    WAKATI Serikali ikiendelea kuomba msaada wa dharura kukabiliana na upungufu wa fedha katika bajeti yake ya 2010/11 uliotokana na upungufu wa mapato, nchi wahisani zinazochangia Bajeti Kuu zimekiri kupokea ombi hilo na kwamba zinatafakari kabla ya kuamua watoe au la.

    Ombi hilo la Serikali ni la pili kufuatia wafadhili kukataa kuchangia Bajeti Kuu ya Serikali mwishoni mwa mwaka jana baada kutoridhika na matumizi ya nyuma.
    Mwaka jana nchi wahisani zilikataa kutoa Sh297 bilioni baada ya kutoridhika na utendaji wa Serikali katika kuharakisha maendeleo, kasi ndogo ya kutoa huduma bora za jamii na kushindwa kusimamia mfumo matumizi ya fedha za umma.

    Akizungumza na Mwananchi Jumapili, Ijumaa wiki hii, Mwenyekiti wa kundi la nchi zinazochangia Bajeti Kuu ya Serikali, Svein Baera, alisema hivi sasa wapo kwenye hatua za mwisho za kukamilisha taarifa ya maamuzi yao.

    "Tulihitaji kupitia kwanza taarifa ya uchumi ya Januari, tayari tumeshafanya hivyo na baada ya wiki chache tutaoa taarifa," alisema Baera ambaye ni Balozi wa Norway nchini.

    Baera alifahamisha kuwa taarifa yao ni ndefu na itatolewa kwa vyombo vya habari muda utakapofika.

    Serikali inakabiliwa na upungufu mkubwa wa fedha kwenye bajeti yake ya mwaka 2010/11 kutokana na makusanyo madogo ya mapato ya ndani na kile kilichodaiwa kuwa ni matumizi mabaya ya fedha za umma
    Katika kujikwamua na hali hiyo, Serikali iliamua kupiga panga bajeti za wizara zote ili kufidia upungufu huo wa Sh670.417 bilioni. Katika kutekeleza hilo kila wizara ilikatwa fedha zake za matumizi ya maendeleo na ya kawaida kulingana na ukubwa (wa kila wizara).

    Kufuatia upungufu huo, Serikali kupitia Wizara ya Fedha na Uchumi ililazimika kuomba msaada wa dharura kwa nchi wahisani. Katibu Mkuu wa Wizara ya Fedha na Uchumi, Ramadhani Khijja, iliandika barua ya kuomba msaada wa dharura kwa nchi mbalimbali zinazosaidia maendeleo ya Tanzania.

    Waziri wa Fedha, Mustafa Mkullo alipotakiwa kuelezea suala hilo hivi karibuni alisema taarifa aliyoitoa Gavana wa Benki Kuu, Profesa Beno Ndulu kuhusu mwenendo wa uchumi Januari mwaka huu inatosha.
    Gavana wa Benki Kuu, Profesa Benno Ndulu alisema hakuna mfumuko wa bei unaoweza kuangusha uchumi wa nchi.

    Ingawa alikiri kwamba kasi ya kukua kwa uchumi ni ndogo, alisisitiza kuwa kwa ujumla nchi inapiga hatua kimaendeleo.

    Profesa Ndulu alisema tatizo lililopo ni watu kusahau walipotoka na kuona kama hakuna juhudi zinazofanyika, huku akitoa mifano ya kukua kwa pato la mtu mmojammoja kutoka Sh200 hadi 300, Sh500 badi 600 na sasa ni Sh1000.

    Akilelezea kuhusu msaada ulioombwa na Serikali ya Tanzania, Balozi Baera alisema: "Nitazungumzia nchi yangu (Norway) kuhusinana na ombilo hilo. Hata hivyo, sisi nchi wahisani, kwa umjoa wetu tuliishatoa kiasi chote tulichopaswa kuchangia katika bajeti hadi kufikia Desemba 2010," alisema.

    Taarifa ya Uchumi Januari 2011
    Hata hivyo, taarifa za Benki Kuu (BoT), kuhusu mapitio ya ukuaji wa uchumi ya Januari bado zinaonyesha kuwa kuna upungufu wa makusanyo ya mapato ya kodi.
    Taarifa hiyo ya Benki Kuu inaonyesha kuwa kwa Desemba 2010, makusanyo ya mapato (mbali na vyanzo vya mapato vya mamlaka za serikali za mitaa) yalikuwa ni Sh 594 bilioni sawa na asilimia 91.1 ya makadirio yaliyowekwa.

    Vile vile mapato yatokanayo na kodi kwa Desemba 2010 yalikuwa ni Sh 564.1 bilioni sawa na asilimia 90.5 ya makadirio yaliyowekwa, huku mapato yasiyotokana na kodi yakizidi kwa asilimia 3.7 ya Sh28.9 bilioni zilizokadiriwa.

    Taarifa hiyo pia inaonyesha kuwa katika nusu ya kwanza ya mwaka wa bajeti 2010/11, makusanyo ya kodi yalifikia Sh2.55 trilioni sawa na asilimia 91.3 ya makadirio yaliyowekwa na makusanyo yasiyotokana na kodi yamefikia Sh157.2 bilioni sawa na asilimia 78.8.

