Department of State will be an added advantage.​


Job Title: ECHO Clinic and iECHO Coordinator
Duty Station: Continue Distance Education (CDE) & Centre of Excellence in Health Monitoring and Evaluation at Mzumbe University, Morogoro

Job summary:
The holder of this position will be responsible for coordinating all HIV ECHO Clinics and M&E-related activities for Project ECHO; including making sure of complete and updated iECHO data. The iECHO Coordinator will ensure the ECHO-related data are of high quality throughout the country, including the establishment of a centralized data system for iECHO data and continuous monitoring and quality improvement of iECHO data. This position will also support the Centre for Distance Education (CDE) in the monitoring of E-Learning activities.

Roles and Responsibilities:
• Coordinating the HIV ECHO Clinics​
• Establishing a centralized monitoring and reporting system for Project ECHO data​
• Conducting routine monitoring and continuous quality improvement of Project ECHO data​
• Conducting routine analyses of Project ECHO data and preparing regular reports on the uptake of ECHO clinics throughout the country​
• Conducting internal evaluations of Project ECHO activities throughout the country​
• Collaborating with Project ECHO hubs and spokes as well as CDC and implementing partners on issues related to Project ECHO data​
• Participating in meetings with MOHCDGEC and Project ECHO stakeholders​
• Leading efforts at CDE to monitor the E-Learning program​
• Spearheading efforts to track the uptake of E-Learning training as part of CPD​
• Perform such other duties as may be assigned by his/her supervisor​


Qualifications and Experience:

Job Title: Human Resource for Health Coordinator
Duty Station: Centre of Excellence in Health Monitoring and Evaluation at Mzumbe University, Morogoro Region.

Job summary:
Will be overall in-charge and coordinators of all Human Resource for Health (HRH) activities. He/she will coordinate the provision of technical support to the Government of Tanzania for smooth implementation of national-level HRH Strategies. S/he will work with MOHCDGEC and all FELTP stakeholders to make sure that the advanced FELTP and intermediate FETP programs are adequately supported and targets are achieved.

Roles and Responsibilities:
• Coordinating integration of Workforce Allocation Optimization; (WAO) tool with other national databases and tools (WISN, POA, HRHIS, HCMIS)​
• Integration of NIMART indicators into DHIS2 and TranSMART​
• Improvement HRHIS with HRH data quality, use and interoperability​
• Coordinating QI activities​
• Support coordination of Quality Assurance, Health Security, Emergency and Preparedness (QAHSEP) Technical Working Group​
• Coordination of FELTP activities – Advanced and Intermediate​
• Responsible for the timely submission of work plans, reports on activities performed, or any other report, as required by Principal Investigator and Technical lead​
• Directs the overall activities and provide leadership to subordinate officers in close collaboration with the Principal Investigator, Technical Lead and Compliance manager​
• Provide assistance and guidance to subordinate officers​
• Responsible for the effective planning and documentation of the communication.​
• Assures a complete and well-functioning team by allocating the workload in respective to the project planned activities and communicate timely​
• Reviewing completed work for thoroughness, accuracy and adequacy for presentation.​
• Perform such other duties as may be assigned by her/his supervisor​

Qualifications:
• Bachelor’s degree in Health Systems Management, Community Development, Project Planning and Management, Public Health, Health Informatics and other related field​
• Master’s degree will be an added advantage​
• At least 3 years’ working experience in coordinating projects of similar nature, including responsibilities related to management of Human Resources for Health and Quality Improvement​
• Experience in training and mentoring others is required​
• Fluency in Kiswahili and English written and oral communication skills​

Job Title: Driver
Duty Station: Centre of Excellence in Health Monitoring and Evaluation at Mzumbe University, Morogoro Region.

Job summary
Under the guidance and direct supervision of the Project Coordinator, the Project Driver will provide logistical support and reliable, safe and timely driving services to project staff and partners to support successful implementation of project plans in Tanzania.

Roles and Responsibilities:
This role involves providing transport, logistical and administrative support to include:
 Driving the project staff and partners​
 Delivering/ distributing project goods to the respective districts​
 Deliver correspondences to project partners as required​
 Facilitating pick-ups of project visitors and transportation during official visits​
 Determine when and what services and vehicle maintenance is required and update monthly mileage records​
 Acting as a back-up for the Receptionist and as a Messenger​
 Assisting with office and meeting rooms arrangements​
Perform such other duties as may be assigned by his/her supervisor​

Qualifications and Experiences:
 Holder of Form IV Certificate​
 Holder of valid Class C1 or E driving license​
 Relevant experience or knowledge and skills equivalent to 2 years of VETA VIP driving​
 Valid driver’s license and clean driving record​
 Demonstrable working experience with donor funded projects, experience of working with CDC/PEPFAR funding projects is added advantage​

With this, the COEHME is seeking competent, experienced, dynamic, and qualified candidates to immediately fill the position below;

Job Title: Project Manager, USAID-Afya Endelevu Grant
Duty Station: Centre of Excellence in Health Monitoring and Evaluation at Mzumbe University, Morogoro

Job Summary
The focus of this role is to provide leadership, coordination and management of the technical staff working for USAID AFYA ENDELEVU award to supports the Government of Tanzania to address various HRHrelated bottlenecks through development and implementation of sustainable approaches to HRH recruitment, deployment, and management to support delivery of HIV, Maternal and Child Health and TB Services.

The Project Manager main objective is to guarantee the technical performance of the project supported HIV programs in the respective area of the Project operation.

Duties and Responsibilities
 To provide technical leadership to the supported programs in the assigned region, in close collaboration with the Principal Investigator, and Technical Lead based in the Mzumbe Project office​
 Coordinates and manages Project’s technical and operations team based in the field office and assigned to the specific region, including researchers and data collector’s staff​
 Responsible for the effective planning and documentation of the communication and support provided to USAID Afya Endelevu Grant, including but not limited to supportive supervision, telephone communications​
 Preparing project technical reports and submit to the Project Technical lead on a timely manner and ensuring that Mzumbe University internal control systems are working effectively and efficiently​
 Collaborate with the Human Resource for Health Specialist for the timely submission of high quality quarterly, semi-annual and annual donor progress reports to the Principal Investigator​
 Responsible for the timely submission of work plans, reports on activities performed, or any other report, as required by Principal Investigator and Technical lead  Responsible for the timely and effective communication of important technical and programmatic information to USAID Afya Endelevu grant implementing partners and other relevant stakeholders within the project scope​
 To facilitate production of written documents including best practices and lessons learned.​
 Represent Mzumbe University through USAID Afya Endelevu grant at various regional meetings after obtaining prior approval from Principal Investigator​
 Carry out any other responsibilities as assigned by Principal Investigator or other Project senior management team.​

Qualification:
 Bachelor’s degree in Health Systems Management, Health Monitoring and Evaluation, Public Health, Health Informatics and other health related field​
 Master’s degree will be an added advantage​
 At least 3 years’ working experience in coordinating projects of similar nature, including responsibilities related to and Quality Improvement​
 Proven critical analysis and report writing skills​
 At least 2 years of “hands on experience” at a senior position in HIV prevention, care and treatment and management of Human Resources for Health​
 Good interpersonal and management skills-a team player and builder​
 Good command of English and Swahili language​
