Mabenki na mikopo ya biashara kwa graduates

    Thread hii ni summary ya makala ambayo niliitoa kwenye gazeti la Rai wiki kadhaa zilizopita. Aidha, makala hiyo ilikuwa ni matokeo ya informal survey ambayo nilipata kuifanya siku za nyuma.

    Kwa kifupi, katika utafiti huo usio rasmi nilitaka kufahamu graduates wa hapa Tanzania wanavipa thamani gani vyeti vyao vya taaluma. Hivyo, moja ya maswali ambayo nilikuwa nawauliza wadau, ni kiasi gani cha fedha ambacho wangekuwa tayari kulipwa ili kuviuza vyeti vyao permanently!

    Katika utafiti huo, hakuna hata mmoja ambae alitaja fedha chini ya TZS 50 million!! Hapo, ndipo nilipokuja kubaini kwamba kumbe graduates wetu hapa TZ wanavipa thamani kubwa sana vyeti vyao! Hata hivyo, bado thamani hiyo inaelekea haijaonekana na mabenki yetu!

    Miezi michache baadae(tangu nilipofanya hiyo informal survey) nikahudhuria on job training wakati nikiwa kibarua wa benki moja nchini. Katika training hiyo, trainees wengi walikuwa ni wale ambao walikuwa waajiriwa wa benki chini ya mwaka mmoja.

    Wakati huo, mimi nilikuwa na experience ya miaka 3. Trainees wenzangu hawa walikuwa na malalamiko dhidi ya mwajiri kwamba (mwajiri) alikuwa na ubaguzi katika utoaji wa mikopo kwa wafanyakazi wake (bank staff). Kwa ufupi, waajiriwa wa benki ambao walikuwa ndani ya ajira chini ya miaka mitatu walikuwa na unfavourable terms ambazo majority (Tellers + Loan Officers) zisingewawezesha kupata mkopo hata wa TZS 2million!

    Hata hivyo, niliwahabarisha wenzangu hao kisa cha mwajiri kuwa na double standards kwa wafanyakazi wake mwenyewe. Kwamba, staff wengi walikuwa wanachukua mikopo na kuingia mitini na hatimae kuwa ni loss ya benk! Na kwavile staff hao wanakuwa wamekaa kwenye ajira kwa muda mfupi, basi hata benefits zao za PPF zisingeweza kufidia mikopo hiyo.

    Hivyo, nikawaambia wazi kwamba, hata wakikutana na mwajiri na kutoa malalamiko yao hilo ndio jibu watakalopewa na hivyo nikawapa changamoto ya kuanza kwanza kutafuta jibu la ku-defend dhidi ya hoja ya mwajiri. Isingeingia akilini kusema "hivi sasa tutakaochukua mkopo hatutaacha kazi!" Hiyo ingekuwa ni hoja dhaifu kwa vigezo vyovyote vile!
    Wote, hawakuwa na jibu la kuridhisha!

    Hapo nikawauliza, wanaonaje wakimweleza mwajiri kwamba wapo tayari kuweka Original Academic Certificates kama hati ya dhamana kwa mikopo watakayochukua! Hapo mjadala ulikuwa mkali huku kila mmoja akiona ugumu wa kuweka cheti chake kama hati ya dhamana......bila shaka ni kwavile, kwao cheti ni kitu muhimu sana!

    Hapa tena, ndipo nikaja kuona thamani ya vyeti vyetu; thamani ambayo bado haijaonekana na mabenki yetu!
    Hapo ndipo nikaja kujiuliza, hivi thamani iliyo bora kwa benki ni ipi!!! Hakuna shaka yoyote kwamba wengi wetu (including bankers) tunaamini dhamana iliyo bora kwa benki ni ile inayouzika kirahisi!

    But the question follows; what will happen pale benki itakapokuwa na dhamana (say, nyumba) kadhaa za wateja ambao wameshindwa kulipa mikopo yao?! Bila shaka, kitakachotokea ni kile kilichotokea America na kusababisha msukosuko wa uchumi duniani. Mabenki yalikuwa na nyumba kadhaa za wateja walioshindwa kulipa mikopo yao na kusababisha thamani ya nyumba kwenda chini na hatimae mabenki kupata hasara!