    Matumizi ya Serikali
    Matumizi ya Serikali wakati wa mapitio hayo Januari, zinaonyesha kuwa kulikuwa na matumizi makubwa zaidi kwa asilimia 12.2 ya Sh898.8 bilioni zilizokadiriwa.
    Katika matumizi hayo, fedha zilizokwenda kwenye matumizi ya kawaida ya Serikali ni Sh745.2 bilioni na fedha zilizoenda kwenye miradi ya maendeleo ni Sh 263.1 bn pekee.

    Matumizi hayo yanazidi kuiweka Serikali katika wakati mgumu, kwani hivi karibuni Benki ya Dunia (WB) ilitoa masharti kumi kwa serikali ili iweze kunufaika na misaada ya WB kusaidia ya kupambana na umasikini.

    Baadhi ya masharti hayo yanaitaka Serikali kuhakikisha kwamba inakuwa na miundombinu bora, kuboresha mazingira ya uwekezaji.
    Taarifa WB ilisisitiza kuwa Serikali ya Tanzania inapaswa kuboresha mazingira ya kibiashara na huduma za umma.

    Katika mkutano wa pamoja kati ya WB na Shirika la Fedha la Kimataifa (IMF), uliofanyika mjini Washington, DC, Marekani, Serikali iliagiza kuwepo kwa matumizi mazuri ya rasilimali, kuongeza mapato ya ndani na kupunguza misamaha ya kodi kwa wawekezaji.

    TRA may not net 840bn/- because of power cuts

    MORE than 840bn/- stands not to be collected by Tanzania Revenue Authority (TRA) in the current second half of the fiscal year as the current power outages persist.

    And should the power outages continue in the same period, the Gross Domestic Product (GDP) would drop by five per cent, according to government officials.

    The grim picture was presented to the Parliamentary Energy and Minerals Standing Committee during a public hearing at Karimjee Hall in Dar es Salaam where government technocrats, powerful players in the private sector and the public sought to find a way out of the current power crisis.

    Many at the forum viewed the statistics as the latest indicator on the broader impact of the ongoing power cuts as they initially affected the wananchi at the domestic level but it now threatens TRA with failure to meet revenue collection goals.

    First in line were officials of the TRA who expressed fear of possible failure to collect 30 per cent of the expected revenues under the current state of affairs.

    The TRA Director of Research and Policy, Mr Tonedeus Muganyizi, told participants that the increased effects of power cuts were draining revenues in the country.

    Some discussants at the four-hour hearing commented that such a scenario would force the government and its departments to cut down expenditures if the situation continues.

    Government records show that for the 2010/11 financial year ending within four months, the Taxman should collect 5.6trl/- ,for which a half is 2.8trl/-. But with the current effects of power outages, Mr Muganyizi said, TRA may miss the 2.8trl- by 30 per cent.

    It would be a sharp drop from the first half when revenue collections were about 92 per cent but now faced a likelihood of going to 70 per cent.

    The TRA official used the opportunity to ask players at the political and technocratic level to hastily find an emergency intervention that would redeem the country's economy from the abyss.

    "Let's go for urgent interventions first before we go on to the long term solutions as we cannot afford to backtrack in our economic gains," Mr Muganyizi said.

    From the Ministry of Finance and Economic Affairs, the Deputy Permanent Secretary, Dr Servacius Likwelile, said that such shakes in the economy would cause decrease in personal incomes and lessen spending.

    Calling for measures, he warned that it would most likely cause a drop in the country's Gross Domestic Product (GDP) by five per cent.

    Participants who discussed at the hearing said the effects of the revenue shortfalls into the second half would be felt within government, private sector and household budgets.

    This week, industrialists said 50 factories had either closed or suspended operations due to effects of power outages, also triggered new fears that more workers would lose their jobs.

    But in a move to ensure that such a situation subsides, the Parliamentary Energy and Minerals Standing Committee led by Bumbuli legislator January Makamba has been engaged in a busy week, meeting Tanesco and the Energy ministry decision makers to salvage the country from the crisis.

    on Sunday, the Parliamentary Committee is expected to give a more illuminating picture of their findings during their one week's encounter with players in the power sector and a likely solution for the way forward.

    KH pamoja na ukweli huu wale BoT watakuja na takwimu zao kwamba pamoja na matatizo yote ya kiuchumi Tanzania ikiwemo mgao wa umeme, uchumi wa Tanzania umekuwa kwa 7% .....Yaani wale watu na namba zao za kupikwa ni bomu kweli kweli wamepoteza kabisa credibility waliyokuwa nayo miaka ya nyuma.

    Huo uchumi sijui unakuliaga wapi??? Uchumi unakua wananchi wanaendelea kuwa maskini!!! au ndo unakua kwenye mifuko ya wachache???!!

    KH uchumi huo huwa unakuwa kwenye mifuko ya mafisadi na wawekezaji...wasiokuwemo katika makundi hayo mawili ndiyo wanaendelea kutabika na gharama za juu za makali ya maisha.
