ELIGIBILITY
- Candidates must be nationals of an ICGEB Member State and may not apply for fellowships to be undertaken in the country of their origin. Italian/Indian/South African nationals who are resident abroad may apply for fellowships to ICGEB Trieste, New Delhi and Cape Town, respectively, and must provide evidence that they are working/living abroad.
- Applicants should be holders of a recent Ph.D. or have at least 3 years' research experience.
- Preference will be given to candidates below the age of 35.

PERIOD OF SUPPORT
1-2 years. A further extension of up to a maximum of one year, and dependent on performance, age and availability of funds, may be considered.

RETURN GRANT
During the second year the fellow will be assessed and the concession of a "return grant", to be utilized in the fellow's home country, will be considered.

TERMS AND CONDITIONS OF SUPPORT
- Stipends are calculated to cover the cost of normal living expenses for one person at the location of the individual host institute;
- Other training costs include travel to and from the host country and medical health insurance.

International Programs Center AMBASSADOR EDWARD J. PERKINS AFRICA Scholarship 2009

The Ambassador Edward J. Perkins Africa Scholarship was created to facilitate and enhance the development of future leaders who are cognizant of Africa and its importance in matters pertaining to a peaceful coexistence of nations. This endowed scholarship is unique in that it will assist University of Oklahoma students to pursue studies in Africa and for African university students to study at the University of Oklahoma. This fund was established in the memory of the late Marjorie Schenfeld Stewart.

Awards will be given on a competitive basis to qualified undergraduate and graduate students. The amount of each award will be based on factors such as the student's financial need, estimated program related costs such as travel and living expenses, and the number of approved applicants.

Scholarship applicants must meet the following specific criteria:
1. Junior level standing and a minimum one-year of study at OU by the time of participation.
2. Minimum GPA of 3.0 for undergraduates, 3.3 for graduates.
3. Eligible program destinations are limited to Africa for OU students, and limited to OU for students from African universities.


Recipients will be selected through review of this application and the personal essay.

Applicants will be notified of results prior to the end of the spring semester.


Upon program completion, recipients will be interviewed so that their experiences can be shared with other OU students. Program alumni will be invited to assist in various International Programs Center's activities and program promotion.

If for some reason you are unable to complete the program, you will be required to return the full amount of your award to the International Programs Center.

G R A D U A T E F E L L O W S H I P S P R O G R A M
Deadline for fellowships is January 16th of the year in which they will be awarded.

Available Fellowships:
The ISI Richard M. Weaver Fellowship pays tuition at the school attended by the recipient, a stipend of $5,000, and awards $1,000 in ISI Books. More than 400 Weaver graduate fellowships have been granted since the program's inception in 1964.

The ISI Western Civilization Fellowship awards each recipient $20,000 for graduate work related to Western Civilization studies. Two of these graduate fellowships are awarded annually.

The ISI Salvatori Fellowship provides $10,000 to each awardee for graduate work related to the American Founding. Two of these graduate fellowships are awarded annually.

The ISI Bache Renshaw Fellowship awards each recipient $12,000 toward doctoral study in education that will influence the discipline with the ideas, values, and institutions that are fundamental to America's Western tradition.

In addition to the above fellowships for graduate students, ISI awards an undergraduate fellowship each year. Graduating college seniors interested in the William E. Simon Fellowship for Noble Purpose are invited to apply. Application guidelines for the Simon Fellowship are distinct from those requirements listed below for the graduate fellowships.

General Requirements:
In order to qualify for ISI graduate fellowships, applicants must engage in graduate studies for the purpose of teaching at the college level. Those attending pre-professional (medical, law) schools are ineligible. Applicants must be U.S. citizens and college seniors or graduate students who are familiar with ISI's purposes and programs and who receive The Intercollegiate Review. Applicants may apply for more than one fellowship, but an applicant may receive only one ISI fellowship during his academic career.

Berlin-Scholarships by the Foundation "Remembrance, Responsibility and Future"

Announcement 2009/10
For the academic year 2009/2010 Humboldt-Universität zu Berlin once again announces 30 "Berlin Scholarships" with the support of the Foundation "Remembrance, Responsibility and Future".