    Hivyo basi, ukichunguza kwa makini, utagundua kwamba dhamana iliyo bora siyo tu ile ambayo inauzika kirahisi (easily sold), bali pia ile ambayo mkopaji hatakuwa tayari kuipoteza kirahisi huku umuhimu wa vigezo hivyo viwli ukiwa almost the same! Therefore, kwa msomi, hususani yule ambae hana tangible asset (collateral), bila shaka kitu pekee ambacho hatakuwa tayari kukipoteza kirahisi ni cheti chake (ACADEMIC CERTIFICATE).

    Huyu, ukimpa mkopo wakati hati ya dhamana aliyoiweka ni cheti cake, basi bila shaka atakuwa makini kwenye mkopo aliouchukua ili aweze kuurudisha. Kama hivyo ndivyo, ni kwanini basi mabenki yasifanye tathimini ya kina kuangalia uwezekano wa kutumia Academic Certificates kama hati za dhamana?!

    Is it worthless?! I don't think so! Ni kweli kwamba Academic Certificates has no market value (haviuziki) in case mkopaji akishindwa kulipa mkopo, lakini tusisahau vilevile kwamba hii ni dhamana ambayo mwenye nayo hatakuwa tayari kuipoteza kirahisi. ACADEMIC CERTIFICATE ndiyo maisha yenyewe kwa msomi!

    Kutokana na ukweli huo, ningependa kutoa changamoto kwa mabenki ya biashara pamoja na serikali (decision makers) kuangalia ni namna gani jambo hilo linaweza kutekelezeka in a WIN-WIN situation! By the way, huu ni wakati wa mabenki kuacha ku-rely in traditional banking practices!

    Dunia ina-change very fast huku sekta hiyo (banking sector) ikiwa inatishiwa na changamoto nyingi zinazotokana na maendeleo ya sekta ya teknolojia ya mawasiliano. Ingawaje Tigo Pesa na M-Pesa imeanza miaka michache tu iliyopita, lakini tayari idadi ya wateja wake ipo almost the same as wale walio kwenye traditional banking sector iliyopo zaidi ya miaka 50 iliyopita! Tayari, upande wa deposits kwa mabenki umeshatikiswa na uwepo wa mobile banking! Sooner or later, mabenki yatarajie kutikiswa upande wa mikopo....!!

    Tayari, kampuni za simu zinakopesha wateja wake muda wa maongezi, hivyo muda si mrefu utakuja kusikia wanaanza kutoa mikopo midogomidogo! Hili linawezekana kabisa....let's wait and see; time will tell. Na hilo likitokea, utakuwa ni mtikisiko mwingine kwa mabenki, husani yale ambayo ni purely, retail banks.

    Sasa, ni kwanini basi mabenki yetu yasiwe creative enough na kuangalia other options?! Suala la kutumia ACADEMIC CERTIFICATES kama hati ya dhamana, linawezekana; kinachohitajika ni mipango tu. Binafsi, nina mawazo yangu katika hili. Hivyo, ni wakati wa wadau kutoa mchango wao ni namna gani wanadhani jambo hili linaweza kufanyika very succesful.

    Hili likiwezekana, litakuwa limesaidia sana kwenye uchumi wetu. Kwanza, mabenki watakuwa na portifolio za wateja wasomi wenye ufahamu mkubwa....kwa kawaida watu wa aina hii wanakuwa motivated na expansionsm. Hii ni opportunity kwa mabenki! Kwa upande wa serikali, hii itasaidia sana kupunguza tatizo la ajira nchini.

    Sina shaka wasomi wengi wana viable business ideas lakini wanashindwa kuzitekeleza kwa ajili ya ukosefu wa mtaji! Sio siri, endapo hata yale mabilioni ya JK yangetumika kudhamini program kama hizi basi bila shaka productivity yake ingekuwa kubwa zaidi kuliko ilivyokuwa. Na overall outcome ya hii kitu ni kuongezeka kwa uwekezaji toka kwa wazalendo!

    neno dhamana unalirudia rudia katika mada yako lakini nahisi unaficha maana yake halisi, je Academic certificate ina actual value?nini maana ya asset, nini maana ya security?je mkopaji aki default how can you recover the liability from an Academic certificate?, mkuu kumbuka original academic certificate is not an issue, a CV sells the job seeker that means unaweza kuajiriwa mahali popote pasipo hitaji ku verify originals plus most important in recruitment is capability in job responsibilities

    Hoja yako ni nzuri na inaeleweka. Nimewahi kuisikia hata kule bungeni wakati huo ikiwasilishwa na Mh. Zitto.

