Erute South MP Jonathan Odur confronts committee chair at Munyonyo over the #ProtectionOfSovereigntyBill2026.

He challenged the directive to adopt the committee report without debating the bill clause-by-clause.

The joint committee passed the report anyway — 22 votes to 11.

A group of dissenting MPs is now drafting a minority report to table on the floor when the bill goes for second and third reading this Tuesday, May 5.

Heavy security has been deployed around Parliament, with military and police sealing off key access routes and restricting entry for both MPs and staff.

This comes ahead of a 2PM plenary sitting, where legislators are set to debate the controversial Protection of Sovereignty Bill, 2026, which will be tabled for its second and third readings.

UPDATE: Speaker Among says no new Sovereignty Bill before @Parliament_Ug

@AnitahAmong has said she is not aware of any new Bill tabled before Parliament, despite reports that the ruling NRM parliamentary caucus has resolved to back fresh legislation.

Speaking during Tuesday’s plenary sitting, Among said that as custodian of parliamentary procedure, the only Bill currently on record is the original version earlier introduced and now undergoing consideration.