The Program The international program "Berlin Scholarships" allows students to study for one year at Humboldt-Universität zu Berlin or at one of its partner institutions: Freie Universität Berlin, Technische Universität Berlin, Universität der Künste Berlin, and Fachhochschule für Wirtschaft Berlin. Along with their studies in Berlin the scholarship holders will work in groups together on a project with the topic "Excluded and Persecuted: Finding Responses to the Experiences in 20th Century Europe".

Scholarship holders will have the opportunity to carry out their study proposals by attending courses at one of the five partner institutions in Berlin. International applicants' study proposals should be developed according to their home university's academic requirements. Students born or raised in Germany will simply continue their regular studies in Berlin.

The program begins on September 1, 2009 and ends on July 31, 2010.

Annual Topic

Excluded and Persecuted: Responses to the Experiences in 20th Century Europe

The 20th century was marked by periods of violence and injustice caused by the exclusion and persecution of various political, religious, and ethnical groups. While applicable to dictatorships in other European countries, this is particularly true for the period of National Socialism in Germany during which the domestic process of exclusion and persecution was universalized with the beginning of World War II in 1939.

The project is centered around the question of how we are to deal with this kind of historical injustice today. To what extent do current legislation, educational systems, national or international conventions and acts of public remembering reflect these experiences of tyranny? How relevant are the experiences of the past to anti-discriminatory organization? How do artists reflect historical injustice and what are the conclusions they draw from their work? And which questions still remain unanswered?

The goal of the project is to critically look at historical research, political debates, art and literature to see how much has been learned from the past.


Application Requirements
The program is directed at students from all fields of study, who have a special interest in the history of National Socialism. We strongly encourage descendants of victims of forced labor and other victims of the National Socialist regime to apply. Additionally, applicants should have an excellent student record, a good command of German, and should be involved in societal engagements.

All international students, particularly from Eastern European countries, the CIS states, Israel and the United States may apply. For the first time, the program will also be open to students born or raised in Germany, who are already enrolled at one of the five Berlin partner institutions.

Along with their applications, applications are asked to submit first ideas and suggestions for the project work emphasizing their interest in the annual topic. Projects will be worked on together in small groups. Based on common interests and students' initial ideas, project groups will be defined at the beginning of the semester within the framework of the project seminar.

The Scholarship
The scholarship covers a one-year study enrollment, a monthly stipend of 700 Euros for the duration of 11 months, and an accompanying program of social and cultural activities throughout the year.

International students in addition receive a subsidy towards travel expenses. Also an intensive German language course introducing German culture and society will be held prior to the beginning of the winter semester.

The Foundation "Remembrance, Responsibility and Future" is an expression of the responsibility of the state, industry and society to continue to confront National Socialist injustice and to work for understanding between peoples. The Foundation supports international projects in the following areas: A critical examination of history, Working for democracy and human rights and Humanitarian commitment to the victims of National Socialism. The Foundation was established in 2000 to make payments to former forced labourers. The payments were completed in 2007. The Foundation's capital of EUR 5.2 billion was provided by the German government and German industry.

The Computing Laboratory invites applications for full and partial scholarships for D.Phil. (Doctor of Philosophy) study to commence in October 2009.

The Computing Laboratory is among the world's leading Computer Science departments. It is a centre for research in computer science, numerical analysis, computational biology, quantum computation, computational linguistics, and information systems, supported by £27M of research grants from research councils, EU and industry. Our students obtain an outstanding education in computer science through a variety of undergraduate and graduate programmes, including a part-time, professional programme in software engineering.

The Laboratory's research strength derives from its firm grounding in core Computer Science disciplines, a high degree of mathematical sophistication among its researchers, and its committed engagement with applications and interdisciplinary work. Over the past several years we have significantly broadened the spectrum of computing research in the Laboratory. The intake of graduate students has substantially increased, and we now have over 100 graduate research students.

The scholarships available for full-time D.Phil. study include EPSRC Doctoral Training Awards (DTA), Clarendon scholarships and departmental awards. DTA scholarships are of three and a half years' duration and include college and university fees and maintenance of at least £12,940 per annum. Full DTA awards are available to home students or EU students who studied in the UK for three years previously. Partial (fees only) DTA awards are available to EU students.

Departmental awards are typically partial and carry no nationality restrictions. Clarendon scholarships are for three years, are partial (fees or maintenance) or full and are open to all international (non-UK/non-EU) students. In addition, a broad range of scholarships are available at Oxford, for example Commonwealth, KC Wong and Scatcherd European (nationality and course restrictions apply).

