Yesterday ,26th February, Kampala -UG, The government signed a Memorandum of Understanding for the second phase of renovations at Mandela National Stadium, committing another contraversial UGX 248 billion in fresh public funds- approximately $69 millions -Nbs sports.
The agreement between the Ministry of Education and Sports and the Uganda People's Defense Force- Engineering Brigade sets a 12-month deadline to upgrade the stadium ahead of the Africa Cup of Nations 2027.
This second phase will expand seating from 45,000 to 64,125, increase parking capacity to 1,907 slots, introduce bus bays for over 300 buses, and add indoor and futsal facilities- weren’t these critical components part of the first renovation?
The initial refurbishment costed over $26 million and ran for more than 22 months, this leaves a question - If Uganda’s AFCON ambitions were already clear, how did such significant infrastructure gaps remain? Was the first phase incomplete planning or could the public be paying twice for what should have been done once?
The first phase exceeded its projected timeline. This one carries greater urgency , with this very costly investment, What happens if the 12-month deadline is missed?
