The Meeting Targets and Maintaining Epidemic Control (EpiC) is a 5 year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), dedicated to achieving and maintaining HIV epidemic control. The project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. Job Description​

Managing office support operations and providing administrative and financial management support to EpiC staff and offices. Specifically, providing administrative support to the office; coordinating with the Procurement and Logistic Officer on travel and logistics for EpiC staff and activities; managing files and other data within office; and coordinating vehicle fleet while ensuring compliance with FHI 360/ contractual requirements of the Project.

Specific duties include:
  1. Provide support to and coordinating project administrative activities within FHI 360 and USAID guidelines and regulations.
  2. Ensure accurate keeping of all records for Dar es Salaam Office
  3. Prepare payment vouchers and other related documentation as needed.
  4. Responsible for the filing of payment vouchers, supporting documentations, workshop and travel retirements.
  5. Serve as point of contact for logistical and administrative needs in the office.
  6. Coordinate all administrative support services for office(s) (as relevant).
  7. Coordinate logistical organization of workshops/seminars/conferences and trainings for partners and clients.
  8. Prepare workshops schedule/payment to participants.
  9. Keep proper office records/filings as appropriate.
  10. When necessary, in liaison with the Procurement and Logistics Officer coordinate all travel details and logistics for EpiC staff, consultants and other visitors including booking hotel accommodations and arranging for airport and hotel pick-ups.

Minimum Requirements​

  1. Advanced Diploma in Business Administration, Accounting, Finance with 3-5 years’ relevant experience; OR Bachelor’s degree in similar field with 1-3 years’ relevant experience.

Job Description​

Supporting management of EpiC Tanzania sub awardees in the region as well as supporting financial functions of the project in the region. Be in routine contact with the EpiC sub awardees in the Region, conducting compliance site visits and providing ongoing support for financial and management systems setup and strengthening to develop Subawardee capacity. Also ensuring that all functions under the EpiC sub awardees are conducted in an efficient manner and in compliance with USAID and FHI360 policies, procedures and regulations.

Specific duties include:

Grants​

  1. Monitor Subawardee financial and management performance within the region, liaising closely with EpiC technical and program staff monitoring technical performance.
  2. Conduct regular site visits to sub awardees to check compliance, follow-up on special award conditions, and provide capacity building support and coaching.
  3. Review Subawardee documentation including monthly invoices, supporting documentation (timesheets, receipts, etc.) and monthly program reports and submit to EpiC Tanzania head office.
  4. Prepare and manage a regional budget for EpiC Tanzania and track and monitor activities and expenditures within region to ensure alignment with budget and workplans in coordination with the Senior Grants and Compliance Officer
  5. Prepare financial reports and other documentation as requested and in accordance with EpiC directives.
  1. As needed, perform/review reconciliations with respect to bank, balance sheet, vendors, inventory etc.
  2. Assist in the development of sub-awardee budgets and provide capacity building technical assistance to sub-awardee staff.
  3. Coordinate with the Senior Finance Manager for audits and assist in ensuring that the audit recommendations are effectively implemented.
  4. Review and perform spot checks and reconciliation for petty cash per FHI 360 requirements
  5. Support procurement for project as needed, including reviewing vendor selection analyses from and ensure adherence to procurement requirements
  6. Responsible for inputting and preparing grants related reports from SAT system and reconciling GFAS/COMPAS with SAT system reports.

Finance​

Prepare project activities, pipeline reports, and budget for compliance with USAID and FHI360 standards and accuracy.
Prepare monthly financial reports for submission in accordance with FHI 360 directives.

Minimum Requirements

Qualifications and other requirements specific to the role​

  1. Bachelor’s Degree in Finance, Accounting and Business Administration with 3-5 yrs relevant experience or Masters in similar field with 1-3 yrs relevant years of experience. CPA, ACA or any other relevant professional qualification is desirable.
  2. Minimum of 2 years’ experience in financial management and reporting.

Job Description​

Managing the procurement and logistics functions of the Country Office including timely procurement of equipment, materials and services, and travel/transportation of the Country Office.

