Hii yote ni pressure ya Kenya kuogopa kua overtaken na TZ kiuchumi, geo-strategic, na kisiasa....Kenya stands to benefit the most kuliko hawa wengine...upande wa Kagame anataka tu kinga ya political federation inapokuja mambo ya usalama wake binfasi (labda kesi kwa vurugu zake DRC) na usalama wa Rwanda ambao uko fragile kutokana na historia ya chuki ya ukabila na umiliki wa rasilimali haswa ardhi.

.....this eac (without tz) foreign ministers' meeting is a follow up to the recently held technical meeting in mombasa....cha kuchekesa ni kumwona juzi membe akijigamba eti wamewaandika wenzao barua....tene eti kuwaomba wawaambie walichokuwa wanaongea kwenye hii mikutano.....this is pure nonsense by membe.....yaani uambiwe wenzako wanachozungumza!!wakati kila kitu kinawekwa public...yaani membe anaomba aambiwe kinachozungumzwa kwenye mikutano hii wakati hata eac joint communique (without tz)imewekwa public......

..tz is already behind on the eac issue...tupende tusipende.....nimeona hata rwanda sasa wameilazimisha tz kushusha kodi ya magari ya rwanda yanayoingia tz.....baada ya rwanda kupandisha ya kwao hadi $500.....tz tumebaki kuombaomba tu...kwenye kila issue.....with all the ----'n massive resorces we have.....

Ukweli ni kuwa utawala huu wa JK umekuwa ukiyumba mno katika kutoa maamuzi mazito yenye maslahi kwa WaTanzania na nchi yetu kwa ujumla. Yaani hivi karibuni tumekuwa tukishuhudia uzezeta na udhaifu wa watendaji katika kila eneo muhimu ndani ya serikali ya JK.
Tazama leo Tanzania inavyo pelekeshwa ndani EAC kama vile haina viongozi. Tazama hii bifu ya Rwanda kwa Tanzania na jinsi Tanzania ilivyoomba kupatanishwa na M7..Aibu kubwa kwa taifa? eeh!.Tazama huu mgogoro wa road toll na Rwanda ulivyoamuliwa na serikali, Tanzania inalazimishwa kushusha tozo kwa kushurtishwa na nchi ndogo (tena amabayo ni land locked state)...Unajiuliza hii nchi inakwenda wapi?

Sasa iwapo nchi ndogo kama Rwanda ambayo ndiyo mhitaji mkuu anaidindia TZ kulipa toll anataka kulipa jinsi inavyojisikia na serikali inasalimu amri kuwa ati yaishe just like that eeh! Si afadhali tu wangefunga tu mpaka halafu tungeona nani ni 'muhitaji' na nani atadhoofika na kibri...Hivi Rwanda wanataka kutuambia kuwa wanalipa $152 kutoka Mombasa mpaka Kigali mwendo wa karibia 2300km Vs.1400 Rusumo -Dar?

The East African Community (EAC) is to name a team to draft the Constitution for the regional political federation.

The team of draftsmen, according to Ambassador Emmanuel Hatega, will include experts in different relevant fields.

The Ministers of Foreign Affairs and for the EAC from four of the five member states currently meeting in Kampala will commission the team.

The three-day meeting which opened on Sept 10, 2013, with Kenya, Uganda, Rwanda and Tanzania attending, is intended to fast track of the East African political federation.

According to the Uganda Ministry of Foreign Affairs, the meeting is a follow up of the EAC Presidents' summit in Mombasa, Kenya on August 28, 2013.

A statement from the Ministry said the Mombasa summit reviewed the progress on implementation of the decisions made at an earlier summit in June in Entebbe.

The June summit, according to the statement, decided on the development of the railway, petroleum products, crude oil pipeline, oil refinery and power generation and transmission. Others issues agreed on were development of a single tourist visa, single customs territory and fast tracking political federation.

Explaining the apparent absence of Tanzania in the block meetings for integration, Hatega said none of the member states is being excluded.

According to him, the member States agreed in the treaty, that countries that feel are ready to move could do it and give time to those that had not to join them later. He said Tanzania is still sorting out some internal issues but would join the rest later.

