Japan Confirms Shs659 Billion for Kampala Flyover Phase II
The Government of Japan has confirmed funding worth Shs659 billion for the second phase of the Kampala Flyover project, boosting efforts to decongest the capitalโ€™s busiest roads.

The development builds on Phase I (Lot I) of the project, which was officially commissioned in March 2025 by President Yoweri Kaguta Museveni. The completed section, centered around the Clock Tower, marked a significant milestone in Kampalaโ€™s urban transport upgrade.

According to Works and Transport Minister, Gen Katumba Wamala, while at the launch of the General Specifications for Road & Bridge works at Munyonyo Resort Hotel in Kampala, the newly funded Phase II (Lot II) will extend the flyover through key corridors including Kitgum House, Garden City, and Jinja Road-some of the cityโ€™s most congested routes.

The expansion is expected to integrate with future infrastructure such as the Kampalaโ€“Jinja Expressway and planned mass transit systems, positioning it as a critical link in the cityโ€™s long-term mobility strategy.
Beyond easing traffic, the project will also tackle chronic flooding in low-lying areas like Wampewo Avenue, improving drainage and road usability during heavy rains.

Government says about 94% of the required land has already been acquired, with ongoing efforts to relocate utilities. Construction is expected to commence in January 2027, following the completion of procurement processes later this year.

The project reflects strong Ugandaโ€“Japan cooperation and will further transform Kampalaโ€™s transport network into a more efficient and modern system.
