Ugandan immigration officials have raided the premises of a Chinese-owned construction company, arresting 28 Chinese nationals for allegedly living and working illegally in the East African state.
Some of the Chinese nationals locked themselves in their rooms, as they feared being arrested, it added.
About 16 were arrested at the company's main camp in Kyebando village in eastern Uganda while another 22 others were arrested at a quarry, the newspaper reported.
The company, China Railway 18th Bureau Group, has won a contract to build a road of about 100km (62 miles) in the region, according to the report.
The immigration officers were accompanied by colleagues from the Uganda National Roads Authority during the operation.
Chinese firms have become major investors in Africa, but they are often accused of failing to give jobs to locals or of treating them badly.
China says its companies are playing a positive role in Africa, and have helped develop its infrastructure.