There are three application deadlines, 21 November 2008, 23 January 2009 and 13 March 2009.

Scholarship applications must be received by 23 January 2009 at the latest to be considered for 2009 start. The scholarships are highly competitive. Shortlisted candidates will be interviewed and decisions are expected in March 2009. If additional D.Phil. studentships become available they will be advertised here.

Recently, an interdisciplinary research project was approved by the UNESCO-IHE Partnership Research Fund (UPaRF).

This project will form part of the broader successor programme of SSI, in which the following institutes collaborate: UNESCO-IHE Institute for Water Education (Delft, The Netherlands) , University of Dar Es Salaam, University of KwaZulu Natal, Delft University of Technology, the International Water Management Institute, Sokoine University of Agriculture and the Stockholm Resilience Centre.

Within the current project a PhD positions is available, linked to the themes described below. If successful, the PhD degree will be awarded by Delft University of Technology, the Netherlands.

Project description

The project focuses on the semi-arid areas of sub-Saharan Africa, where 95% of the total agricultural land is used for rainfed agriculture, water availability is scarce and highly variable, and average yields often remain below 1 ton per ha. The resilience of the farming systems is low as well, due the large (and increasing) variability of the hydro-climatic conditions and a limited capacity to adapt. As a result, crop failure is the norm. Water availability is a key entry point to improve crop productivity in these regions (Falkenmark and Rockström, 2004).


The research and outreach programme of "Smallholder systems innovations in integrated watershed management" (SSI-1, 2004-200 thus focused on the identification and application of innovative agricultural water management practices that offer opportunities to increase both food security and safeguard environmental integrity. The impact of these innovations on food production and ecosystems has been studied at field and watershed scale at sites in the Thukela river basin in South Africa and the Pangani river basin in Tanzania.

There is a growing awareness that a real transformation of the countryside will only be possible if innovative soil and water technologies and land and water management practices are adopted, and locally adapted, at a large scale and in combination with increased fertilizer use (see e.g. Rijsberman, 2004; Polak, 2005; Rockström et al., 2007). Only then will rural areas be able to transform from their current position of marginalization and poverty to a motor of socio-economic development (Prahalad, 2004).

Since the conditions under which such a transformation may occur, as well as the potential impacts at different scales, are still ill-understood, a new project will focus on the socio-economic and bio-physical conditions and impacts of upscaling these innovations. This new project (SSI-2, 2008-2012) will take note of some new drivers that influence the opportunities for agricultural innovation and rural socio-economic transformation: increasing food prices, increased access to information in the rural countryside, climate change impacts, and the limited access of farmers to energy sources in the face of an increasing global demand for biofuels (e.g., de Wit and Stankiewics, 2006; Uhlenbrook, 2007). The two PhD research projects form part of the broader SSI-2 programme.

PhD Project 1: Water processes at different spatial scales
This research theme addresses the hydrological implications for up-scaling land and water system innovations. The objective is to gain better understanding of the interactions between processes linking local and larger scales.


The analysis focuses on how the dominant hydrological processes may change at different spatial scales. The research builds on the understanding of the hydrological processes gained during SSI-1, with a stronger emphasis on groundwater- surface water interactions and potential implications of/for land management changes.

It is hypothesised that surface-groundwater interactions are critical to the impacts of water system innovations, and that it impacts vary with scale and different physiographic characteristics.

This hypothesis will be verified in the field and the results used for predictive modelling to determine impacts of up-scaled use of WSIs on water quantity and quality for downstream users under different scenarios. The surface-groundwater interactions (including wetlands) are also crucial for the hydrological variability and water resources availability at different scales and, consequently, for the provision of ecosystem services.

Research question: What are the hydrological impacts of small scale farming activities, incl. water system innovations, across different scales? Particular attention will be paid to different types of rainwater harvesting, supplementary irrigation and full scale irrigation.