Main Function/Responsibilities​

  1. Manage the procurement of equipment, supplies and other project materials in accordance with FHI 360 regulations.
  2. Manage the process of vendor selection, sole source determination, and quotation analysis to ensure that all procurement is timely and compliant with the policies and procedures of USAID and FHI 360.
  3. Ensure maintenance of complete documentation of procurements that includes all important records and documents relating to requisition, vendor selection, and purchase order approvals from FHI 360, USAID guidance, and Tanzania Government and Tax Authority exemptions
  4. Provide oversight for system for maintaining records of items purchased without VAT exemption, as required by FHI and USAID to document VAT amounts paid by the Country Office.
  5. Ensure service contracts, insurance policies for office property and leases are renewed in a timely manner in accordance with the contracting policies of FHI 360.
  6. Manage inventory of assets in collaboration with the Finance Department and in accordance with FHI360 and USAID regulations
  7. Manages the office vehicle fleet and ensures maintenance and timely fuel supply for all FHI360 vehicles.

Job Description​

SI Technical Officer will be responsible for implementation of monitoring and evaluation (M&E) activities within the assigned region(s). Working with EpiC staff in the regional office, local community-based implementing partners and GoT counterparts at regional level to ensure that M&E activities are appropriate and meet USAID and FHI360/EpiC requirements.

Main Function/Responsibilities​

  1. Provide direct technical assistance and capacity building in the design and implementation of the M&E activities in the communities served within the region.
  2. Work with local community-based implementing partners and KVP groups, health service providers and GoT counterparts to provide support and guidance on project M&E activities, especially data collection, management and analysis for use in decision-making and course correction.
  3. Conduct routine monitoring visits to project sites, conduct data quality verifications and data triangulation using official tools.
  4. Ensure that the quality of activities adheres to EpiC and PEPFAR standards by supporting the development and implementation of appropriate mechanisms to ensure quality
  5. Manage project databases (DHIS2, DATIM, Infolink, IPRS, CTC2 database, CTC3 Macro database etc.) to store, manage and analyze project data.
  6. Compile, consolidate and submit PEPFAR/USAID Weekly, Monthly, Quarterly, SemiAnnual and Annual Reports to Senior SI Advisor.
  7. Develop systems for data quality assessments, review, control and verification within the region and at partner level.

  2. A minimum of 4 years’ working experience at a similar position especially in implementing HIV and AIDS interventions

Job Description​

Regional Manager will be responsible for coordination, implementation, and oversight of all EpiC activities in the assigned region(s). Also overseeing coordination, implementation, management, monitoring, and evaluation of program activities at the regional level; as well as participating in the management of finances, procurement, sub-grantees and human resources. Additionally, coordinating and supporting local community-based implementing partners providing services to reach KVP, AGYW and OVC with a comprehensive package of HIV prevention services, including communitybased HIV testing and counselling (CBHTC), pre-exposure prophylaxis (PrEP), HIV selftesting (HIVST), gender-based violence (GBV) prevention and treatment and linkage to care. Also, the regional program manager will support the roll out Covid-19 vaccination services in the respective regions. Furthermore, building and maintaining partnerships with the regional and district authorities and other key KVP stakeholders and implementers in the region.

Main Function/Responsibilities​

  1. Coordinate the development of regional program strategies across the program components including work plans for overall implementation and attainment of program goals and objectives
  2. Provide strategic leadership and set priorities for the regional program team to ensure effective field program implementation.
  3. Supervise regional technical, program, M&E and financial staff.
  4. In collaboration with regional technical and financial staff, coordinate development and subsequently monitor budgets and spending for program activities.
  5. Build leadership capacity of local community-based implementing partners, local governments, and other community structures to be able to robustly implement effective KVP programs
  6. Liaise with the Regional and District health management teams in making sure that EpiC activities appropriately contribute to local priorities and strategies.

  8. Provide capacity building and technical and program support to local community-based organizations to ensure that activities within region are technically sound, evidencebased, adhere to GoT, EpiC and USAID/PEPFAR standards, and are responsive to local needs.

