THE communications industry regulator has suspended all services provided by a local firm, Six Telecoms Tanzania Limited, for allegedly occasioning a loss of 7.7 million US dollars (about 15bn/-) to the government

This follows an impromptu inspection by the Tanzania Communications Regulatory Authority (TCRA) at Six Telecoms’ offices and facilities in Dar es Salaam yesterday.

The company, among others, is accused of charging lower tariffs on international calls than those indicated by the industry watchdog. By charging the lower tariffs of US 16 cents as opposed to US 25 cents, the government has been denied its requisite share of revenues, according to TCRA officials.

On its website, the company describes itself as a provider of an extensive range of products and services for the wholesale, enterprise and retail markets.

It goes on to boast as the pioneer of international gateway business through investments and focus on network architecture and infrastructure.

“Through strategic relationships with SEACOM, TEAMS and EASSy, the undersea fibre-optic cables straddling the East African coast, we have been able to establish connectivity with Western Europe, Asia and the Middle East, furthering our ability to provide quality access,” the company says on its website.

A senior TCRA legal officer, Mr Johannes Kalungura, accused the company of failing to adhere to directives issued by the communications authority.

“Our statistics show that the company has occasioned a loss of 7.7 million US dollars on international calls and other communication services offered by the firm,” the official charged.

He added: “We have thus switched off the operating systems and confiscated some gadgets for further investigations. Customers of Six Telecoms will remain without services until further notice.”

Shortly thereafter, police officers who were accompanying the TCRA officials apprehended the Managing Director of Six Telecoms, Mr Rashid Shamte, to record a statement awaiting further actions.

Mr Shamte claimed that he had earlier discussed the matter with the management of TCRA and made payments on arrears that the company owed the communications watchdog. He admitted however that his firm had been charging US 16 cents per minute on international calls as opposed to US 25 cents set by TCRA.
 
If the price of 25 cents is correct then the government expects a revenue of ... ... lets say 20% of that (if is correct), which gives it a 5 cent revenue. If the operator reduces that price to 15 cents the Government still maintains its share of 5 cent, therefore the operator gets 10 cents instead of 20cents.

BTW I said this a few weeks ago, that the regulator is asleep. They should go to Voda and the rest of the operators. I can gurantee you that, all of them are using the same system to steal the government revenue.
 
From the looks the government is not concerned with value competition at all in the market from their perspective what matters is the maximum they can get on what is available rather than fostering sectoral growth which can entice many players. Measures which might benefit businesses and consumers due to increasing competition and increase in tax bases for the government, that is not a priority at the moment they are just happy as things are together with what they have.

Who benefits from such measures the likes of Voda, Tigo and Airtel to continue with their oligopoly they have created whilst the government is fighting competition off on their behalves. Directive on minimum rates are aimed to protect the lower market players not the big ones to enter the market in order to sustain their businesses due to early costs which they might incur; thus if the lower players can afford smaller rates and sustain their businesses surely that is what the government would want to see competition in the sector.

We have adopted capitalism but most of those who are suppose to foster industrial growth to come up policy systems which might lure investors are in capable of such tasks. This is why our neighbour Kenya attracts the second largest FDI in the continent whilst we are lagging behind. Also the reason why their economy is growing with people's inclusion whereas our relies on primary sectors for the most part with investors remaining reluctant to invest in the secondary processes industries due to unpredictable government behaviours.

Tanzanians shouldn't expect changes any time soon if the government continues with the same approach there is just not enough creativity in the ministries.



You don't expect the president to just woke up and announce tax cuts to lure investors without his economic advisor's doing their homework to how those measures will improve future volumes and compensate the cuts in the long run. Not to forget the economic prospects which might end up luring investments such as those ones; businesses need faith in the government government policy in helping to bring businesses through right policies either in tourisms or communication that is what tranform habits to those who come to see Simba, ending up learning on other attractive tourisms destination Kenya has to offer.

TCRA nayo ni jipu. Walijua haya mapema. Ninachokiona ni kudhulumiana pesa tu za uchaguzi. Kama kampuni inaweza kutoa huduma kwa bei nafuu ya centi 16 badala ya bei elekezi ya senti 25 si TCRA wabadilishe bei elekezi iwe 16 cents?

