What does the number of hotels have to do with rating?

There are many hotel chains in the world across all ratings.
Some specialise in budget hotels, which end up being 3 or 4 stars.
Some specialise in luxury hotels.

Some have a mix of both. Hilton is a good example of having both.

 
Gran Melia is not even rated by any professional body.
I suspect it would get a solid 3 star, owing to the usual Tanzanian lazy services.

Being that I live in a city (Nairobi), which has more 5 star hotels than the rest of East Africa combined, I would think your statement is misguided.
I gave u a link Nairobi has around 10,000 keys just like Zanzibar! Taking the estimates in 2017 Zanzibar had more Keys than Nairobi! Gimme evidence that Nairobi has more 5 star hotels than Zanzibar!

Kenya in total has around 20,000 hotel beds.
Tanzania is still under 8,000 hotel beds.

One does not need to know jargon to prove that your arguments are hogwash. You are now embarrassing yourself he gave you total bed capacity of hotels in kenya and the total in Tanzania as reported by PWC(Price waterhouse cooper). which clearly show Kenya makes tanzania look like a toddler in total bed capacity of hotels ie. That also shows Kenya has more hotels. HINT: PWC does not count "Mama Hassan" fish and cassava joint as a hotel.
 
Lol. Some hotel 'rooms' have many keys. They have have toilets, kitchen etc.

May be in Kenya but international global chains the key is usually one while the rest of the doors have locks!

Mind u in hospitality zanzibar is usually classified separately! And it is stupidity of highest order there's flat growth on number of rooms btn 2020-2021 while in Dodoma, Mwanza, Arusha and Dar there r several projects U/C! Even Chato!
