Government: Truth and Deception?

September 20/2011 the Government of the United republic of Tanzania joined the Open Government Partnership (OGP) initiative (see attachement). And, on December 15/2011 the Government submitted the OGP Action Plan (for review) to the OGP secretariat.
What is astonishing in the Action Plan is the narrowness and shallowness of the document leave alone factual mis-presentation on a number of issues. The Government says nothing about its ambitious transparency projects such as APRM, EITI, and others. Is it true that such is a normal error or a reflection of lack of genuineness and masquerading behaviour when it comes to hunt donors money?

My take: the Government would be better advised to invite CSOs and other stakeholders to validate and add value to the document.

You will be interested to know that for this first time I think last year the PER meeting CSOs were not invited. So mambo hayo ya OGP and EITI ni changa la macho, otherwise CSOs and parliamentarians need to join hands and pressure the government to live to its promises!

So when you rode along Kikwete, you thought OGP was worthy stakeholder consultation! Now, you say it is irrelevant as it symbolises “whiteman handout”.

Though I do agree with you on the concern that there is no genuineness amongst you bureaucrats and technocrats. All you think is about how you gon feed your bellies with government monies and whitemen handouts.

Correct, but experience has shown how hollow is OGP, a whiteman governance brand policy. With JPM all public policies are local brain brand!

Funny! Do you know who funds public policy planning processes? Who funds policy consultations? You can’t have anything ‘local’ while you still depend on whiteman handouts!! Why do you still have foreign experts under the name of technical advisers in our ministries? BOT has those junior ‘Washington economists’ as interns cum advisers. 70% of environmental policies and initiatives are funded through whiteman handouts.

Most of all, there is no such thing as ‘local’ when WB and IMF still drive and set our fiscal policies and economic agendas.

Unfortunately, Magufuli is clueless about these issues! All he knows is ‘unyapala’ as Kinguge once uttered.

Nope! ...are currently on indigenous knowledge based economic and political planning agenda. Wait to see what happens in the BoT in just near future.

It is true that you can never live in isolation nor without global interdependence therepy! But there are times when you are forced conditionally to divert rules of the game to man the internal situation.
Burundi for instance, has pulled itself out of ICC. We also have to weigh out if there is a need of abiding by OGP principals especially when it comes a question of the right to run our government without foreign interference!

We will never avoid foreign interference as long as we still depend on foreign handouts to fund our budgets: policy formulation and implementation in our education, agro, health and environmental sectors.

I’m sure you also interfere when you financially support a relative! As you are concerned about how that relative of yours spend the money that you give him/her. And he/she will be stupid to complain about the interference.

For us to be fully independent and have the audacity to question foreign interference, we have to stop begging for and receiving foreign handouts. Period

The best way to avoid begging is to use loans instead of handouts, for it is an abuse and shamefull to be a beggar with all these natural riches that our country possesses!
What I see is (was) lack of integrity and commitment in abiding by financial discipline! Otherwise we would be much far better-of than we are now!

Chief, under CCM leadership, that will NEVER HAPPEN! We need to get rid of CCM and its crooks. Then, the country will be back on track.
