US buyer ready to switch on Dowans

WASHINGTON-based electric company Symbion Power has confirmed conclusion deal to acquire a 120MW power plant owned by Dowans in Tanzania. The founder and Chief Executive Officer (CEO) of the company, Mr Paul Hinks said in Dar es Salaam on Friday that his company had only bought the plant, clearing speculations over the purchase.

"We are not responsible for the liabilities of the Dowans Company which used to own the plant. Our company has tested the plant by using independent engineers and has confirmed it to be in excellent order and able to produce power at short notice," he said.

Symbion has joined forces with ProEnergy Services, also a US- based multinational integrated service provider to the energy sector, which operates and maintains power plants on a global basis. ProEnergy Services has extensive aero-derivative gas turbine operation and maintenance experience and will act as Symbion's technical service partner.

According to CEO, Symbion Power has extensive electrification contracts funded by the US government through the Millennium Challenge Corporation (MCC), the Tanzania Rural Electrification Agency and Tanesco. Symbion's work encompasses the construction of 3000km of overhead power lines and 26 substations across eight regions in Tanzania and Zanzibar, he said.

On the negative publicity that the Dowans carried, Mr Hinks said: "Negotiations with the former owner have been challenging and as a consequence of past reports, we have undertaken extensive due diligence." When asked to comment on tariffs and value of the equipment, the CEO said it was still too early to disclose that, but assured Tanzanians that his company would sell electricity to TANESCO at a very competitive price.

He added that the 120MW expected to be delivered would have a significant impact on the power situation in Tanzania. He said that his company wanted to keep the plant in Tanzania but if Tanesco does not wish to utilize their services, they will have other opportunities for its overseas use since it was a mobile plant. The chairman of Symbion Power Africa, Ambassador (rtd) Joseph Wilson said; "The Symbion Ubungo power plant has been sitting idle for almost three years while Tanzania continues to face extraordinary challenges as a result of a shortage of reliable power generation capacity."

In his message, read by the Economic and Commercial Officer, Ms Emily Shaffer, the ambassador said the move has come at the right time since the power crisis experienced in the country continues to cripple the economy. He praised the role of Private-Public Partnership (PPP) in the development of the country, citing the development as a major breakthrough.

Early this week the government backed negotiations between two energy firms for the purchase of the Dowans power plant and plan to switch it on, as a major contribution to relieving the country's power crisis. The Permanent Secretary in the Ministry of Energy and Minerals , Mr David Jairo told the media that the government will definitely support the initiative.

He said that the government was aware of the ongoing negotiations between US based energy firm, Symbion Power and Dowans Company on the purchase of the power plant, which has been lying idle at the Tanzania Electric Supply Company limited Ubungo compound. The PS was quoted saying that the conclusion of the negotiations would boost government efforts to help Tanzanians resolve the prolonged power crisis.

My name is Paul Hinks. I am the Chief Executive Officer of Symbion Power LLC, a U.S.
power engineering and construction firm that was formed in 2005 specifically to
undertake electrical reconstruction work in Iraq and Afghanistan. I am grateful for your
invitation to appear before this distinguished Commission, and to assist you and your
staff with its important work on Wartime Contracting issues. Your hearing today on the
subject of Subcontractors is aptly titled, "Subcontracting: Who's Minding the Store?" I
am here to share with you my experience and views as both a Prime Contractor and as
a Subcontractor, having managed two different companies in Iraq and Afghanistan since
2003. Because of this, I am presenting this testimony in the first person. Before giving
you my views, I will provide you with a brief background of my experience.
I have spent my entire working life as a contractor. Initially I studied and trained in the
United Kingdom for a state power company. In the early eighties I lived and worked in
Africa where I was responsible for the construction of a large array of projects that
included power plants, transmission and distribution lines and substations. For the past
29 years I have carried out work in developing countries, some of which have been
conflict zones, although many are now stable and secure. These include Zimbabwe,
Mozambique, Angola and Uganda. There was a time 20 years or so ago when building
a project in Mozambique was akin to working in Iraq in the period after 2003. I was in
Uganda during the civil conflict there, hiding under a bed as gun battles raged outside
the house. I lived in East Africa for 10 years, during which I traveled to work in other
African countries in the region. In those days the African National Congress (ANC) of
South Africa built and maintained large camps in Tanzania and Zambia for thousands of
their exiled supporters. I installed power systems to one of those camps. Today the
ANC is the government of South Africa.
In 2003 I went to work in Iraq for the world's largest transmission line company, KEC
International. I worked there full time for almost one year. During that time I was
responsible for the construction of five major 400kV and 132kV transmission line
projects. In all cases we were a Subcontractor to some of the major U.S. Prime
Contractors. In almost all cases we did everything, from the design and engineering to
procurement and installation. We were turnkey Subcontractors with very minimal
management and oversight by the Prime Contractors.

Akifafanua, mwenyekiti huyo ambaye amepata kuwa mwanadiplomasia akiiwakilisha Marekani katika mataifa mbalimbali ya Afrika, Ulaya na Mashariki ya Kati kwenye serikali za marais George W. Bush na kabla ya hapo kwa Bill Clinton alionyesha kushangazwa na kitendo cha mitambo hiyo kukaa katika kipindi cha miaka mitatu wakati nchi ikikabiliwa na tatizo kubwa la nishati ya umeme.
"Mitambo tuliyoinunua iliyoko Ubungo imekaa pasipo kufanya kazi yoyote kwa muda wa miaka mitatu wakati nchi ikikabiliwa na matatizo yasiyo ya kawaida ya ukosefu wa nishati ya umeme…Ninayo furaha kutamka kwamba sasa mitambo hiyo inaweza kuanza upya kuzalisha umeme na nina imani kwamba serikali ya Tanzania itaonyesha utayari kwa kutumia huduma zetu," alisema balozi Wilson.
