The Teachers' Service Commission (TSC) should take disciplinary action against Alliance Girls High School principal Margaret Njeru after she implemented an unlawful price raise, according to Education Cabinet Secretary Julius Ogamba.
According to CS Ogamba, a Ministry of Education assessment found that Ms. Njeru oversaw an unlawful fee increase from the authorised Ksh.53,558 to an astounding Ksh.120,179, burdening the guardians and parents.
In a letter to Acting TSC CEO Evaleen Mitei, Ogamba stated, "The unauthorised fees structure was imposed without the Cabinet Secretary's approval as required by law, and is therefore contrary to Section 29(2)(b) of the Basic Education Act, 2013."
"As further detailed in the investigative assessment report enclosed herewith, the Principal facilitated the adoption and implementation of a budget containing non-essential and unrealistic expenditure items."
The CS added that an evaluation conducted by the ministry's Quality Assurance and Standards Directorate suggested the dissolution of the school board in a different letter to Sabina Aroni, Regional Director of Education.
According to the report, the unapproved price increase was a result of the board approving a budget that included "non-essential and unrealistic expenditure areas."
These consist of Ksh. 1,100,000 for moral and spiritual activities, Ksh. 16 million for yearly travel, Ksh. 13 million for prize giving and speeches, Ksh. 5 million for reward vouchers, sweets, and examiners, and Ksh. 3 million for airtime and administrative allowance.
"The Board of Management did not fulfil its responsibility to provide guidance on responsible financial resource management. For example, consent was given to spend Ksh. 25,000,000 on a five-day staff vacation to Dubai during a meeting on October 16, 2025. The school administration was entrusted with finding a method to make up the Ksh. 13,000,000 shortfall, CS Ogamba told Ms. Aroni.
"In accordance with the provisions of the Basic Education Act, 2013 and the Regulations thereunder, you are required by this letter to bring the subject report to the attention of the County Education Board for consideration and appropriate recommendations to the undersigned."
