Apac District Assistant District Health Officer in charge of Environmental Health, Francis Leone Oceng, has been ordered to refund Shs31 million that had been allocated for the installation of CCTV cameras at Apac General Hospital after a special audit found the funds were misappropriated.
The directive was issued by Apac Chief Administrative Officer Emmy Ejuku Olaboro in a June 30 letter, following a December 2025 special audit. Oceng has been instructed to appear before the audit team, account for the expenditure, and begin refunding the money within five working days or face disciplinary action.
According to the CAO, although Oceng submitted a report detailing activities and payments, he failed to provide supporting documents proving the CCTV work was carried out or that supplies were delivered. The district's Chief Finance Officer has been directed to oversee the recovery process, including arranging an instalment payment plan if necessary.
Apac Resident District Commissioner Andrew Onyuk confirmed receiving the directive and said the move is aimed at recovering public funds while investigations continue. He noted that the officials involved are cooperating with the administrative process.
Oceng has denied any wrongdoing, describing the allegations as politically motivated and linked to his brother's election as Apac District LC V chairperson. He insists he has documentary evidence to account for the money and plans to challenge the allegations in court. He also says he has recently received other audit queries, including one concerning an alleged Shs48 million misappropriation in 2023, which he similarly dismisses as baseless.
