My take: Hii maana yake ni kwamba hakutakuwa na outright winner

Katika Run-off election raila may loose because the other first round loosers may most likely back Uhuru to give him a 50% + margin enabling him to scoop the presidency; because Raila is the man they love to hate.

ODM will require at least 27% threshold katika all 47 counties na msimu wa ku campaign ni mrefu hatuwezi tabiri kama takwimu za infotrak zitakuwa zimebadilika hadi Machi mwaka ujao. Kile ninachojua ni mwanya umekuwa ukipungua.

None of the four companies listed as the most qualified in the Sh3.9 billion Biometric Voter Registration (BVR) tender met the standards set by the electoral commission for the supply of 9,700 voter registration kits.

A confidential evaluation report by the Independent Electoral and Boundaries Commission (IEBC) seen by the Nation showed that an evaluation team had expressed reservations about some of the vendors and the quality of their goods.

Four companies - 4G Identity Solutions, Symphony, Face Technology and On Track Innovations - had emerged as the top contenders for the tender.

On Sunday, IEBC chairman Ahmed Issack Hassan said a due diligence report on Symphony is expected on Monday next week.

Mr Hassan spoke to the Nation by phone from London.

Under the BVR system, sophisticated scanners are used to take facial images and fingerprints of the voter, which are stored in a central computer. On voting day, the machine identifies you by comparing your unique features with the ones earlier stored.

The system makes rigging of elections difficult by eliminating impersonation and multiple voting.

The first confidential evaluation shows how 18 companies were disqualified at the preliminary level for being non-responsive, while eight others that qualified for evaluation were eliminated allegedly on merit for reasons determined by the evaluation team.

The evaluation committee, chaired by Ms Decima M'mayi, indicated that the picture quality features in the proposal presented by Symphony were not good enough.

"The fingerprint quality check was inadequate, the webcam (special digital camera) did not meet the flexible and independent mount standard required as per tender document," the report further states.

Ms Mmayi's team further ruled that apart from being inexperienced in the area of BVR, Symphony failed to demonstrate where power for its machines would come from.

Symphony, however, scored highly on the machines for identifying fingerprints, with the report noting that their demonstration was convincing and the strongest.

The committee also had doubts about the quality of the webcam provided by 4G Identities, arguing that it was below the standard required.

The company was also fighting to clear itself of allegations that it had been blacklisted in India. Neither did it have wide experience in BVR.

"4G identity solutions did not come out strongly in demonstrating the capacity to provide field support," states the report.

Only Face Technologies from South Africa, ranked fourth in the report, is commended for its experience in BVR, but like the others, its camera was found to be sub-standard and its proposal for power especially in areas without electricity was also questioned.

"Face Technologies were non-committal on the solar solution that they are to provide which is a high risk to the commission," warned the team.

The evaluation team also sunk the chances of On Track Innovations from Israel winning the tender, questioning their quotation of Sh8 billion and a BVR kit that was not properly integrated.

Uhuru is the mirror image of oppressive regimes that characterized Kenya from 1963-2007.As a son of Kenyatta,he is a direct beneficiary of the dictatorial and corrupt regime of his father.He was a Moi project turned tragic in 2002.One needs not to say why Moi so badly wanted him to be his successor.The events of 2007 and the ICC indictment and revelation tells us why Kibaki is keen to see him crowned as president.

On the other hand,Raila is the image of the struggle for the second and third liberation struggles.It is true that Raila was not alone but his treatment by Moi and Kibaki is an indication that he was and still is the main threat to those who want the status quo to remain as it is.

Uhuru's wealth is also something to debate about.Whereas one cannot claim that it is ill gotten,it is doubtful if Uhuru could be who he is financially if he did not have State House connection. The Odinga family despite all intimidation and harrassment by the powers that be,withstood it all and I believe if there is a Kenyan politician who can account for each and every of his shilling,it is Raila.

Uhuru has a case to answer at the ICC for his role in the 2007 blood-booth.The man has appealed and he is ''innocent'' until proven guilty.But when Uhuru and his ilk were busy fighting to have the case heard in Kenya,the AU appointed Raila to mediate in the Ivorian crisis.Well,what a difference.Two would be presidential contenders,one wanted for among other evils MURDER,and another as a a peace MEDIATOR.Who among the two should be Kenya's fourth President?
 
Kenyans vote according to tribe. Lets call a spade a spade. The Kikuyu will never vote for another tribe no matter what. If Uhuru decides to support Mudavadi 90% of Kikuyus will move on to Martha Karua. Luos vote for whoever Raila chooses. Tribal hatred is so high in Kenya that only God can save the country from another violence but chances are 80% that some violence will be there.

Look at the leaders now openly grouping the country into tribes so that a particular group of tribes will lead the other tribes and appoint the key posts for their tribesmen. Always there is disagreement between Raila and Kibaki only when they are appointing people to positions in government, because of tribalism. When you look at newspaper comments you will see all kikuyus supporting only their own and Luos supporting only their own. The same applies to Kalenjins and luhyas and all other tribes.

The sick thing about Kenya is that we expected the young generation to be non tribal but unfortunately they are worse than there fathers and their grandfathers and their reasoning capacity is so low that someone is willing to take a panga and hack his neighbour and friend to death because of what???? You find an educated whole graduate taking sides according to tribe. This is pathetic.

Education has not been able to solve the tribalism issue and leaders are not capable of coming together to bury tribalism once and for all. There are no leaders in Kenya. Just tribal chiefs with very selfish interests. The school system has not even been able to help. Religion has not been able to help. You can not believe that even in the diaspora Kenyans live in groups of tribe. what a shame for this time and age.
 
sawa ndugu, Ab-titchaz I am for free and fair elections. Another downside when it comes to open tendering in Kenya is there is no truth. I am for fairness and hope that there is no corruption involved in the tendering by IEBC.
 
Absolutely. At times was thinking,would the oil reserve (recently discovered) be in kikuyu Region then the the rest of Kenyan would see the REAL COLOR of the MIGHTY SELFISH KIKUYU..Anyway,there is a very long miles to go. May another PEV next in year election,should the WISDOM Fail..

If one is chosen to become an interloper between parties outside his territory, without the usual AU sanctioning parameters, what does that signify of his integrity?! A network of political "con-manship". Such networks would beg to as the question; Does democracy mean freedom?!! - Then that man's integrity is questionable! interestingly power deals have failed in the past for example in cote d"Ivoire where parties to the accords/MOU neglect their pacts...and then what next ....WHAPAAAA!!!!!!!! next morning - UPHEAVALS - :wacko:
