As the political barometer of nations across Africa stands for now, it is yet another guess to confirm whether these two will attend the burial ceremony of a Global icon Mzee Nelson Mandela.
Heard in the grapevine reason for this confusion is Mandela's will that exclusively singled out leadership in Kenya as tainted with PEV blood that wasspearheaded via tribalism hatred; an enemy to democracy and principles of free civilized society contrary to Mandela's vision to see Africa liberated from evil of tribalism, religion and any sort of marginalization and inequality. Therefore Uhuru has been barred from attending burial ceremony at Mandela's village. To avoid that huge snub cum embarrassment, Uhuru has quickly fixed and opt to chose to visit a memorial mass open to public instead of an official function for dignitaries. Kenyan media is at the center of covering up this turn of event to save his face from rejection.
Whereas for Kagame the issue of exiled General Mwawasa continues to taint relations between Rwanda and South Africa. Kagame as well known has been avoiding SA just like he has done for Tanzania and for him being present there will be an insult to humanity knowing how much atrocities has his government committed to the people of Eastern DRC via various militias including M23 bankrolled by the office in Kigali.
One thing for surety is East Africa leadership continues to embarrass at the Global stage and the only thing this shallow minded leadership has managed to master is back jittery, stabbing and isolating each other via things like COW that its main agenda is undermine Tanzania.

Indeed, you have given good reasons why Kagame can't and won't go. You forgot one though: it was the South African air force that gave the stark muscle to the UN forces (TZ & Malawi armies) that made a devastating blow to the Rwandan army (a.k.a. M23 rebels) in Eeastern DRC. At present Kagame is still boiling with fury and licking the wounds inflicted on him - how could you expect him to go to J'burg?