    Lakin ni vizuri kuchukua tahadhari zote kabla ya kuroll out product kama hii. Kama alivyobainisha mkuu LAT, ni vizuri kuangalia namna unavyoweza kurecover huo mkopo pale wakopaji wanapodefault (ndio maana bank zinahitaji collateral zinazouzika kirahisi).

    Nionavyo mimi, kama serikali itakuwa sikivu, labda watoe guarantee ya 50% kama ilivyokuwa kwenye ile progam ya SME Credit Guarantee Scheme. Halaf mkopaji ajidhamin kwa 50% na hiyo certificate iwe ni kama supporting collateral tu. Taasisi za kifedha zinaweza kufanya disbursement kwa installment ili kuwa na close supervision, halafu vile vitendea kazi vitakavyonunuliwa ndio viwe sehemu ya dhamana

    Kama ulivyosema, hayo ni mawazo yako binafsi, nami ni mawazo yangu binafsi ambayo nimehitaji ku-share ideas na wadau. Kwamba certificates si lolote kwako, sio issue kwani bado zipo taasisi nyingi sana ambazo bado zina-value hiyo ki2 ingawaje ni kweli pia zipo taasisi ambazo zinaajiri bila kuangalia hizo certificates! Hata hivyo, kama unazani kweli vyeti vyako c lolote kv tu umeajiriwa bila mwajiri kuhitaji vyeti then vipige moto....!!! I hope, sooner or later utakuja kuona umuhimu wake. Kwako, vyeti ni kwa ajili ya kupata ajira, however, vyeti ni zaidi ya kuombea ajira!!

    Unaniuliza tena endapo certificates zina actual value?! Hilo nimeshalizungumza kabla na kulifafanua! Thread imekuwa ndefu ili kujibu in advance maswali ambayo nilitarajia yataulizwa lakini bado naona unauliza yale ambayo nimeshayatolea majibu in advance!

    Pamoja na hayo, je umewahi kufanya utafiti na kugundua ni mambo gani hasa yanawafanya watu washindwe kurudisha mikopo?!

    In additional, mabenki sio serikali....nazani ungejaribu kujiuliza kwanini nimeihusisha serikali!! Hawa ndio policy makerz, wanaweza hata kutunga baadhi ya sheria ili kufanikisha kile wanachoona kina umuhimu kwa jamii.

    Hilo la Mh. Zitto nilikuwa sijalifahamu...!!! suala la how to recover, hususani within the shortest possible time ndio challenge yenyewe!! Hata hivyo, endapo kutakuwa na sheria na usimamizi mzuri, hilo linawezekana hata kama halitakuwa na ufanisi wa 100%! Mathalani, endapo mtu atashindwa kulipa (am sure wengi wao itakuwa sio 100% ya loan, unless awe amepata xdent ya kibiashara from the begining) basi wanaweza kulipia mikopo yao pindi wanapopata ajira....!

    Chukulia yale mabilioni ya JK, sio kwamba yalikuwa unsuccesfully kwa 100%, kuna sehemu ilifanya vizuri sana ile program pamoja na kuingia siasa kwenye mchakato wenyewe! Sehemu niliyokuwa nafanyia kazi, recovery ilikuwa ni over 70%, na hata wale walioshindwa kulipa ilikuwa ni ama hawakuwa na mipango inayoeleweka ( i don' xpect kwa msomi kuwa na mipango isiyoeleweka) au ni ile dhana kwamba hiyo ilikuwa ni zawadi ya rais (ki2 ambacho sitarajii msomi anaweza kuwa na mawazo kama hayo!) By the way, hapa simaanishi kwamba, ili mradi tu una vyeti vyako, ndo basi tena unaenda benki na kupewa mkopo; nope! Mtu lazima apitie taratibu zote ikiwa ni pamoja na kuwa na viable business ideas itakayokuwa supoorted na business plan ambayo ataweza kuitetea!