Elimu yako ni kiwango gani!? Hivi hizi hela za uchaguzi zimezurumiwa vipi? Je, sio kweli kwamba kodi ya serikali haikulipwa? Je, hao six tele ndio wa kwanza kudaiwa kodi katika awamu hii ya Magufuli? Maana sentensi yako haina tofauti na kusema wale watu wa makontena wamezurumu hela za kampeni ndio maana wanashinikizwa walipe kodi. Jitambue kuwa upo JF na sio FB.Toa michango ya maana.

By the way, sababu ya serikali kuweka bei elekezi ni kwamba kwa tax rate waliyoiweka itasaidia kukusanya mapato katika kila senti itakayo kusanywa na sex tel kwa sekunde moja. Bei ya six tel ikiwa chini ya bei elekezi maana yake serikali inapunjwa kodi yake. Hii ni simple logic.

Serikali ya Magufuli haitafuti popularity wewe Nyumbu. Popularity ya kazi gani wakati tupo Ikulu na uhakika wa kushinda 2020 upo kwa 100%. Toa michango ya maana na upunguze pumba hizi.

Ndio tatizo lilipo hapo na si Magufuli bali wataalamu wetu wa uchumi hili swala nimeliuliza sana serikari inaingia vipi madarakani kutegemea ushauri wa 100% kila kitu kutoka wizarani awa ndio wanaotoa makadario ya kodi pamoja na taasisi kujiamulia kufanya mambo watakavyo iwe EWURA, NHC, TBS, kila mtu hana government objective sasa kila mtu anaenda kivyake bila ya hata kuzingatia current market basket ikoje hili kumuacha mtanzania na hela ya matumizi huyu anaweza ibuka na li kodi au tozo la ajabu ajabu tu.

Ukija kwenye biashara hawaangalii estimators za kodi zao zikishuka zinaweza ongeza makampuni mangapi na wigo lao linaweza kuwa vipi baadaa ya miaka michache, tax aziko stable kabisa zinabadilika ovyo tu kila mwaka ukija na kodi mpya either za kuagiza bidhaa or somen.

Kwa mujibu wa Prof.Mbarawa, wamepewa notice tangu may 2015 wakapuuza.
 
Tatizo ya hizi Regulatory bodies ni wala rushwa na Mafisadi tu humo ndani.Haingii akilini kila siku mlaji awe analipa kiwango kikubwa.
Ninanusa harufu ya Tigo,Voda na Airtel kukosa soko wakaenda kuishtaki.Na inawezekana wanahisa huko pia.

Ni shida kubwa kuwa mwekezaji tanzania. Utanyanyaswa sana sawa na mhalifu.
Sera zetu na watendaji wa serikali hazijali kabisa maufaa ya ukuaji wa uwekezaji katika sekta binafsi.
Na kuna upuuzi wa hali ya juu ambayo watendaji wa serikali hudhani mwekezaji ana chungu cha pesa za wao kwenda kujichotea wanavyotaka.

Je kwanini hawa TCRA wakatae mtu anayeleta bei ndogo na ukichunguza hili ndio utagundua kwa nini leo Mafuta Duniani yamepungua kwa almost 70% lakini huku kwetu kilichopungua hata 20% hakifiki, Gharama z akupiga simu na Data zimepanda mara dufu hasa data,m na hili nadhani ni baada ya kugundua watu wameach kutuma msg na kupiga na sasa ni mwendo wa data( whats app, imo, viber fb call) so mapato yatakuwa yameshuka wameamua kupandisha dat mara dufu.

Shime tujitambue na tuungane kutetea haki zetu haiwezekani bei ya Umeme haishuki huku tunamabiwa kwa sasa tunatumia 70% GAS ambyo ni cheap kuliko mafuta mazito, lakini bei haishuki kwwanini?

muongio aliagiza bei ishuke, lakini mpaka leo kimyaa, naona TRA washamshika sikio mzee mapoato yetu yatapungua, na huu ni ujinga w akukusanya mapato kwa asilimia.

