Mjadala: Gharama na njia nafuu za kujenga nyumba ya kuishi Tanzania

1. KIBALI CHA UJENZI
Kulingana na sheria ya ujenzi wa majengo Mijini si ruhusa kwa mtu yeyote kujenga au
kuanza kujenga jengo bila ya:-
(i) Kutuma maombi kwa mamlaka ya mji
(ii) Kuwasilisha michoro ya jengo na kumbukumbu husika
(iii) Kupata kibali kwa maandishi kinachoitwa "Kibali Cha ujenzi"
2. KIBALI CHA AWALI (Planning consent)
Inashauriwa kupata kibali cha awali kabla ya kuomba kibali cha ujenzi. Hivyo
muendelezaji anatakiwa aandae mchoro wa awali (Outland plan) kwa utaratibu
unaotakiwa ukionyesha aina ya ujenzi atakaokusudia kufanya ili aweze kupata ridhaa
ya kuendelea na hatua za kuandaa michoro ya mwisho.
Faida:
• Kuokoa muda wa gharama iwapo michoro ya mwisho itaonekana kuwa
dosari za kitaalam ambazo zitahitaji
• kufanyiwa marekebisho Kuwa na uhakika kuhusu mahitaji muhimu ya
kuzingatiwa wakati michoro inaandaliwa
JINSI YA KUWASILISHA MAOMBI YA KIBALI CHA UJENZI
Baada ya michoro kukamilika, iwasilishwe ikiwa kwenye majalada kwa namna
ambayo inaweza kufunguliwa na kusomeka . Michoro hiyo iwasilishwe ifuatavyo:-
• Seti tatu za michoro ya jengo (Archectural drawing)
• Seti mbili za michoro ya vyuma (structural drawings) kwa michoro ya ghorofa
4. MICHORO ILIYOANDALIWA IONYESHE NINI
Michoro itakayoandaliwa inatakiwa ionyeshe mambo yafuatayo:-
• Namna jengo litakavyokuwa (plans sections, elevation, foundation and roof
plan)
• Namba na eneo la kiwanja kilipo
• Jina la mmilikaji ardhi inayohusika
• Jina la mchoraji, ujunzi na anwani
• Ukubwa wa jengo kwa mita za mraba
• Ujazo wa kiwanja (Plot coverage)
• Uwiano (Plot ratio)
• Matumizi yanayokusudiwa
• Idadi ya maegesho yatakayokuwepo
• Umbali wa jengo kutoka kwenye mipaka ya kiwanja (setbacks)
• Mfumo wa kutoa maji taka hadi kwenye mashimo
5. VIAMBATANISHO
• Fomu za maombi zilizojazwa kwa usahihi
• Hati ya mmiliki wa kiwanja au barua ya toleo
• Kumbumbuku nyingine zinazohusu kiwanja hicho kama hati za mauzo,
makabidhiano n.k
• Nakala za risiti ya kodi ya kiwanja na kodi ya majengo
• Mabadiliko ya matumizi ya ardhi
6. HATUA ZINAZOFUATWA KATIKA KUSHUGHULIKIA MAOMBI YA KIBALI
Zifuatazo ni hatua zinazofuatwa wakati wa kuchunguza michoro hiyo:-
• Uhakiki wa miliki
• Kukaguliwa usanifu wa michoro
• Kukagua kiwanja kinachokusudiwa kuendelezwa
• Uchunguzi wa matumizi ya jengo na uwiano
• Uchunguzi wa maofisa wa afya
• Uchunguzi wa mipango ya uondoaji maji taka
• Uchunguzi wa tahadhali za moto
• Uchunguzi wa uimara wa jingo
• Kuwasilishwa kwenye kikao cha Mipangomiji na Mazingira baada ya
kukamilisha taratibu zote
• Hatimaye kuandika na kutoa kibali
7. TARATIBU ZA KUFUATA BAADA YA KUPATA KIBALI CHA UJENZI
Kwa mujibu wa sheria ya ujenzi mijini ujenzi wowowe ambao
umepata kibali unapaswa kukaguliwa kwa kila hatua ya ujenzi. Baada ya kupata
kibali cha ujenzi mambo yafuatayo
yanapaswa kufanyika:-
1 Kutoa notisi ya masaa 48 kabla ya kuanza ujenzi. Fomu ya notisi hii
utapatiwa unapokabidhiwa kibali cha ujenzi
2. Kujaza fomu ya ukaguzi na kuwasilisha kwenye ofisi ya ujenzi ili hatua hiyo ya
ujenzi unayotaka kufanya ikaguliwe
3. Utapatiwa "Certificate of Occupation" baada ya ujenzi wako kukamilika
iwapo tu hatua muhimu za ujenzi zimekaguliwa
8. FAIDA ZA KUJENGA NYUMBA IKIWA NA KIBALI CHA UJENZI
1 Kuishi kwenye nyumba ambayo imethibitishwa kitaalamu kuwa ni salama
2. Kuwa na mazingira bora kwa kuwa na mji uliopangwa
3. Kuepuka hasara na usumbufu unaoweza kutokea iwapo ujenzi umefanyika
bila kibali ikiwa pamoja na kushitakiwa mahakamani, kuvunjiwa na kulipa
gharama za uvunjaji
 
