Yaani anaonesha weakness yake public, muda wote kwenye ministry anatuambia leo, hii njia ya kujisafishia mambo kabisa... Angetoa taarifa wkt ameshachukua hatua kuliko kutuambia afu asipofanya chochote tutamzingua huyu.....
 
Kudadeki.,that's why we have so many telecom companies,i thought is all about market issues kumbe masikini it is because Tanzania is a tax heaven.

BAK, I am at a loss. Why the hell should he publish the revelation in the newspaper?

Has he forgotten that he is the deputy Minister?

Or maybe he doesnt know the scope of his duties.
What else do you think he could have done to let his employers (the people of Tanzania) realize the defaults of the mobile phone companies and tax collectors? You wanted him to call for a press conference? I personally dont see any harm from what he has done. The goal was to let Tanzanians know the reality, and he did it! After letting us know, he can then take some measures to combat the problem. With this approach of doing things, there is limited opportunity for him to engage into corruption.
 
Just because we are collecting less taxes does not mean there is "Tax Evasion", Tax Evasion is illegal, maybe the phone companies are in full compliance with the law and that is all the taxes they are supposed to pay.
If he is making such a serious accusation he should have shown actual evasion not just low tax revenues.

I agree with you, the minister has to be more careful before making such a strong accusation on tax evasion. The tax payable by telecom companies might be in compliant with our taxation requirements to them. If so what wrong have they done?
 
Taxes are paid in proportion to the income earned. What the Minister wanted to say perhaps (I have'nt read his article) is that the mobile phone companies earn a larger income than what they reveal to the tax man. The gvt. through tcra should, using special devices know the real income of these companies. I am sure this is wahat other EA countries are doing to detect real incomes earned. I remember hearing Id Azan, Kinondoni MP advising the governmentin parliamentary debates to ascertain the earnings of telecom companies for the purpose of arriving at correct taxes due. Since then the government has remained silent on this and the telecom companies are obviously happy with the silence. To me, the Junior Minister shouldn't have turned himself a reporter. Teaming with tcra, the minister has enough power to investigate the real earnings of all mobile service providers and call the tax man after findings!

First and foremost we are not his employers. We did not employ him it is the President who employed him to assisst him in all sectorial issues in the communication, science and technology. In which case therefore I don't think that by putting up that revelation in the newspaper is part of assisting the President.

But we are always in complains regarding government's transparency. This is part of, once the civilians have known what is on stake, it can be easy for him to get a mass support in the process of working out the situation. And, with this kind of transparency, it may not be easy for him to engage into corrupt acts because already we know what is on the move and we are able to question him in-case we don't see changes on the situation.

Serikali hii ni serikali fisadi imewekwa mifukoni na mafisadi ndiyo maana hadi hii leo hatuna majibu kuhusu EPA, Meremeta, Kagoda, Dowans n.k.. Hakuna sababu yoyote zaidi inayoifanya Serikali iliyopo madarakani kushindwa kukusanya kodi zaidi ya kwamba Serikali imewekwa mifukoni mwa mafisadi. Watanzania tumeipa support katika kesi mbali mbali za hapo juu ikiwemo wizi wa Kiwira uliofanywa na Mkapa lakini hadi hii leo hakuna hatua zozote za kuridhisha zilizochukuliwa na hii Serikali fisadi.
 
He has acted by publishing the same in the newspaper. Actually he has failed us he was supposed to do more than that.

when you think the one you're fighting with is powerful than you are, and that anything bad (eg.being killed) might happen on the way, the first best thing 2 do is like what Makamba has done.you tell it publicly so that ua rivals shall have no way to punish u. mind you, dealing with with this sector it means u deal with many 'big fishes' even within the govt! or state house! if it happens may be 2day makamba's gone, then the war should turn into between 'them' and the public, of which i believe we will win.

so, plz not gu to complain for what makamba junior's done.
 
Serikali hii haiwezi na haitaweza kukusanya kodi inayotakiwa kwenye haya makampuni ya simu hadi serikali mpya ya chama kingine chochote kitakapoingia madarakani. Nchi hii ni wafanyakazi pekee ndio wanaolipa kodi kihalali.