Hatega said Uganda, Kenya and Rwanda started on the process in June and were later joined by Burundi during the August Mombasa summit.

He explained that the treaty that established the EAC stipulated for steps namely the customs union, common market, monetary union and the final stage of political federation.

This, he said, is where the clause that says the partner States that want to move faster could start as the others join later.

He could not commit himself on when exactly the political federation will be realised, but he said the team of draftsmen will start work as soon as they are commissioned.

Hatega explained that when the draft constitution is in place, the Ministerial Committee will hand it over to the Heads of State to study it and advice on further steps.

Opening the Ministerial meeting on Tuesday, Ambassador James Mugume said there is need for open discussion to provide concrete proposals for implementation of the political federation. He noted that attempts had failed from the 1960s.

Delegates from Kenya, Uganda, and Rwanda are meeting in Kigali for further discussion on the use of national identity cards as travel documents and the issuance of a single tourist visa.

The meeting that seeks to iron out issues under the tripartite arrangement, is a follow-up to the Heads of State Summit in Entebbe, Uganda, in June.

Then, the Heads of State from the three countries agreed to fast-track a joint railway line project, oil pipeline, adoption of national identity cards as travel documents, as well as establishment of a single tourist visa, and a single customs territory.

Rwanda was assigned to spearhead single tourism visa, use of IDs as travel documents as well as single customs territory.

The two-day trilateral meeting that opened yesterday brought together heads of institutions responsible for Immigration, Tourism, Internal Affairs, Visa, Identity Cards and other relevant institutions from the three EAC countries to review the application modalities ahead of implementation.

Speaking to journalists on the sidelines of the meeting, yesterday, Monique Mukaruliza, the national coordinator of the tripartite initiative, reiterated that the move aims at deepening regional integration.

“Ugandans will use their voter’s card as travel documents to Rwanda and Kenya because they do not have national ID cards. Students without voter’s card can use school identity cards,” Mukaruliza said.

“We are discussing the application of entry coupon that will accompany the identity cards. The coupon will act as an entry stamp.”

She said the forum will also look into the proposed design of the single tourist visa sticker ahead of final approval by the ministerial meeting which takes place today.

The $100 (about Rwf65,500) visa with 90 days validity will be paid at the point of entry or in foreign missions.

According to Mukaruliza, each state will take a share of $30. However, the country that processes the visa entry will receive an extra $10 in an administration cost, she added.

Mukaruliza said the use of national identity cards as travel documents and the issuance of a single tourist visa within the three EAC partner states will come into effect in January next year.

Tz, Burundi not isolated

Meanwhile, Mukaruliza rejected suggestions that the three countries were isolating Tanzania and Burundi, members of the EAC, saying what is on the table is aimed at fast-tracking the implementation process of some of the projects.

“Tanzania and Burundi will join us once they are ready to implement the projects and move on the same pace with us,” she said.

The director of Kenya immigration, Jane Wangare Waikenda, also said there are no intentions of isolating any partner state.

“The move is based on the principle of variable geometry as provided for in the ECA Treaty. Three willing partner states can move to integrate as they wait for others to catch up,” Waikenda said.

She said the use of national IDs as travel documents will facilitate people to move freely across the national borders.

“Tourism is going to flourish because we shall be marketing our countries as a single tourist destination,” Waikenda added.

Currently, Kenya and Uganda charge $50 (about Rwf32,000) for tourist visa while Rwanda charges $30.

Rwanda Development Board statistics show that visitors from neighbouring DR Congo, Burundi, Uganda, Tanzania and Kenya accounted for 915,000 tourists who visited the country last year, compared to 714,000 in 2011.

Last year, Rwanda’s tourism sector generated $281.8m (Rwf178 billion) compared to $251.3m (Rwf159 billion) the previous year.

Godfrey Sasagah Wanzira, the director of immigration in Uganda, said issues concerning trade partnership, infrastructure development and revenue generation need urgent action.

“Our aim is to fast track these initiatives and move forward in deepening regional integration,” Wanzira said.