    sometimes vyeti ni prestige ya kwamba nilisoma lakini kikubwa ni je ulichokisoma kinakusaidi

    hakuna benki itatoa mkopo wa biashara or what so ever kwa ujinga wa kutumia Academic certificate , sijui utafiti wako ulikua mpana kiasi gani lakini tena hao wasomi unaosema ndiyo conmens na defrauders wakubwa kabisa

    serikali inatakiwa iwe na credit quarantee schemes nzuri and effective for SME'S farmers and employees

Unasema gvt iwe na credit guarantee scheme...sawa! halafu wakishakuwa nayo wht next?! kama wata-guarantee, then ni wapi utatoka huo mkopo?! watoe serikali au benki?! na unafikiri kwann nimesisitiza suala la kuihusisha serikali?! au kwanini nimezungumzia suala la Mabilioni ya JK? pale serikali alikuwa ndie guarantor...sasa usichotaka kuelewa n nini?! wewe hujalipa mkopo wa board kv tu ufuatliaji ni mbovu na hakuna sheria na kama ipo basi aisimamiwi....na hicho ndicho nilichosisitiza!!

    By the way, gvt ikishakuwa na hiyo credit guarantee scheme; then wht next mtu anaposhindwa kulipa?! ina maana serikali iwe inalipa tu bila ya kuweka mazingira ya kumsukuma mkopaji kulipa mkopo wake?!

    nimeshawahi fikiria kitu kama hiki lakini kwa mtazamo tofauti kidogo. Kwamba yeye graduate aandae business plan ambayo ameisimamia mwanzo mwisho. Awe tayari kuifafanua na kuitetea mbele ya jopo la bank officers. Na hii wafanye kama pilot study kwa dsm kwanza kwa kuanza na kuwakopesha vijana mia hivi.

    Hizi hela za kukopesha nashauri kama zingetoka serikalini katika mfumo wa grants na wakopaji wasielezwe hili. Baada ya miaka mitatu serikali na mabenki wangepata jibu

    Hilo ka kuanza kuwa na pilot area nililizungumza kweneye makala ambayo niliitoa gazetini...suala la pilot test, ni muhimu na hii si ktk suala hili tu bali kampuni nyingi zinapo-introduce new product or even a sytem, wanakuwa na pilot area; kwa mabenki wanakuwa na pilot branch/es!

    Hilo la kuwafanya wakopaji wasielewe kwamba ni grant toka serikalini sizani kama litawezekana....nazani unajua mambo ya siasa!

    jenga hoja ya kuwapa youth empowernment ili waende benki na wakopesheke mojawapi ya hiyo ni kuwa na sound government credit guarantees, serikali pia inaweza kupima mashamba mengi sana na kumilikisha wananchi kwa bei nafuu na kutengeneza policy (ambayo nadhani inakuja) ya kufanya mabenki yakopeshe wananchi kwa kutumia only piece of land as security

    hata miti kwenye shamba inakubalika kama dhamana sembuse hicho kikaratasi unachokisema,

    una hoja nzuri ya kuwawezesha vijana kukopesheka lakini siyo kwa style hiyo,

    Mkuu, huelewi au hutaki kuelewa?! au hujasoma mwanzo hadi mwisho?! nikujibu nini wakati nimeshasema kabla kwamba weakness ya dhamana ninayopendekeza ni kwamba haina market value (haiuziki)?! lakini bado unang'ang'ania kuuliza kitu kilekile ambacho nimeshafafanua!!! Hata hivyo, nimeelezea strength ya security ninayoipendekeza...kwamba mwenye nayo hawezi kuwa tayari kuipoteza kirahisi!!! Ngoja nikuambie kitu kimoja....umesema suala la ardhi kama dhamana, sio? that's purely politics!! kwanini nasema that's purely politics?! asilimia kubwa ya ardhi yetu haina thamani....haina thamani kwavile kilimo hakijapewa kipaumbele! Ardhi yenye thamani ipo maeneo machache sana nchini; hususani mijini! mtu umpe mkopo wa sh. 10m, kwa dhamana ya heka 50 za ardhi....hapo fahamu mtabadilishana ardhi na mkopo! who care about land here?! ardhi ni muhimu, lakini unfortunately bado wa-tz hatujaona umuhimu wake kwa sasa! many people can forgo their lands kwa mikopo waliyochukua! Nakumbuka, wakati fulani nilikuwa kwenye wilaya moja nchini ambayo kimsingi nayo ina matatizo makubwa tu ya ardhi! wateja wa mikopo walikokuwa wanakuja kwa mara ya kwanza nilikuwa nawambia wataje mali walizonazo...wengi walikimbilia kutaja mashamba na kuacha kutaja nyumba!! u knw wht it mean? walikuwa willing kupoteza mashamba kuliko nyumba...na ndio maana nikasema kabla dhamana bora si tu ile ambayo ina market value bali ambayo pia mteja hatakuwa tayari kuipoteza kirahisi....! talking abt land broda? that's purely politics!!!