Minimum Requirements​

  1. Bachelor’s Degree and 7-9 years of relevant experience supporting or managing donorfunded programs in HIV/AIDS; OR Master’s Degree in public health, social work, and 5-7 years relevant experience. Additional post-graduate training in public health desirable Demonstrated experience implementing and managing program resources, developing, and monitoring work plans, building capacity and managing teams.
  2. Knowledge of health and development programs in Tanzania including familiarity with the national HIV/AIDS standards and protocols for provision of services at community level. Familiarity with Tanzania public health sector at multiple levels; experience working with GoT stakeholders.

Main Function/Responsibilities​

  1. Develop plans for sharing development knowledge through communications, outreach, and training within the project and its various offices as well as with the client, the public health, and SBCC community locally and globally.
  2. Provide advice and guidance in areas of outreach, communication, and training to partners, local government, and local organizations.
  3. Coordinate outreach and communications training activities.
  4. Coordinate and write project reports, newsletters, success stories, and briefs.
  5. Develop a knowledge management use and dissemination plan to guide the project, including use of social media
  6. Organize public events such as conferences, meetings, promotions, and presentations.

Job Description​

Providing expert technical guidance and inputs behind the project’s strategies, and work plan activities, to increase effective use of medical oxygen from the LOX system and other sources within selected facilities. To work in collaboration with MoH officials Mainland and Zanzibar and key stakeholders such as CHAI, and any existing oxygen task force.

Main Function/Responsibilities​

  1. Mentor and train healthcare workers on proper use of Medical to all selected facilities using standardized training materials in LOX. Follow-up after training/mentorship will be conducted to better support the on-the-job skills transfer to facilities.
  2. Develop guiding tools to support capacity strengthening for both BMEs responsible for running and maintaining LOX systems, and health care workers (HCWs) working in critical care services at all selected facilities
  3. Work with the MoH and key stakeholders to develop standard operating procedures (SOPs) for LOX systems to better guide the operation teams within the health facilities
  4. Support facilities to monitoring usage and control wastage of medical oxygen.

Job Description​

Also collaborating with the family planning leads to ensure quality and safe delivery of family planning services at designated sites, using both short and longacting FP methods. Act as main overseer of all clinical care related services for KVPs, including addressing the health needs of KVPs PLHIVs; and collaborating with MOHSW, care and treatment implementers, home-based care partners, and communities to support KVPs’ retention within HIV prevention and treatment continuum and connecting clinical services to KVPs at home.

Main Function/Responsibilities​

Job Description​

Supporting management of EpiC Tanzania sub awardees in the region as well as supporting financial functions of the project in the region. Be in routine contact with the EpiC sub awardees in the Region, conducting compliance site visits and providing ongoing support for financial and management systems setup and strengthening to develop Subawardee capacity. Also ensuring that all functions under the EpiC sub awardees are conducted in an efficient manner and in compliance with USAID and FHI360 policies, procedures and regulations.

Specific duties include:

Grants​

  1. Monitor Subawardee financial and management performance within the region, liaising closely with EpiC technical and program staff monitoring technical performance.

Serving as lead technical expert responsible for all activities within communities to generate demand for services, creating safer environments for KVP, and addressing structural drivers and contextual factors that place vulnerable groups at risk of HIV, COVID and gender-based violence (GBV). Specifically, leading the technical team and partners to (1) ensure the projects interventions are locally relevant, culturally appropriate, and address the country’s prioritized COVID-19 SBC needs (2) provide strategic, technical leadership and guidance to the project, MOH and PO-RALG in planning, implementation and evaluation of SBC strategies, approaches, and activities, 3) oversee design and implementation of COVID19 vaccine mass and social media activities.

Main Function/Responsibilities​

  1. Provide technical SBC leadership, and guidance to the project and MOH in planning, implementation and evaluation of SBC strategies, approaches, and activities.

  2. At least 6 - 7 years’ work experience with a public health, development, or marketing organization, of these at least four years should be at management level capacity, leading the development and implementation of BCC/SBCC initiatives.
  3. Expertise and experience in senior capacity working with print, mass media, ICTs and other electronic media required.
  4. In addition to possessing communication capacity, technical expertise in research analysis and application preferred.

Currently, we are seeking suitably qualified candidates to fill in Technical Advisor, Vaccine Service Delivery - Dar es salaam for its EpiC project in Tanzania.