..kama ni hivyo, mtoa huduma hatakiwi kucheza na rate hiyo ambayo ni mapato ya serikali, bali anatakiwa acheze na mapato yake mwenyewe anayolipwa moja kwa moja na wateja wake.

..kama mtoa huduma ameamua ku-charge 16 cents per minute nadhani ni kwa lengo la kuvutia wateja. sasa akishapata wateja wengi na mapato na faida kaongezeka maana yake ni kwamba yeye mtoa huduma atafidia tcra hizo 9 cents. Kwa mtizamo wangu hiyo ndiyo njia sahihi aliyopaswa kufuata mtoa huduma.

..pia kwa uelewa wangu hizi regulatory agencies huwa zina vikao vya mabaraza ya watumiaji wa huduma husika. kwa mfano, Tanesco wakitaka kupandisha bei ya huduma zao za umeme basi hoja zao lazima zipitie ktk baraza la watumiaji na watoaji huduma za umeme. Nakumbuka mamlaka ya maji mwanza walitaka kupandisha bei ya huduma zao lakini wakashindwa kutetea hoja zao mbele ya baraza la watumiaji wa huduma zao.

..Tusidanganyane. Kwenye nchi za wenzetu KUKWEPA KODI na kuikosesha serikali mapato ni AIBU na KOSA KUBWA SANA.

Kosa lao ni la uhujumu. huwezi pewa nafasi ya kusikilizwa sawa na anayewinda tembo na faru.
 
Kampuni nyingi za simu za mikononi ni wezi na hawataki kulipa kodi inayotakiwa then wao as company wanabadili sana majina ya kampuni zao, hili linawezekana kuwa na tax holiday etc. Lakini hizi huduma wanazotoa na charge zao ni kubwa kwa nini hata kodi ndogo tu hizi hawataki kulipa? Vifaa kuchukuliwa ni kwa sababu ya uchunguzi, imekula kwao kaza buti JPM asitoke ntu hapo.

Watanzania tumezoa kubiruzwa tu,sijawahi kuona duniani mtoa huduma akishusha bei ya huduma anashitakiwa kwa kupotezea serikali kodi,hii inaonyesha tulivyo lala na itatuchukua muda kujua haki zetu watumiaji,nchi ingine ungesikia wananchi wakilalamika lakini kwetu tunaunga mkono,hata mambo ambayo ni muhimu kwetu kama Mobile number portability (MNP) nchi nyingi duniani hii sheria imepita ya kuwa namba ya simu ni yako kwakuwa imeandikishwa kwa jina lako,ukiamua kuhama na namba yako kwenda mtandao mwingine unaweza kwa mujibu wa hii sheria,lakini sisi hata mambo ya bei elekezi hatujui,ilikuwa inatakiwa kuwe na elekezi usilipishe zaidi ya senti 25 lakini chini ya hapo iwe ruksa ili wananchi wapate unafuu,hii ya kupeleka mahakamani kwa sababu wanachi wanapata unafuu ni mpya kwangu na imenikera sana.

..kama ni hivyo, mtoa huduma hatakiwi kucheza na rate hiyo ambayo ni mapato ya serikali, bali anatakiwa acheze na mapato yake mwenyewe anayolipwa moja kwa moja na wateja wake.

..kama mtoa huduma ameamua ku-charge 16 cents per minute nadhani ni kwa lengo la kuvutia wateja. sasa akishapata wateja wengi na mapato na faida kaongezeka maana yake ni kwamba yeye mtoa huduma atafidia tcra hizo 9 cents. Kwa mtizamo wangu hiyo ndiyo njia sahihi aliyopaswa kufuata mtoa huduma.

..pia kwa uelewa wangu hizi regulatory agencies huwa zina vikao vya mabaraza ya watumiaji wa huduma husika. kwa mfano, Tanesco wakitaka kupandisha bei ya huduma zao za umeme basi hoja zao lazima zipitie ktk baraza la watumiaji na watoaji huduma za umeme. Nakumbuka mamlaka ya maji mwanza walitaka kupandisha bei ya huduma zao lakini wakashindwa kutetea hoja zao mbele ya baraza la watumiaji wa huduma zao.