    nashukuru unatambua kwamba hiyo security ina thamani ya kufikirika tuu na hicho ndicho kitakachofanya bank isiridhie hiyo dhamana, hakuna justification ya kwamba mwenye academic certificate anaithamini na hayuko tayari kuipoteza , banks wapo in favour of monetary terms na si vitu vya ku imagine

    who else doesn't understand land has an appreciating value,hivi uki own land ni siasa, duh hii ndio leo naisikia, kwani bank lazima wakichukua land yako waiuze muda huo huo, sasa hivi if you have land you are done brother, hizo ndizo security zinazotakiwa na wala si nyumba, huwezi kuwa na nyumba bila kuwa na land

    Uhuru Kenyatta ana own land yenye ukubwa wa 500,000 acres na ndiyo unamfanya awe tajiri wa 26 Afrika, na hizi policy za land kutumika kama security ndizo zinaingia EA Federation

    ardhi itakuwa na thamani kwani itakuwa wazi kwamba ardhi inakubalika kama dhamana

    Mkuu nakubaliana na wewe kabisa. kwenye swala la certificate inakuwa ngumu kidogo. Na huko tunako elekea vyeti ndo kwanza vitakuwa havina thamani yoyote ile.

    - N a mashirika mengi yanaajili kwa kutumia CV za mtu na si vyeti kwa sababu wanatambua kwamba vyeti si ishu kamwe. kinacho angaliwa ni uzoefu wako wa kazi na c vyeti ulivyo navyo.

    Good, umesema Uhuru Kenyatta, kwani hamna watu wenye ardhi TZ? kwanini hujawatolea mfano?! Kenya ardhi ina thamani sana na sio hapa Tanzania!! Issue sio ardhi broda, issue hiyo ardhi ipo wapi!!! Unachekesha katika kiwango cha kusikitisha unaposema "kwani bank lazima wakichukua land yako waiuze muda huo huo,...."come on man, ru serious?! kwahiyo ishikilie hiyo ardhi hadi wakati itakapokuwa na thamani ndipo waiuze?! this's a big joke broda!!! Tatizo unakariri, kwavile unasikia ardhi ina thamani basi unashindwa kabisa kuangalia na mazingira....!!! hakuna asiejua kwamba ardhi ina thamani, lakini ninachokuambia kwa mazingira tuliyonayo hivi sasa Tanzania; ardhi ye2 haina thamani kivile.....! ukienda vijijini unapata ekari hata kwa elfu 10!!! ardhi itakuwa na thamani hiyo unayoisema wewe pale kilimo kitakapokuwa na mashiko na hivyo kuongezeka demand for land....think of it! Usipoweza kuangalia mazingira, am afraid kila siku utafanya wrong analysis.....look, nazani unalifahamu Benjamin Mkapa Tower, pale Posta mpya! Pale ilipo, kama kungekuwa na uweekano wa kuling'oa na kwenda kuliweka Kinondoni, basi thamani yake haitakuwa ile ile iliyokuwa nayo hivi sasa hata kama kila ki2 kitabaki kama kilivyo! Kilimo tumekipa mgongo, as a result demand for land is small!! Kuna wakati nilishawahi kuandika, kwamba "hivi tuna ardhi ya kutosha au hatuna akili za kutosha?!" Niliandika hayo baada ya kufanya simpo survey kwa washikaji zaidi ya hamsini! Kila mmoja nilimuuliza endapo anamiliki (yeye mweneyewe, na sio ya familia) angalau hekari moja ya ardhi!!! hakuna hata mmoja ambae alikuwa na angalau robo ekari.....kwa wa-tz kwa sasa, bado kwao ardhi hawajaiona thamani yake with exceptional of the few, ambao kimsingi na wao ni sawa na wale wanaonunua mazao msimu wa mavuno huku wakitarajia bei itapanda!!