The Meeting Targets and Maintaining Epidemic Control (EpiC) is a 5-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), dedicated to achieving and maintaining

HIV epidemic control. The project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In Tanzania, EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls and young women; and orphans and vulnerable children which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals. To achieve this goal, the program will support targeted prevention and case finding strategies at community level amongst the targeted populations.

Job Description​

Technical Advisor, Vaccine Service Delivery will be responsible for leading the service delivery technical response of the EpiC Tanzania project under the guidance of the EpiC

Tanzania COVID-19 Director with a dotted line to the EpiC Africa Regional Technical Advisor, Vaccine Service Delivery. Leading the technical team and partners to (1) improve delivery and enhance uptake of COVID-19 vaccines by introducing innovative approaches and service delivery models; (2) develop or adapt appropriate service delivery related tools, guidelines, and job aides for the EpiC Tanzania COVID-19 vaccination program; (3) work with STA SBC to lead the design and support implementation of surge strategies to get more people vaccinated quickly, 4) build capacity of staff, partners and consultant(s) on the COVID-19 vaccination service delivery models.

Main Function/Responsibilities​

  1. Provide strategic advice to the project team and partners to reduce barriers to accessing COVID-19 vaccines and improve availability, equity, and coverage
  2. Work with STA SBC to lead the design and advise the implementation of appropriate surge strategies at national and subnational levels to improve access to and availability of COVID-19 vaccines.
  3. Provide technical advice on re-designing service delivery models, processes, and approaches at national, regional, and local levels with the aim to get more vaccines safely into the arms of target populations
  4. Understand how inequality, discrimination and exclusion can impact an individual’s or group’s access to services and support in Tanzania, and devise different strategies that can address these barriers
  5. Identify capacity building needs of public and private sector vaccinators, the EpiC Tanzania project team and partners, and develop appropriate tools, strategies and implementation plans to enhance local capacity
  6. Lead assessment of current vaccine service delivery models and work with relevant stakeholders to adapt the models based on needs and support their implementation
  7. Provide technical support to the country team in macro and micro planning to enhance coverage of COVID-19 vaccination program based on evidence.
  8. Support development of guidelines, job aides and other tools for prevention, identification and management of rare adverse events caused by vaccines.
  9. Provide technical advice to partners and key stakeholders on best practices in improving coordination and collaboration with key stakeholders, including ministries of health.
  10. Collaborate in the development of applied research projects that allow the evaluation of vaccine rollout strategies, approaches, effects, and adverse events.
  11. Support the development of workplans, budgets, case studies, success stories, reports and other documents required by the client or FHI 360 HQ.
  12. Provide necessary advice on quality assurance and quality improvement approaches to improve service delivery at vaccination sites.
  13. Continuously scan the vaccination coverage, strategies, approaches, indicators, and service delivery models in Tanzania; anticipate pain points and proactively engage in identifying solutions to support the MOH in achieving their COVID-19 vaccination targets.
  14. Work collaboratively and dependably with colleagues and in a way that encourages learning, sharing and teamwork

Minimum Requirements​

  1. Master’s degree in Health Sciences or related field (MPH /Clinical degree preferred) with (a) at least 8 years’ experience in providing senior level technical advice to large scale vaccination program (s); (b) at least 3 years’ experience in providing technical advice in the design of vaccine service delivery programs and its implementation at the national, subnational, and local levels, and experience adjusting approaches based on data required. OR Bachelor’s degree in similar field with 9-11 yrs experience in similar areas of expertise.
  2. Demonstrated experience in both macro and microplanning for improving coverage of vaccination programs in Tanzania or sub-Saharan Africa.
  3. Professional background demonstrating strong experience working in health care systems and services.
  4. Demonstrated experience in building capacity of country staff on various aspects of vaccination program. Experience in vaccine pharmacovigilance, coordination of training, development of guidelines, training materials and tools highly desirable.
  5. Experience in strengthening supportive supervision, quality assurance and quality improvement desirable.
  6. Ability to conduct and deliver thorough analysis, report writing and dissemination of information to a broad range of audiences
  7. Experience with working on a donor-funded project preferred.
  8. Project management certification preferred
  9. English fluency required.
