The Germany firm (GOPA) is in the final preparation for the Technical Assistance for Capacity Development Support to the Uganda National Roads Authority project. We have some candidates already, but none of the positions listed below is fixed until now. In this case we are now looking for a mix of international and local/regional experts to fill this gap. The project is scheduled to start in 07/2009 with a total duration of 3 years. The team will be based in Kampala and the key staff we are looking include:


  • Key Expert 1: Planning and Maintenance Engineer (PME) / Team Leader, 660 working days / 3 calendar years (full-time);


  • Key Expert 2: Senior Project Engineer (SPE), 440 working days / 2 calendar years;


  • Key Expert 3: Project Engineer (PE), 440 working days / 2 calendar years;


  • Key Expert 4: Commercial Management Adviser (CMA), 220 working days / 1 calendar year.

The profiles of the key experts for this contract are as follows:

Key Expert 1: Planning and Maintenance Engineer (PME) / Team Leader
Qualifications and skills
•Professionally qualified Highways/Civil Engineer or equivalent,
•Post Graduate Degree from a recognized institution in Civil Engineering, Planning or Highway Management will be considered an advantage,
•Proven strong skills in project management and communication. The candidate shall be fluent in the English language.

General professional experience
•The Team Leader will have at least 15 years professional international experience including working knowledge of the disciplines involved for similar assignments.

Specific professional experience
•The Team Leader will have a minimum of 10 years experience in the road sector and at least 5 years should be in developing countries in similar position as proposed.
•Prior experience must include planning of road maintenance of both paved and unpaved roads including financial-, procurement-, contractual- and human resource management.
•Experience with implementing and managing road maintenance programmes, road-lifecycle management and transport economics would be an asset.
•Experience in the use of standard computerized road network management tools and conversance with HDM IV and other standard economic evaluation software is required;
•Relevant experience from the region preferably including Uganda would be an added benefit.

Key expert 2: Senior Project Engineer (SPE)
Qualifications and skills
•Professionally qualified Highways/Civil Engineer or equivalent,
•A Post Graduate Degree in Civil Engineering from a recognized institution will be considered an advantage,
•Proven strong skills in communication and project management. The candidate shall be fluent in the English language.

General professional experience
•The SPE will have at least 15 years professional experience including working knowledge of the disciplines involved for similar assignments.

Specific professional experience
•The SPE will have a minimum of 10 years experience in the road sector and at least 5 years should be in developing countries.
•Prior experience must include procurement of goods, works and services using international donor procurement procedures;
•Proven technical competence in both highway design and construction supervision;