Kama kweli hayo maneno hapo kwenye red yamesemwa na naibu waziri basi tuna matatizi makubwa. Wengine wanaweza kusema kuwa January Makamba analalamika lakimi mimi nasema huo ni 'umbeya'. Inawezekena huyu ndugu amezoea kuvizia habari na kutoa kwa watu na sasa amejisahau anaendeleza mchezo ule ule. Nitaaeleza;

Telecom sector pamoja na TCRA iko chini ya wizara ya science na technology na kimpangilio wa kazi responsibilities zote za telecom ziko chini ya Naibu waziri. Sasa kama January kama naibu waziri amechunguza kuhusu ukwepaji wa kodi na kupata taarifa, tena anasema "authentic and reliable data" nilitegemea moja kwa moja achukue hatua za kisheria na sio kukimbilia kuandika article kwenye magazeti!

Kelele kuhusu ukwepaji kodi wa haya makampuni ya simu zimedumu sana na hapa jamvini watu wameandika kwa muda mrefu including jinsi makampuni ya simu yanavyolipa kodi kubwa nchi jirani. Hivyo January hana jipya zaid ya kukusanya notes za watu na kuziita article. Anatakiwa/alitakiwa kuchukuwa hatua haraka maana that's what is being paid to do, na kuhakikisha serikali inapata kodi yote iliyokwepwa huko nyuma. yote.

Vodacom hawapo kwenye top 15 tax payers hapa Tanzania for the last 5 years! Vodocom wana customers zaidi ya milion 10, Kenya Safaricom wana wateja around the same figure. Lakini Tanzania watu wanatumia muda mwingi zaidi kwenye simu kuliko Kenya, so why hawapo kwenye top 15 tax payers list?

But we know, kuna unywaji juice wa mara kwa mara hapo Magogoni. Kila leo magogoni wanatembelewa na mkubwa wa vodacom, siku mbili zilizopita ilikuwa ni zamu ya chairman wa Vodacom - Peter Moyo! Wanatafuta nini Ikulu? Na rais anajua kama hawa watu hawalipi kodi?

Pia nategemea January Makamba aanze ku-deal na haya matatizo ya kodi kwa kuhakikisha shareholders hawamuingizi mfukoni kama bado hawajamuingiza. Najua huu ni mtihani maana upo uwezekano wa yeye kukata mkono unaomlisha, lakini hicho ndicho anatakiwa kufanya na sio kutuandikia umbeya kwenye magezeti. Naibu waziri mzima unaambiwa kuna madudu kwenye sector unayosimamia badala ya kuchukuwa maamuzi ya kukomesha tatizo unakimbilia kuandika kwenye magezeti? Hebu turekebishe hili.

Rai yangu ya mwisho. Ningeshukuru kama viongozi wetu (hawa hili kundi la blackberry) wangetambua umuhimu wa kutumia lugha ya taifa - Kiswahili ili kila mwananchi awe sehemu ya maamuzi/uongozi nchi. Inachosha kila siku kuona hawa 'wateule' wanaandika mambo muhimu yanayogusa wananchi wa kawaida lakini wanatumia lugha ya kiingereza! Wanamfurahisha nani?

Accra. The government of Ghana has descended heavily on the telecommunication companies operating in the country. The National Communications Authority (NCA) has slapped a fine totaling GH¢1.2 million on five operating telecommunication companies in the country for providing poor quality services to their clients.

The mobile telephone sector in Ghana is one of the biggest and most important industries in Ghana, with regards to cash flows, consumer spending, capital expenditure, taxes and levels accruing to the public treasury and contribution to gross domestic product (GDP).

Over the three years up to 2010, the industry has generated revenues of roughly GHcl.8bn a year. In 2010, the six telecom companies together made capital expenditure of GHc700m out of the country's gross capital formation of GH¢l0bn.
The taxes and levies paid by those companies, at GH¢600m added up to 10% of government's income of GHc6bn for 2009. All together, the industry contributed GHc900m out of Ghana's GDP of GHc44.8bn.

The mobile telephone industry now employs about 1.5 million people in Ghana either directly or indirectly. All together the industry has some USD5.6bn in investments in Ghana today.

The large cash flows and the sheer visibility of the mobile telephone companies have encouraged the public sector to see it as a major source of revenues and have therefore piled up various forms of taxes. According to Ministry of Finance, currently the companies pay corporate income tax, withholding taxes on dividends, 15 per cent Value Added Tax (VAT) and National Health Insurance Levy (NHIL), additional VAT on management fees and royalties, a six per cent Communications Levy tax on customer charges and interconnectivity, incoming international call tax of $ 0. 06 cents per minute and a NFSL/CIT tax. Added to this; annual regulatory fees paid to the NCA, Indeed government captures 37 per cent of operators' revenue.