    Jambo lingine nililogundua toka kwako, hutaki kuelewa! the way unavyoongea utafikiri nimesema watu wawe wanatoka na vyeti vyao kwenda benki kuchukulia mkopo!! Tell me, unakumbuka mabilioni ya JK?! una ufahamu wowote on how ilikuwa inafanyika?! Ngoja nikuambie ki2 kimoja ambacho inaelekea hukijui! Security in not an issue; na benki wanavyochukua security lengo lao la kwanza sio kwamba ukishindwa kulipa wauze security yako....hiyo na last option kwao! Na ndio maana unakuta hata kama umeweka security ya thamani kabisa, bado wataendelea kukufuata fuata hata kama umepitisha siku moja!! reumechukua mkopo wa milioni 5, nyumba yako thamani yako 50m, bado watakusakama tu.....itakaposhindikana kabisa ndipo watakapoamua kuuza nyumba yako! Therefore, first goal ya kutaka security sio kwamba waweze kuuza ukishindwa kulipa, BIG NO! Lengo ni kwamba imsukume mkopaji kulipa mkopo aliochukua!!!

    Hata kuhusu vyeti, ni wapumbavu wachache (ambao lazima wawepo ili jamii ikamilike) tu ndio watakaopuuzia kulipa kwavile tu wanajua hawana cha kupoteza kwenye hivyo vyeti. By the way, hivi unanielewa ninaposema kunaweza kuwa na sheria?! Broda, u have a long way to go!Kuna vitu viko mbioni kuwa into practice.....nazungumzia, kwamba patakuwa na database itakayokuwa na wakopaji wote nchini.....! Huyu bwana mwenye vyeti vyake, anaweza kushindwa kulipa, lakini yupo kwenye database...hawezi kuchukua mkopo huyu sehemu nyingine yoyote coz' yupo kwenye blacklist! But good enough, huyu m2 ni potential, ni msomi...sooner or later ataajiriwa tu. na hapo ndipo atakapokuja kulipa mkwanja we2; shida iko wapi?! No easy way to go.... u don' have to run from risk, u need to minimise them to the lowest possible value!! THINK!

    Mwisho unasema "ardhi itakuwa na thamani kwani itakuwa wazi kwamba ardhi inakubalika kama dhamana" To me, it sound too political! ndiyo, itakuwa wazi kwamba inakubalika kama dhamana! Tell me mkuu, yule mkopaji ambae ameshindwa kulipa 10m na kaweka 50 acres za ardhi kama dhamana....wht next? utazipeleka sokoni bila shaka...what zisivyouzika ( na ndivyo itakavyokuwa at least up to the next 3 years)! what wiil u do with customers' money?! Mimi na watu wangu wasomi wenye vyeti vyao nitakuwa na database yao na kv ni potential, wakipata ajira tu, tunaanza kulipana...wht abt u na wa2 wako wenye ardhi isiyouzika?!

    Mimi kama mimi na wasomi wangu, kwa kuangalia umuhimu wake, tuseme labda serikali inapitisha sheria kwamba, employer anapoajiri graduate lazima afanye consultation na Graduate Debtors Database. Na kama yupo kwenye Blaclist, basi lazima monthly instalments za mshahara wake ziwe zinaenda kulipa deni. wewe kama wewe, na watu wako wenye ardhi utafanya nini?!

    lakini nas, kitu ambacho nimeshaona kuhusu kuhodhi vyeti ni kuwa unakuta mtu ana kampuni yake, whether kasoma or not. anachukua vyeti vya waajiriwa wake. Vyeti orijino. Anavihifadhi kwa mkataba maalum wa ajira ya hao wasomi.mkataba ukiisha anawarudishia ama anahuisha mkataba.