Methodology: Understanding the hydrological impacts of small scale farming activities across different scales, requires the understanding of the hydrological processes at these scales. This research will take up the small scale hydrological understanding (project 3.1) and investigate the large scale (500-5,000-45, 000 km2) hydrological processes through the use of remote sensing data combined with field observations (incl. hydro-chemical and tracers studies). Of particular interest is the groundwater surface water interaction (incl. generation of wetlands) and the impact of this on the downstream water availability (PBWO, 2006). A process-based distributed hydrological model will be developed to investigate different scenarios of uptake and extent of the small scale farming activities.

This study will be supervised by Prof. Dr. Stefan Uhlenbrook, Dr. Jan Willem Foppen, Dr Shreedhar Maskey (UNESCO-IHE) , Dr. T.A. Kimaro (UDSM).

The following applies to the position:
- All topics will be carried out in a so-called sandwich construction with different phases at UNESCO-IHE in the Netherlands and field research in Tanzania (with regular contacts with Tanzanian and Dutch supervisors).
- PhD positions are funded with a fellowship for which NUFFIC regulations apply.
- Starting date: April 1, 2009 for 4 years.
- Qualifications: M.Sc. degree (average mark: 80% or above) in a discipline relevant to the topic, e.g. environmental engineering, socio-economics of the water sector, hydrology and water resources.
- The applicants must demonstrate a strong interest and experience in conducting interdisciplinary research.
- The applicant should be willing to co-operated with other researchers in the SSI-2 programme
- The applicants should be willing to co-supervise MSc research projects.
- The applicants must be fluent in English.
- Preferred country of citizenship of the applicants is Tanzania.
- Age: 40 years and below.
- Work experience in relevant fields of studies is desirable.

1. Qualifications
Prospective applicant must meet the following qualification criteria :
(1) Applicants should be a citizen of the country to which this scholarship program is offered. (including applicant`s parents). Applicants should not be a holder of Korean citizenship.
(2) Applicants should be under 25 years of age as of March 1, 2009.
(3) Have an adequate health, both physically and mentally. Persons who are pregnant or having severe illness may not apply.
(4) Have finished or be scheduled to finish formal education of elementary, middle, high school outside of Korea as of March 1, 2009.
(5) Possess a grade point average (G.P.A.) above 80% from the last educational institution attended or have earned top 10% of G.P.A. among classmates.
(6) Not at any time have received a Korean government scholarship for his/her undergraduate study before.
(7) Not have enrolled in an undergraduate course in Korea before.

2. Scholarship Payment
(1) Scholarship Period:
1 year of Korean language course and 4 years of undergraduate degree Course

(2) Scholarship Benefits
Airplane ticket or airfare: The grantees will receive an airplane ticket or be paid an economy class airfare of the shortest route between their country and Korea when they come to Korea, and, thereafter, when the grantees leave Korea after the completion of their study.

NIIED does not compensate fees for the domestic travel both in the grantee's country and Korea.

Airfare for entry into Korea will not be provided to a grantee who already arrived and has been staying in Korea as of the confirmation date of selection of scholarship students.

Monthly Allowance : 800,000 won per month

Tuitions (an entrance fee and a registration fee) : The full entrance fee are exempted by the host institution. The full tuition is exempted by NIIED.

Settlement Allowance : 200,000 won upon arrival

Repatriation Allowance : 100,000 won upon completion of studies

Korean Language Training Expenses : The full costs up to 1 year (NIIED pays directly to the entrusted language training institution)

Medical Insurance: The grantees will be provided with health insurance during the period of their study program in Korea for major accidents and illnesses. (The medical fee will be reimbursed through the insurance company to the grantee after he/she pays first)

NIIED does not compensate fees for insurance of traveling to and from Korea.

Any grantee who gives up one`s study during the scholarship period will not receive airfare and allowance for repatriation except for the cases approved by NIIED such as severance of diplomatic relations, war or other natural disasters.

Any grantee who quits the program in 3 months after one`s entrance into Korea, should refund all scholarship fees(The airfare of arriving Korea, settlement allowance, monthly allowance, Korean language training expenses, etc.).

The Sawiris Scholarships promote doctoral research for the benefit of developing countries. The projects have to be innovative and develop a method or product, which is directly relevant for improving the livelihoods of poor people in developing countries.

The application procedure varies depending on the relationship that the doctoral candidate has with the ETH Zurich.