Jamani nilikuwa nafanya design ya low cost house kigorofa kimoja.
Na baadae nikakaa na engineer then qs.
Hivyo tukawa timu kamili ya mimi architect, structural engineer na quantity surveyor.
Tumekuja na design ya gorofa moja yenye vyumba 4, sitting, dining ndogo na jiko kwa tsh 65 million.

Pili, hilo ghorofa lenu halina structural elements kama columns, slab na beams? If yes, then 64m yaweza kuwa sahihi...
 
Asee hivi inakuwaje kwa sisi wakazi wa kigamboni kwani kuna jamaa wengi tu wamejenga bila kibali na ukizanagatia zoezi la serikali kusitisha muendelezo wowote katika aridhi za kigamboni na mjimwema je watawavunjia nyumba wananchi waliojenga kwenye mashamba yao
 
Huu mjadala ulinifanya niiboreshe spreadsheet yangu (MS Excel) ambayo huwa inanisaidia kupata makadirio ya gharama za ujenzi wa kujitegemea na mafundi wa mtaani. Kwa msaada wenu nitaendelea kuiboresha.

mkuu, unajaribu kutuaminisha kwamba wewe sio muelewa wa mambo,..yaani uko kwenye field ya ujenzi kwa muda lakini bado hujui BOQ ni nini??? hujui umuhimu wa BOQ pia...thats what you are trying to make us believe..

for your information, ma QS wengi hapa bongo hawatumii software za estimation au quantity surveying, coz ni expensive na sometimes sio accurate.... EXCEL ndo mpango mzimaaaaa.... sasa sijui unataka kumaanisha nini??


Mkuu, heshimu kazi na fani za watu..
umepima nakukuta hizo variations kwenye quantities??? kwa mfano, kwenye BOQ kuna cumic metre ya concrete 50(estimates), lakini baada yakujenga ukapima ukakuta ni cubic metre 20(actual)?? definately not.... vaariations utazipata kwenye rates...why??? rates zinatofautiana from one contractor to another....
A unit rate comprises the following,but not limited to,
  • cost of the materials, eg concrete
  • wastage/shrinkage
  • labour
  • plants and machinery
  • associated taxes (VAT)
  • contractors profits and overheads
with all this, you still hope to see the price of cement in the BOQ will be same as that from your neighbour's shop????

Mil 64 sio ya kuiamini sana kwamba itatosha,cha muhimu anatakiwa ahakikishe huo ujenzi anasimamia mwemwewe.
 
Kwa hiyo my country house of 372 sqm = 372*500,000 = $166,000,000??? huo ni utani wa hali ya juu

Mimi ni mpya hapa na ninahitaji msaada wenu. Nina Sh 28m na nataka kujenga nyumba Kibada Kigamboni. Kiwanja kipo, plan ya nyumba ninayo.
Ukubwa wa nyumba ni 120 sqm
Vyumba vya kulala: 3
Public toilet: 1
Bathroom for inmates: 1
Dining, sitting room and jiko pamoja: 1
Paa: ningependa iwe ya ubora mzuri ingawa pia sijui ni mabati ya aina gani.


Je, hii fedha itakidhi mahitaji ya kusimamisha hii nyumba?

Umefikia wapi kiongozi? Ushaanza ujenzi?

Asante mkuu kwa utaalamu wako labda nijuze pia nyumba ya vyumba 3 with single self. 1 indoor toilet, sitting room jiko itahitaji tofali ngapi za hydroform
 
Sijaanza process kabisa mkuu i just have a plot 1200 square metres na some cash 10m, process nyingi zitaanza june when will have 20m by then.

Good, good. Is your plot far away from the city? I mean Dar es salaam? How about we put that 10m to good use as you collect more 20m? You know, I dont run out of options....so this is what i think.
I can recommend to you a contractor who can build for you a small house( one bedroom, sitting room, kitchen, public toilet) for 10m, as seen from the attachment.
This is what you do. You take a portion of your plot, built this small but beautiful house for 10m, and rent it. ( not less than 200000/- per month).
Then the 10m you will collect the following year, you do the same on the same plot...
Once you have three or four of those, you will have made a good investment, that will improve your cashflow. The money you collect as rent, plus your other sources will build you a bigger and better house than what you have been thinking of building...!!