The NCA's move to fine the telecom companies, which covered the third quarter of 2011formed part of the National Communication Authority's quest to sanction poor quality service delivery offered to clients of the telecommunication operators and also, to ensure that consumers have value for money.

The key performance indicators used in measuring the attainment of service quality were Call Setup Time; Call Congestion Rate and Call Drop Rate.(Agencies)

Hili la poor qaulity service liko wazi kabisa. Telecom companies wanatafuna pesa, hawataki kuwekeza, matokeo yake traffic inaongezeka lakini system inazidiwa. Sawa na tatizo la foleni dar. ccm inachukua kodi za wananchi lakini hakuna barabara! Nilisoma (sikumbuki lini lakini sio siku nyingi zilizopita) kwamba naibu waziri January Makamba kawaambia TCRA watatue tatizo la simu kukatika mara kwa mara. Aliwapa week 2 nadhani. Lakini kwa mtu mkweli kwa nini kama wizara isite mwongozo kwa makampuni yote kwamba wanatakiwa wawe na vifaa gani.

TCRA ni regulator, sio policy maker, Serikali ndio inatakiwa ije na policy ambayo Telecom companies zinatakiwa zifuate. TCRA watafuatilia kama kila company ina-comply na government policy. Lakini kwenda kichwakichwa kwa TCRA ni kuzunguka mbuyu pengine watu wanakwepa kuongea na shareholders!

Baada ya hapo someni mazungumzo ya juice Magogoni na boss wa Vodacom. Kwa mtindo huo wa kusifiana tutegemee nini?

RAIS Jakaya Kikwete amesema huduma ya utumaji na upokeaji wa fedha kupitia simu za mkononi za Vodacom (M-Pesa), imeleta mabadiliko makubwa katika maisha ya Watanzania ikiwa ni sehemu ya maendeleo makubwa yaliyosababishwa na uwepo wa huduma za mawasiliano nchini.

Alitoa kauli hiyo juzi wakati mwenyekiti wa kundi la makampuni ya Vodacom, Peter Moyo, alipomtembelea Ikulu jijini Dar es Salaam na kufanya naye mazungumzo juu ya azma ya kampuni hiyo katika kuendeleza uwekezaji wake nchini na Afrika kwa ujumla.

"Zamani ilikuwa ni kazi ngumu kusaidiana kwa haraka na uwepesi, lakini leo mtu akikupigia kukulilia shida ni rahisi mno kumsaidia popote alipo, ni kiasi tu cha kukupatia namba yake ya simu ya mkononi ya Vodacom na kwa kupitia huduma ya M-pesa unamsaidia mara moja," alisema.

Aliongeza kuwa, anafurahishwa kuona Vodacom ipo maeneo mengi nchini ingawa mahitaji ya wananchi kwa huduma za mawasiliano bado ni kubwa, na hiyo inaonesha kwa kiwango gani soko la huduma hizo ni kubwa kwa kuwa zinawasaidia katika maisha yao.

"Ninapokuwa katika ziara mikoani, watu huniambia mzee mtandao... mtandao, wakimaanisha huduma za simu za mkononi, wanataka kuunganishwa na ndugu na jamaa zao walio mbali nao kwa urahisi na wakati wowote, hivyo nafurahi kuona Vodacom mmeenea kwa kiwango kukubwa nchini," aliongeza Rais Kikwete.

Naye Moyo, alimhakikishia Rais Kikwete kuwa Vodacom itazidi kuimarisha uwekezaji wake nchini, na kwamba sasa azma kubwa ni kuona teknolojia ya huduma za mawasiliano ya simu za mkononi inatoa mchango zaidi katika sekta mbalimbali, hususani afya, elimu na kilimo.

Hadi sasa kampuni hiyo imewekeza nchini zaidi ya shilingi trilioni moja na faida kurudishwa kupitia huduma za jamii, huku katika mwaka huu wa fedha 2012/13 imetenga sh bilioni 140 kuimarisha mtandao wake, ikiwemo huduma za M-Pesa na upatikanaji wa huduma ili kukidhi na kuendana na kasi ya mahitaji ya wananchi.
