''The mining operations carried out at
Nyabigena and Nyabirama by EAGM/Afrika
Mashariki do not contribute meaningfully
or at all to the local and national economy
of Tanzania. Whereas EAGM/Afrika
Mashariki may have repatriated, and
continue to repatriate, millions of dollars
outside the country in the form of
profits or dividends from exports of the
gold mined at Nyabigena and Nyabirama,
they have contributed only minimally, if
at all, to the national of Tanzaniaandthe
local economy of the two areas and
Tarime District by way of taxes,
employment creation and social services.
Thus by their actions or omission the
parties referred to in herein above
have undermined the national and local poverty alleviation goals''
