1. Saddam Hussein vs. Gaddafi vs. Tanzania’s President

Factor	Saddam Hussein	Muammar Gaddafi	Samia Suluhu Hassan (Tanzania)
Country Situation	Iraq invaded by U.S./coalition; regime overthrown	Libya in civil war, NATO intervention	Tanzania is a stable sovereign country
Type of Action	Captured, tried by national court for crimes against humanity	Killed during civil war by rebels	Alleged mishandling of protests; no foreign invasion or domestic overthrow
International Involvement	U.S./UN-backed tribunal	NATO intervention + rebels	No foreign military involvement, no violent uprising
Legal Process	National court trial	None; killed in chaos	ICC could only act if there’s referral and legal evidence; president remains in power