Criteria for candidates without link to the ETH Zurich


Eligibility
To be admitted to the selection process, the application has to fulfil the following requirements:


The candidate

The research project

  • The proposal is of high scientific quality.
  • The research topic is innovative and relevant for development.
  • The ecological, socio-economic and cultural context has been taken into account.
  • Reasonable results can be expected in the given timeframe.
  • The expected impact of the research is high for the intended target group.
The partnership

  • Projects involving a research partner from a developing country have to be based on the KFPE principles.
  • All partners have been involved in project formulation and development.
  • All partners make a substantial in-kind or cash commitment.
  • The project is integrated into the general activities of the involved institutions.
  • Preference will be given to projects with partners in least developed countries and other low-income countries according to the OECD classification.
Application procedure
For candidates who do not yet have a supervisor at the ETH Zurich the application procedure consists of two steps.

First step – The candidate has to submit a concept note (details see below) to the North-South Centre. The deadline for submitting concept notes is June 30. In case that a suitable supervisor at the ETH Zurich can be identified and that he/she is ready to accept the candidate as a doctoral student, the supervisor can submit the full proposal.
Second step – Full proposals can be submitted to the North-South Centre by the supervising ETH professor once a year. The deadline is February 15 of the subsequent year.


Concept note

  • The proposed research has to be concerned with the development of a method or product, which is directly relevant to poor people in developing countries.
  • The research topic has to be within the thematic scope of ETH Zurich.
  • A potential research group at the ETH Zurich, where the proposed research could be embedded, has to be identified.
  • The CV of the candidate and three references have to be provided.
  • The research outline should not exceed 3000 characters (with spaces).
  • Relevant own publications or relevant earlier activities by the candidate should be indicated.
Full proposal
A scholarship of CHF 150’000 can be granted per proposal for a period of three years. The application in electronic form has to be submitted by the professor of the ETH Zurich who has accepted to supervise the candidate. The proposal of maximum 15 pages has to include the following information:

  • Cover page including executive summary
  • Clearly defined and justified objectives
  • Problem definition, state of research (own and others) and references (to be included into appendix)
  • Project description, hypotheses, innovativeness of the research, research methodology, and corresponding logical framework matrix.
  • Description of the institutional framework and partnership, explaining the contribution of all involved partners (if applicable)
  • Supervision and backstopping
  • Work plan with milestones
  • Critical assessment of chances and risks
  • Expected results and strategy for their implementation (method or product to be developed and its relevance to end users)
  • Detailed budget for each year of the scholarship, differentiating all funding sources including those of the ETH chair and partner contributions (financial or in-kind)
Appendix

  • Letters of support from all involved partner institutions
  • Motivation letter with career intentions of the candidate
  • CV of the candidate with references
  • List of 5 independent reviewers
  • Personal references
Selection procedure and reporting

  • The proposals will first be reviewed by independent scientists of the relevant field and then evaluated by the expanded subcommittee grants of the North-South Centre as specified in the contract with the Sawiris Foundation.
  • The candidates of all accepted projects will be informed about the contractual requirements and reporting procedures (technical and financial).
 
Under the Commonwealth Scholarship and Fellowship Plan, the Commonwealth Scholarship Commission in the United Kingdom is inviting Malta to nominate a number of candidates who are interested to pursue:

  • 12 - 36 months of either a full time taught or a doctoral post graduate qualification
  • 12 months' non-degree study in the UK on a Split-Site basis to aid the completion of a doctoral degree undertaken at a University in the home country.
1. Among the conditions emphasised by the United Kingdom Scholarship Commission, candidates should:
a. hold, by 1st October 2009, a first degree of upper second class Honours standard (or above) or a second class degree and a relevant postgraduate qualification, which will normally be a Master's degree
b. be available to commence their academic studies in the United Kingdom by the start of the U.K. academic year in September/October 2009.

2. Awards are tenable at UK participating institutions, which can be viewed on the website of the Ministry of Education, Culture, Youth and Sport, (www.education.gov.mt). Candidates are expected to state their preferred institution on the application form, but the final decision on host institution will be made by the Commonwealth Scholarship Commission in the United Kingdom. In recent years, placement of successful candidates has sometimes been delayed by the process of gaining admission to their host university. For this reason, it is strongly advisable that candidates submit independent applications directly to their preferred institutions. Where offers of admission have been obtained, these should be included with the application.

