The Shadow Cabinet is a senior group of opposition spokespeople in the system of government who together under the leadership of the Leader of the Opposition form an alternative cabinet to the government's, whose members shadow or mark each individual member of the government. Members of a shadow cabinet are often but not always appointed to a Cabinet post if and when their party gets into government. It is the Shadow Cabinet's responsibility to pass criticism on the current government and its respective legislation, as well as offering alternative policies.
You have answered your question, now you know that shadow ministry is part and parcel of the government as you and I.
Mbowe can do better in pushing the wheel of development by being in the shadow, that is his capacity for now. You do not tell what you will do when even the elections are not I sight, what he should be doing now is work on his capacity as shadow government and not campaign for elections. That is what he is paid for for now. We do not pay him to campaign as yet and we have not yet approved the campaign budget, but we have approved his current expenditures as opposition leader to work on shadowing the ministries he is paid for.
