China could finance part of Tanzania’s SGR project

China is back as one of the potential financiers of Tanzania’s flagship standard gauge railway project, Foreign Affairs Minister Palamagamba Kabudi confirmed this past week.

“The Chinese government has declared its intention to support the SGR construction at a later stage, and is now doing its own evaluation of the project before engaging us in further talks,” Prof Kabudi said, after attending a co-ordination meeting of the Forum on China-Africa Cooperation (FOCAC) in Beijing.

The SGR, stretching 1,457km from Dar es Salaam to western Tanzania, is one of the mega-infrastructure projects being touted by President John Magufuli’s government as key to its industrialisation agenda over the next decade.
The budget for the railway is $7.5 billion, with a five-year completion timeline.

Funding
Earlier plans for China’s Exim Bank to provide most of the funding for its construction fell through after the administration rejected the Chinese in favour of a Turkish-Portuguese consortium.

After that deal failed, Tanzania declared that it would pay for the project out of its own pocket. That has worked for the first two phases of the project, Dar es Salaam-Morogoro and Morogoro-Makutupora, covering 726km and costing Tsh4.89 trillion ($2.5 billion).

Tanzania Railways Corporation (TRC) officials say the first phase of the project (Dar-Morogoro) is two-thirds complete, and preparatory work on Phase Two (Dar-Makutupora) is underway.
However, funding has become an issue. TRC communications manager Jamila Mbarouk confirmed in an interview with The EastAfrican this past week that:

“The government is now striving hard to get some financing assistance in order to complete the remaining phases of the SGR construction, starting from Makutupora to the Lake Victoria zone and the western part of the country — covering about 731km.”

The Tanzanian parliament last month approved a Tsh2.5 trillion ($1.1 billion) allocation in the country’s 2019/20 budget for the SGR project, almost half of the entire Ministry of Works development expenditure budget for the year.

China is understood to have also told Kenya and Uganda to work on their respective financing modalities for their joint SGR project in order to receive funding.

China had initially declined to fund the project, with analysts saying the risk of default for both countries was high.

Ilivyoingia serikali ya awamu ya tano ikajitoa katika makubaliano ya awali na kuleta Waturuki badala ya Wachina.

Sasa naona tumerudi tena kwa wachina walewale tuliowakataa mwanzoni!

Mahali penye mikataba ya siri ni ngumu kuacha kulaliwa, hasa ukizingatia mradi unafanyika kusaka sifa za kisiasa zaidi, hivyo unapokwama inabidi kuingia makubaliano ya kujitoa muhanga ambayo kulaliwa ni lazima.
 
Bora udaiwe na China kuliko udaiwe na "mabeberu" ya mbuzi, kwani yanaweza kukulazimisha nchi yako ifuate " Ush--ga.🤣🤣

Kwa taarifa yako wazungu ni bora mara mia ya hao wachina. Wazungu wana afadhali kuliko wachina. Hao wachina kwa watawala wa kiafrika ni bora kwakuwa hawahoji demokrasia hata kiongozi akichinja watu wake kwao sio shida. Shida ya wazungu wanahoji siasa za kishenzi za watawala, kitu ambacho viongozi wetu huita kuingiliwa mambo yetu ya ndani.

Ni nadra sana kupata mkataba bora baada ya kuanza mradi kisha katikati ya mradi ukamrudia uliyemkimbia mwanzo tena ukiwa umekwama. Jaribu kufanya biashara na mtu kisha mshindwane halafu ukapeleka bidhaa yako pengine. Ikikosa bei uliyotarajia huku mliyeahindwana mwanzo anajua kabisa huko ulikopeleka hiyo bidhaa umekosa bei uliyotaka, atakachofanya hata ile bei aliyofika mwanzo ataishusha maana anajua huna ujanja.

Kitendo cha kuwarudia wachina sasa kitaleta makubaliano mabaya kuliko ilivyokuwa mwanzo. Uzuri viongozi wetu wanajua hatujui mkataba wa mwanzo ulisemaje, hivyo wataingia hivyo hivyo kukwepa aibu ya kukwama. Ila kwa sasa acha tunywe mtori tu, nyama tutazikuta chini.

Tatizo la JPM aliingia madarakani na mawzo kwamba waliopita walikuwa wapigaji, hata kama na yeye alishiriki vikao vya baraza la mawaziri, na mambo yakaamuliwa ndani ya vikao vya mawaziri!.
Sasa matokeo yake anapangalua miradi ambayo imeshasetiwa vizuri kwa mawazo kuwa kuna ufisadi, matokeo yake anakwama kisha anawarudia walewale aliowatuhumu kutaka kutuibia!.
Kama alivyosema mchangiaji mmoja hapo juu, Ukikubaliana na mtu kisha ukajitoa ukazunguuka huko kutafuta unachokitaka ukakikosa , ukimrudia yeye basi atakupa dili bovu zaidi kwa sababu anajua huna ujanja!
Ndiyo maana mchina sasa hivi anaringa, kila wakimfuata anasema hebu tukae chini kwanza tuone kama huo mradi ni feasible au la, hiyo ni polite language ya Kidiplomasia kuwa mlizingua mwanzoni sasa mnafuata nini?

China lends Tanzania $7.6bn for its coveted new rail system

Tanzania’s long-anticipated rail renewal took a step closer this week when it secured a $7.6bn loan from China's Export-Import Bank (Exim) to build a railway network linking the coastal metropolis of Dar es Salaam to the African nation’s landlocked neighbours.

President John Magufuli thanked the Exim bank in a statement announcing the deal on 20 July, and said construction would begin this year.

The standard gauge railway is expected to improve regional trade and boost the economies of Tanzania and its inland neighbours Uganda, Rwanda, Burundi and the Democratic Republic of the Congo (DRC).

President Magufuli as been impatient for work on the 2,000-km-plus railway to start after a consortium of Chinese firms was last year awarded the contract to build it.

In April this year he pressed the Chinese government to begin building as soon as possible.

The Exim bank was a “reasonable borrower” and the loan was offered on “reasonable terms”, Magufuli said in his statement this week.

Reuters Africa commented on the news, saying that Tanzania wants to “profit from its long coastline and upgrade its rickety railways and roads to serve growing economies in the landlocked heart of Africa.”

Reuters added that natural gas discoveries in Tanzania and oil finds in Kenya and Uganda have turned East Africa into an exploration hotspot, but that the countries suffered from neglected transport infrastructure.