3. Each applicant must submit 6 (1 original and 5 copies) complete applications, accompanied by:
a. six copies (1 original and 5 copies) of the University/College transcript(s) and certificate(s), certified by the awarding body
b. one certified copy of birth certificate attached to the first (original) application
c. certificate of English language proficiency
d. six copies (1 original and 5 copies) of University Admission Letter
e. six copies (1 original and 5 copies) of Letter of Acceptance from UK supervisor (for Split-Site applicants).

4. Applications submitted without the complete documentation will not be eligible for consideration.

5. All awards must be tenable on a full-time basis.

The main selection criteria are the academic merit of the candidate, the quality of proposal and the potential of the candidate to lead in the pursuit of global excellence in research and knowledge.

Candidates nominated by Malta are not in any way guaranteed selection or placement.

The Program on Conflict Analysis and Resolution at Sabanci University in Istanbul, Turkey is accepting applications for the 2009 - 10 academic year. The CAR program is the only Master's program of its kind in Southeastern Europe, taking a regional lead in training a new cadre of conflict resolution specialist and peacemakers from Turkey and countries around the world.

The M.A. program in Conflict Analysis and Resolution gives students skills to analyze and understand conflict at inter-personal, inter-group and international levels. The University of Trento (Italy), the RWTH Aachen University (Germany), and the University of Edinburgh (Scotland) offer a two year (120 ECTS credits) Joint Master’s Programme, named European Master in Informatics (EuMI). The objective of the Master’s Programme is to educate professionals who will understand advanced techniques, tools, and methodologies in the field of Computer Science, and who will be able to put this knowledge to practice in the key application domains of Net-Centric/Media Informatics, Life Science Informatics, and Embedded Systems Informatics. Scholarships non-EU Students
For the academic year 2009/2010, a number of scholarships will be offered for students who are residents of countries outside the European Union, the European Economic Area / European Free Trade Association (Iceland, Liechtenstein, Norway) and the candidate countries for accession to the European Union (Croatia and Turkey). The amount of the scholarship is € 21.000 per year.

These scholarships are funded by the European Commission within the Erasmus Mundus programme and will be assigned according to the requirements and constraints of this programme, as defined in the Erasmus Mundus programme.

Scholarships EU Students
In addition, a number of scholarships will be assigned to students resident in European Union countries. The amount of the scholarship is about € 3.500 per year.

Further scholarships and tuition waiver may be made available depending on the financial sources available at the time of students’ selection.

Tuition fees
The tuition fees for academic year 2009-2010 are € 6.500. The tuition fee may be waived in part or in total depending on the financial sources available at the moment of the selection. Applications are invited for a 4-year half-time Ph.D. position in the field of visual word recognition and/or reading acquisition at the German Department at Ghent University (salary 28.400 Euro per year).

The successful candidate will work in the project “Interactions of phonology and orthography in German visual word recognition” funded by the Flemish FWO. In this project, we are investigating the interaction of phonology and orthography in beginning readers of German and how this interaction develops over time as reading proficiency grows. The relevant data will be collected in Germany (Cologne, Bonn, and Bielefeld).

The successful candidate will plan and conduct psycholinguistic experiments (reaction-time, eye-tracking) and analyse data. S/he will write a Ph.D. thesis on a topic related to this research at Ghent University.

Profile of the candidate:
- Master’s or equivalent degree in linguistics (i.e. e.g. General Linguistics,
German Linguistics, Psycholinguistics, or Clinical Linguistics),
- Background in experimental psycholinguistics and statistical data analysis,

The annual Jay Kennedy Scholarship, in memory of the late King Features editor, was funded by an initial $100,000 grant from the Hearst Foundation/King Features Syndicate and additional generous donations from Jerry Scott, Jim Borgman, Patrick McDonnell and many other prominent cartoonists. Submissions are adjudicated by a panel of top cartoonists and an award is given to the best college cartoonist. The recipient is feted at the annual NCS Reuben Awards Convention attended by many of the world's leading cartoonists.

Applicants must be college students in the United States, Canada or Mexico that will be in their Junior or Senior year of college during the 2009-2010 academic year. Applicants DO NOT have to be art majors to be eligible for this scholarship.

Along with a completed entry form, applicants are required to send 5 samples of their own cartooning artwork; noting if and where the work has been published (either print or web).Please send copies. DO NOT send original artwork.
