Proposing a solution to curb the spread of HIV/AIDS in Swaziland, which has the highest rate of HIV/AIDS in the world, has sparked public outrage and threatens to cost a government official his job.
I have a solution to the virus, Timothy Myeni, a Member of Parliament (MP) announced to his colleagues at a leadership workshop.
The solution will come from a law that will make it compulsory to test for HIV. Once you test positive, you should be branded on the buttocks, he said. Before having sex with anyone, people will then check the buttocks of their partners before proceeding with their mission."
If any positive consideration has been given to this suggestion, it has been completely overshadowed by rejection and fury.

Mkuu babuyao mbona hii habari ili shatoka muda kidogo na hata hapa JF ika jadiliwa. Lakini nimeona wewe mgeni JF so hauwezi kulaumiwa. Siyo vibaya tukai jadili tena, ngoja nianzishe mada. Mimi naona huyu jamaa alikua aki tafuta umaarufu. Ni mmoja wa wale watu wanao payuka bila kutafakari madhara ya kauli zao. Naona ali dhana hiyo idea yake inge pewa support na watu wengi kwa ajkili yake ilivyo mtuma au kudhani ita furahisha mabosi zale. Ndiyo tatizo la mtu kuto kufikiria kabla ya kutenda.

Hii tu ndio suluhu kwa tatizo hili. Unyanyapaa wa aina fulani utakao-frain watu kupata maambukizi. Tukiona aibu basi tumekwisha. Nambiwa hata katika enzi za ukoma; Mungu aliamuru vikali kuwatenga na kuwanyanyapaa wakoma na hadi ukapungua.

Ni fikra sawa lakini what if what we have been doing is yielding no seeds whatsoever. The best sustainable solution can not be simple BUT stringent always. We must take the hardway, all simple ways and means are useless and a source of other curse - theft and murder. Think it outside the box. EXAMPLE: If we were given a room to make public hearing on decision whether to have jails, you know exactly according to your sense of humour and your thinking what might have happened. No jails etc. Lets be realistic. Unafiki siku zote ndio unatumaliza ndugu yangu.

To brand them will be a form of discrimination. These fellow citizens of ours are already suffering because of stigma. If me & you didn't stigmatize them bona they would come out in public themselves? If we stop stigmatizing them they will stop seeing their condition as shame and will come open with it. Tuku bali tu the population at large is the problem not only this small group. Kapime wewe na mpenzi wako, kuwa muaminifu then you will never have to worry about who else is HIV+ or not.

Kupima iwe ni lazima basi kwa kuanzia kama a very soft measure to refrain people from enganging in uprotected sex. Na kuwe na incentives; kama pengine mshahara kuwa juu, na njia nyingine yeyote nzuri ku-promote safe sex behaviour. Na then kuwe na means kuzuia maambukizi mapya kwa kuregulate guest houses and hotels na review ya sheria ianyohusina na mambo ya kujamiiana. Then we discriminate if all will not work

Hapama umenena mkuu. nakubaliana na wewe kwenye kila kitu kasoro hiyo ya kupima iwe lazima na discrimination.. You can't force a person to take care of his health. kkupima ni a personal decision. Ila naku baliana na wewe kuwa kuwe na na incentives ya kwenda kupima kwa maana hiyo tu ata chagua akapime ili afaidika na hiyo incentive au asipime akose, at least hapo bado mtu ana choice. Incentive ya kwanza ya mtu kupima iwe kujali afya yako na uhai wako, if thats not incentive enough i don't know what is.

Hapo pekundu please tell me how dicriminating will help reduce the rate of transmission of HIV.
