Summary:
The U.S. Mission in Dar es Salaam is seeking eligible and qualified applicants for the position of Information Management Assistant (Systems Analyst) in the Information Management Section.

Duties

SharePoint Administration, Database Administration, Data Analysis and Automation: 50%

1. Serves as the Primary technical resource in supporting and leveraging Microsoft SharePoint Features. Maintain Post’s SharePoint site and ensure the site is up to date with the latest enhancements / templates and with the latest required information.
2. Designs, configure and maintain SharePoint sites, troubleshoot issues, monitor performance, and provide technical support.
3. Collaborate with cross-functional teams to understand data management requirements and support data governance initiatives. Work closely with users and stakeholders to analyze and determine detailed business requirements as they relate to SharePoint solution opportunities.
4. Contribute to improving consistency and effectiveness of information and document governance within the mission.
5. Troubleshooting and resolving SharePoint issues or malfunctions. Providing SharePoint support and end-user training.
6. Keeping up to date with SharePoint developments and performing version updates and upgrades.
7. Analyze workflows of different offices, identify opportunities to streamline reporting by using technologies like PowerShell, PowerApps, Splunk, Power Automate, etc. to make processes more automated and less manual.
8. Developing and managing business intelligence solutions for the mission. Assist and support stakeholders including the Embassy Quality Coordinators in preparing final analysis reports to understand the data-analysis steps, enabling them to take important decisions based on various facts and trends.
9. Utilize Power BI to deliver high solutions sourcing a variety of data. Build data visualizations including dashboards and reports.
10. Install, configure, maintain, and troubleshoot Post’s SQL Database and IIS servers.

Server / Network Management and Customer / End-User Support: 30%

1. Provide technical support for incoming queries and issues related to unclass and DIN computer systems, servers, network switches, software and hardware, smart devices (iPhones / iPads / Androids) and Audio & Video (AV) requests.
2. Respond to work-orders as they are assigned and ensure they are completed on time as per the required guidance /standards in place (International Cooperative Administrative Support Services (ICASS) standards).
3. The incumbent will perform routine administrative tasks such as password resets, new user account creation, profile updates, deletion / transfer of user accounts, etc.
4. He or She will install, configure, replace workstations, peripherals, laptops, printers, scanners, smart phones, and audio-visual equipment.
5. He or she will also perform routine maintenance on all computer equipment in the Local Area Network/Wide Area Network.
6. Monitor Post Network and Systems risk scores and takes corrective actions when required.
7. Ensures the completion and integrity of daily backups.
8. Perform Unclass Network, user, mailbox, and shared folders administration.
9. Work with the Senior Systems Manager to upgrade servers, network equipment and other IT equipment when required.
10. Serves at the subject matter expert on SAFE emergency notification, e2 and all the myServices modules.
11. The incumbent will work with other Information System Center (ISC) staff, post's telephone and radio technician and other LES in all areas required to support the unclassified LAN network at post. Assist in projects where IRM is involved.
12. Serves as the POST Licensing Manager and tracks license issuance and expiration.

Training / Inventory: 20%

The incumbent will serve as the Post’s in house IT Trainer and provide basic introductory and follow-up training to Mission users, including Direct-Hires and Locally Employed Staff. He or She will require to conduct training sessions for end-users in various areas such as login to the unclassified systems, Microsoft Office 365 applications, CRM, usage of smart phones, remote applications, video teleconferencing systems, online tools, etc.
The incumbent will also be responsible (as a backup) for the inventories of all IT equipment, supplies, including serial numbers and user assignment. He or She will also be responsible to ensure that all the IT Equipment are inventoried correctly in the system. All items received or going for disposal are coordinated, recorded, and updated according to the required guidance.

Job holder will perform other related duties as assigned by the Senior Systems Manager or Information Management Officer.

Qualifications and Evaluations

Requirements:
EXPERIENCE:

3 Years working experience in technical support with emphasis on utilization of computer systems, Network operations and administration, Microsoft Operating Systems (Windows 10, Windows 11, Windows Server 2019 and above, etc.), Microsoft Office 365 applications (word, excel, PowerPoint, access, publisher, SharePoint, teams, OneDrive, Visio, Forms etc.), Software Development using technologies like SharePoint, Tableau, Power BI, PowerApps, Power Automate, SQL (Structured Query Language), DotNet, Visual Basic, VBScript, PowerShell, ADSI, WMI and Python scripting, audio/visual systems, smart devices (mobile devices - Apple / Android), is required. Experience with Microsoft SharePoint is required.

JOB KNOWLEDGE:

Good Analytical and Communication skills and good team player. Ability to analyze business processes and workflows and align the requirement to propose technical solutions. Good Customer interpersonal skills to work with peers and customers. Must have ability to work independently and be resourceful in coming up with solutions to IT problems / projects. Ability to independently perform administrative tasks and fluent in the usage and management of DoS specific systems and platforms. Must be detail-oriented and enjoy working with people in a supporting role. Must be able to work independently and demonstrate initiative. When required, should be able to work after-hours including weekends and holidays. Must be able to lift and carry 40 pounds. Must have a valid, current license for cars and small trucks. Must have had a valid driver’s license for a minimum of five (5) years.

Education Requirements:
Successful completion of (4) four-year Degree in Data Science, Cyber Security, Information Technology/Computer Science, Management Information Systems, or Computer Engineering is required.

Evaluations:
LANGUAGE: Level III (Good working knowledge) (reading, speaking and writing) in English is required. Level III (Good working knowledge) (reading, speaking and writing) in Kiswahili is required. (This may be tested)
