Tanzania imewazuia waangalizi wa uchaguzi kutoka Jumuiya ya Afrika Mashariki (#EAC) na Jumuiya ya Maendeleo ya Nchi za Kusini mwa Afrika (#SADC), ambazo zote ni jumuiya ambazo nchi hiyo ni mwanachama, kushiriki katika uchaguzi wa Oktoba 29. Badala yake, imezipa vibali balozi 12 za nchi za Magharibi zilizoko nchini kushiriki kama waangalizi.

Mataifa yaliyoidhinishwa ni Denmark, Uholanzi, Kanada, Ireland, Ujerumani, Norway, Ubelgiji, Sweden, Uingereza, ujumbe wa Umoja wa Ulaya nchini Tanzania, na Marekani.

Uchaguzi wa mwaka huu umevutia uangalizi wa kimataifa zaidi ya kawaida kutokana na kile kinachoonekana kama mgongano na misingi na thamani za kidemokrasia katika maandalizi yake.

Serikali ya Rais Samia Suluhu Hassan imekosolewa vikali kwa kukandamiza kwa nguvu sauti za upinzani zilizokuwa zikidai mabadiliko ya sheria za uchaguzi ili kuepusha kurudiwa kwa matukio ya uchaguzi wa mwaka 2020 na chaguzi za serikali za mitaa za mwaka 2019 na 2024, ambazo zote zilighubikwa na madai ya wizi wa kura kwa manufaa ya chama tawala cha Chama Cha Mapinduzi (CCM).

Vyama vyote vingine 19 vilivyosajiliwa nchini Tanzania, mbali na Chadema, vinatarajiwa kushiriki kwenye uchaguzi huo.

Tanzania has excluded election observers from the East Africa Community #EAC and the Southern African Development Community #SADC, both of which it is an existing member, for its October 29 polls but granted permits to 12 Western observer diplomatic missions based in the country.

The approved missions are from Denmark, the Netherlands, Canada, Ireland, Germany, Norway, Belgium, Sweden, Britain, the European Union delegation to Tanzania, and the United States.This year’s election has drawn more international concern than usual due to a perceived clash with democratic principles and values in the run-up.

President Samia Suluhu Hassan’s government has been widely criticised for ruthlessly clamping down on opposition voices calling for electoral reforms to prevent a repeat of the 2020 election and municipal elections in 2019 and 2024, which were all marred by allegations of overt rigging in favour of the ruling Chama Cha Mapinduzi (CCM) party.All of Tanzania’s other 19 registered political parties, besides Chadema, are expected to take part in the election.

The Head of the Southern African Development Community (SADC) Electoral Observation Mission (SEOM) to the upcoming National Assembly Elections in the Republic of Mauritius, Honourable Mohammed Chande Othman, former Chief Justice of Tanzania, arrived in Port Louis on 4th November 2024.

His arrival precedes the official launch of the SEOM, scheduled for 5th November 2024.

This mission is led by retired chief justice Honourable Othman, who was appointed by Her Excellency Dr. Samia Suluhu Hassan, President of the United Republic of Tanzania and Chairperson of the SADC Organ on Politics, Defence, and Security Cooperation.

Ahead of deployment, SADC Election Observers recently completed a four-day Pre-deployment Training for Short-term Observers from 1st to 4th November 2024.

These observers will be stationed across Mauritius’ ten administrative regions, including nine on the main island and one on the Island of Rodrigues.

At the opening session of the training, Ms. Talha M. Waziri, SADC National Contact Point and Director of the Department of Regional Cooperation within the Ministry of Foreign Affairs and East African Cooperation, expressed appreciation to Member States for contributing observers to oversee the electoral process in Mauritius

H. E Dr. Amani Abeid Karume launches the SADC Electoral Observation Mission to the Republic of Mozambique’s Presidential, Legislative and Provincial Elections​

The SADC Head of Mission to the Republic of Mozambique’s 9 October 2024 National and Provincial elections, H. E. Dr. Amani Abeid Karume, Former President of Zanzibar, officially launched the SADC Electoral Observation Mission (SEOM) at a ceremony held in Maputo today.


The launch was attended by several key stakeholders, which included Ambassadors and High Commissioners accredited to the Republic of Mozambique, Representatives of the Mozambican Government, the National Electoral Commission (CNE) and the Technical Secretariat for Election Administration (STAE), Political Parties, Religious Leaders, and Members of the Civil Society, Local and International Observation Missions and partners from the Media Houses.


The launch ceremony was followed by the official sending-off of the SADC observers, during which the SEOM leadership stressed the importance of implementing all aspects of their training as they observe and report on the pre-election, election day, and post-election processes.


H. E. Dr. Karume underscored that the SADC Electoral Observation Mission would assess the conduct of the elections against the revised SADC Principles and Guidelines Governing Democratic Elections (2021), which the SADC Member States adopted. These include, among others, the full participation of citizens in the democratic and development processes, enjoyment of human rights and fundamental freedoms such as freedom of association, assembly and expression, measures to prevent corruption, bribery, favouritism, political violence, intimidation and intolerance, equal opportunity for all political parties to access the State Media, and the assurance of access to information to all citizens on election matters.

The Head of Mission commended the works of the SADC Mission in Mozambique (SAMIM), which served to address the terrorist insurgency in Northern Mozambique. He also welcomed the assurance and commitment of the Mozambican government to guarantee that the gains achieved by SAMIM are safeguarded.


He went on to applaud the efforts of the Mozambican Defence Forces and other security agencies in ensuring that, like all Mozambicans, the people of the affected areas in Northern Mozambique managed to register to vote and fully participate in the electoral process despite their security challenges.


The SEOM leadership further wished the people of Mozambique a peaceful and calm election and called “upon all registered voters to turn out peacefully and cast their votes on the 9th October 2024. In the remaining days to this important date, SADC also calls upon all political stakeholders in Mozambique to act maturely, respect divergent political views, and exercise responsibility during the elections and in the post-election phase”.

For his part, Professor Kula Ishmael Theletsane, Director of the Organ on Politics, Defence and Security Affairs, underscored the importance of the conduct of elections and election observation Missions, noting how “the common aspiration of transforming the SADC region into a fully integrated space which safeguards prosperity for all relies heavily on its overall resilience in commanding democracy, good governance, peace, and stability”, as exemplified in the manner we conduct elections.


The SEOM arrived in Mozambique on 24 September 2024 and will be in the country until 20 October 2024 to observe the elections following the revised SADC Principles and Guidelines Governing Democratic Elections (2021).

The Mission comprises 97 personnel, of which 52 observers will be deployed. The observers for SEOM Mozambique come from 10 SADC Member States, namely, Angola, Botswana, the Democratic Republic of Congo, Eswatini, Malawi, Namibia, South Africa, United Republic of Tanzania, Zambia, and Zimbabwe. They will be deployed to all 11 Provinces of Mozambique, namely, Cabo Delgado, Gaza, Inhambane, Manica, Maputo City, Maputo, Nampula, Niassa, Sofala, Tete and Zambezia
